TN floats tender to procure 10 lakh laptops for students
CHENNAI: In its effort to swiftly roll out the distribution of free laptops to eligible college students as promised in its 2025-26 budget, the Tamil Nadu government has floated a tender inviting bids for the procurement of 10 lakh laptops through international competitive bidding.
The tender documents showed that the government intends to provide college students with laptops of fairly high specifications, including 8 GB RAM, 256 GB Solid State Drive, Integrated Graphics supporting 128 MB VRAM or higher, display of 14 or 15.6 inch and any processor equivalent to or above Intel i3 or AMD Ryzen3 with minimum of four cores, eight threads and hyperthreading feature, and launched between January 2022 and June 2024.
Finance Minister Thangam Thennarasu had said that the government aimed to distribute 20 lakh laptops over a two-year period with an allocation of Rs 2,000 crore for 2025-26. While the government had earlier announced that the college students would be able to choose whether they wanted a laptop or tablet, the tender documents indicate that the government is planning to distribute only laptops at the moment.
Electronics Corporation of Tamil Nadu, coming under the Department of Information Technology, which has floated the tender, said any interested bidder should be able to supply a minimum of one lakh laptops along with laptop bags. Sources said multiple vendors could be chosen to supply the 10 lakh laptops in a short period of time.
With the 2026 Assembly election less than a year away, the government intends to roll out the distribution at the earliest. Deputy Chief Minister Udhayanidhi Stalin chaired a meeting in this regard on Monday.

Representative Image NEW DELHI: Faced with criticism, Enforcement Directorate Friday said it issued summons to senior advocate Pratap Venugopal as part of its ongoing investigation against Care Health Insurance Ltd (CHIL) in which Venugopal was an independent director. ED's Mumbai zonal office is conducting a money laundering investigation in which it has been alleged that shares of CHIL were issued at a much lower price in the form of ESOPs on May 1, 2022, in spite of the rejection of the same by Insurance Regulatory and Development Authority of India (IRDAI). "As part of the investigation, summons was issued to Pratap Venugopal, an independent director of CHIL, to understand the circumstances under which the company has issued ESOPs despite its rejection by IRDAI and subsequent discussions in the board of CHIL in this regard," the agency said about the summons which it withdrew after protests by lawyers' bodies. In a statement, the agency emphasised that IRDAI on July 23, 2024, had directed CHIL to revoke or cancel any ESOPs that were yet to be allotted and had also imposed a penalty of Rs 1 crore on CHIL for non-compliance with regulatory directions. Further, ED has asked its units not to issue summons to lawyers, saying summoning them would be violative of Section 132 of Bhartiya Sakshya Adhiniyam, 2023. "If any summons needs to be issued under the exceptions carved out in proviso to Section 132 of Bhartiya Sakshya Adhiniyam, 2023, the same shall be issued only with the prior approval of the director, ED," the agency said.

The state had announced monthly interim relief of Rs 25,000 for Group-C employees and Rs 20,000 for Group-D staff. Another section of candidates, who were waitlisted, moved HC for a stay on the scheme, arguing it "frustrated" the SC order. Justice Amrita Sinha held that the people whose jobs were terminated by the SC order could not be provided such support after the apex court had decided the issue of illegal appointments conclusively and opined that the appointments were a result of "fraud". Getting refund of money already disbursed to the beneficiaries would be a problem if the scheme was found to be in violation of law after the final hearing on a state review petition, she reasoned. HC also took note of the fact that the state welfare scheme was announced for a particular group who would not be doing any work. "There are two sets of candidates. One set comprises appointed candidates whose jobs were terminated and the other waitlisted candidates. Both sets are jobless now," Justice Sinha said, holding that the scheme for a particular group "intended to provide succour to the tainted terminated candidates". Justice Sinha acknowledged the state's legislative competence to draft a welfare scheme but said it should apply equally. "Whether it is proper for the state to create a class of favoured candidates out of a bigger class of unemployed candidates is a matter to be decided after hearing (all) parties."

Cognizant to build IT campus in Vizag, generate 8,000 jobs
Visakhapatnam: In a significant development for Andhra Pradesh's IT ecosystem, Cognizant Technology Solutions is all set to establish a world-class IT/ITES campus in Visakhapatnam with an investment of Rs.1,582.98 crore. Providing the much-needed relief to unemployed youth, the project is expected to generate 8,000 jobs over the next few years. In connection with it, Cognizant sought 21.31 acres of land at Kapuluppada and the state government would allot the Visakhapatnam Metropolitan Region Development Authority land for a nominal rate of just 99 paisa.
