Budget: Sindh CM takes step aimed at finalising proposals, allocations

KARACHI: Sindh Chief Minister Syed Murad Ali Shah has begun budget meetings to finalise the development proposals and their allocations for the next financial year and has also made significant decisions by launching an austerity drive to conserve funds for development initiatives.
In this regard, two separate meetings of the Finance and Planning & Development departments were held at CM House. These meetings were attended by Minister P&D Nasir Shah, Chief Secretary Asif Hyder Shah, PSCM Agha Wasif, Chairman P&D Najam Shah, Secretary Finance Fayaz Jatoi, Special Secretary Finance Asghar Memon, and Member P&D Fatah Tunio.
The chief minister presiding over a meeting directed the Planning & Development Department to finalise the ADP, stressing that rehabilitation of flood-damaged infrastructure must be prioritised in the upcoming budget. He further instructed that canal and watercourse lining projects should also be included in the new development schemes.
Highlighting the importance of agricultural growth, Murad Ali Shah called for schemes that focus on improving agricultural output and productivity. 'It is time to pay special attention to the agricultural sector,' he said.
Shah reiterated the government's ongoing commitment to the health sector, emphasising the need to enhance healthcare facilities across the province. On education, he stressed the urgency of upgrading primary schools to the elementary level and giving focused attention to both formal and non-formal education systems.
The CM also directed that multiple schemes be introduced for technical and higher education and called for projects that promote sports and healthy activities for youth.
The meeting marked a major step in shaping the Sindh government's priorities for the next fiscal year, focusing on rebuilding infrastructure, boosting agriculture, improving healthcare and education, and supporting youth development.
However, presiding over anther meeting he highlighted the government's efforts to enhance financial resources and expressed optimism that provincial tax collection agencies would meet their targets.
Main projects identified for accelerated funding in the new fiscal year include the K-IV water supply project, the Shahrah-e-Bhutto expressway, and ongoing transport schemes in Karachi. The Shahrah-e-Bhutto project, a 38.75-kilometre expressway, is seen as a transformative initiative aimed at improving urban connectivity and reducing congestion.
Murad Shah also called for the introduction of new schemes to expand the Annual Development Programme (ADP) and stressed the importance of fiscal prudence. He advocated for cost-saving measures to ensure that savings are redirected towards development activities.

Karachi Metropolitan Corporation (KMC) has finalised its budget for the fiscal year 2025-26, which is expected to be presented in the coming days. According to sources, the surplus KMC budget is likely to be presented on June 25 or 26. Per information available to The Express Tribune KMC budget shows a surplus of Rs146.2 million. The estimated total revenue is Rs55.28 billion almost Rs5.58 billion higher than last year. Similarly, total expenditures are projected at Rs55.13 billion about Rs5 billion higher than the previous fiscal, keeping them close to the revenue figure. Last year, KMC City Council had approved Rs49.602 billion budget with a surplus of Rs99.707 million for financial year 2024-25. Mayor Murtaza Wahab had presented the budget with total income estimated at Rs49.7 billion, while the estimated expenditures were Rs49.6 billion. Current Receipts were Rs39.7 billion and Capital Receipts were Rs815.2 billion, while funds for the District Annual Development Programme (ADP) were Rs9.16 billion. Meanwhile, for the upcoming fiscal of 2025-26, sources said that over Rs20 billion have been allocated for development projects. An amount of Rs7.29 billion has been earmarked for medical and health facilities. Salaries and administrative expenses will consume Rs31.59 billion. For the World Bank-funded CLICK project, Rs7.43 billion have been allocated. In addition, Rs9 billion have been approved for District Annual Development Programme (ADP) schemes, and Rs13.41 billion have been allocated for pensions and retired employees. A budget of over Rs5.3 billion has been set aside for municipal services. Engineering projects will receive Rs4.37 billion, while parks and horticulture have been allocated more than Rs1.77 billion. For IT infrastructure and services, a budget of Rs98.5 million has been allocated. Current receipts are estimated at Rs44.14 billion. The corporation plans to carry out development works worth Rs300 million using its own resources. Under the District ADP, Rs4.63 billion have been allocated for road improvement.

QUETTA: The Balochistan Chief Minister (CM) Mir Sarfraz Bugti stressed the need for timely and coordinated measure to ensure the supply of essential food items and fuel, the return of pilgrims and students, and the overall security situation in the districts adjacent to Iran border. A high-level meeting was held under the chairmanship of Balochistan CM Mir Sarfraz Bugti at the Chief Minister's Secretariat to assess the current situation in the border districts adjacent to Iran. The meeting was attended by Additional Chief Secretary (Home) Zahid Saleem, Secretary Finance Imran Zarkoon, Director General PDMA Jahanzeb Khan, Spokesperson of Balochistan government Shahid Rind, and FIA Director Behram Khan Mandokhail, along with other senior officials of the Home Department. Inspector General Police Balochistan Moazzam Jah Ansari, Commissioners of Makran and Rakhshan Divisions, and Deputy Commissioners from the Iran-bordering districts participated via video link. Officials from various departments briefed the meeting on existing measures and future strategies. It was reported that, there is no food shortage in the border districts adjacent to Iran. CM Sarfraz Bugti directed all concerned authorities to ensure uninterrupted supply of food and basic necessities in these regions, emphasizing that proactive steps must continue to prevent any public hardship. He also stressed the importance of maintaining electricity and LPG supply, directing the implementation of alternative energy strategies where necessary. He added that coordination with the federal government is underway to improve the overall energy and fuel situation. The provincial government is actively engaged with the Federal Ministry of Petroleum to ensure a steady supply of petrol in the border areas, aiming to prevent any fuel shortages for local residents. Highlighting the importance of timely and well-coordinated efforts, the CM said that protecting the border population from food and fuel crises is our top priority. He instructed the Provincial Disaster Management Authority (PDMA) to keep a contingency plan ready to respond swiftly to any emergencies. He also directed commissioners and deputy commissioners to maintain close surveillance of the evolving situation and prioritize the resolution of public issues. Speaking on the safe return of pilgrims and students, the CM expressed satisfaction and emphasized the need to further strengthen the measures ensuring their secure journey. Bugti reiterated the provincial government's commitment to public welfare, stating that coordinated efforts among all departments are essential to make border residents feel safe and supported.

ISLAMABAD: State Minister of Finance Bilal Azhar Kayani Sunday informed National Assembly Standing Committee on Finance that Pakistan has enough stocks of petroleum products in the country and government is closely monitoring situation after United States (US) attacks on Iran. He added that the Oil and Gas Regulatory Authority (Ogra) has directed all oil marketing companies (OMCs) to ensure the maintenance of their mandatory stock levels in view of impact of the Iran-Israel conflict on global oil supply. He was responding to queries of Opposition Leader in the National Assembly Omar. Ayub Khan who challenged budget estimates for 2025-26 after US attacks on Iran He also talked on expected situation of POL products in the country in coming days and anticipated POL prices. PTI warns oil reserves may run out in 10-12 days Kayani stated that the Prime Minister, Ministry of Petroleum and Ministry of Finance are regularly monitoring the POL situation and there is no need to worry about. 'We have enough stocks of the POL products with uninterrupted supply.' There was a heated debate between the Bilal Azhar Kayani and Omar Ayub Khan at the start of the meeting. Acting Chairman of the National Assembly Senate Standing Committee on Finance Jawed Hanif Khan told Omar that, 'I can disallow you from taking part in the committee proceedings.' Omar Ayub said that the budget estimates have become irrelevant after recent global events in the Middle East and attack of US on Iran. Jawed Hanif responded that the government has the provision of supplementary budget in case of necessary situation.
