SKIM Act would tap in federal law enforcement to handle EBT thefts
BAKERSFIELD, Calif. (KGET) — Kern County has been plagued with EBT theft for years.
A months-long investigation by 17 News uncovered a Romanian Crime Ring behind the card skimming, but the problem went beyond county lines.
'$100,00 dollars a month that were stolen before, prior to 2021,' said Congressman Vince Fong, representing California's 20th District. 'Now we're looking at $10 million being stolen a month.'
It seems the state ignored this issue for far too long.
'I have my criticism of the state government,' said Fong.

Fong said it's time the federal government steps in. Officials presented the 'Stopping Klepto-card and Information Misuse Act'; SKIM Act for its initials on Monday.
Tapping in the general attorney and homeland security to fight against welfare fraud.
'We need to tie all the dots together, especially when we have international crime rings that are participating not only within California, or within Kern County, but across state lines,' said Congressman Fong. 'So we have to have the ability for the federal law enforcement agency to coordinate and cooperate with state and local entities. Absolutely not, for the amount that's being stolen, there has to be real teeth to those penalties. We're going to work with the attorney general to raise it to as high as we can…we need it to the point where we can deter this criminal behavior.'
Congressman Fong said he hopes bringing national attention to this issue will lead to improving security measures in welfare programs nationwide.
The 'SKIM Act' has been presented to the judiciary committee, and if approved, it will be sent to the house for vote.

More photos released by police in appeal over recent disorder
The Police Service of Northern Ireland (PSNI) has released images of two more people they would like to speak to about the recent disorder in Ballymena. They are asking the individuals in the photographs to come forward themselves, or for anyone who can assist in identifying them to contact police. The violence began following a peaceful protest in Ballymena and then spread to other areas of Northern Ireland, including Larne and Portadown. It happened hours after two teenage boys appeared before Coleraine Magistrates Court accused of sexually assaulting a teenage girl in Ballymena. They spoke through an interpreter in Romanian to confirm their names and ages. Their solicitor said they would be denying the charges. A peaceful protest was held on Monday 9 June, but after it dispersed rioting broke out. A number of nights of violence then followed in which 64 police officers were injured. In a statement on Friday night, a PSNI spokesperson said "anyone who can assist in identifying these individuals should contact us on 101, or directly on 02890922815".

Knife-wielding maniac breaks into Andrew Tate's Romania home and attacks construction worker — as influencer rips police
A knife-wielding maniac broke into influencer Andrew Tate's Romania home Wednesday and attacked a worker as the alleged sex trafficker ripped into the country's police force for not responding fast enough. 'A violent psychopath has been lurking the vicinity of my house recently,' Tate wrote on X Wednesday afternoon. The controversial influencer said one of his construction workers was slashed in the arm by the attacker armed with a blade. EU summons Russia envoy over attack of a diplomat in Vladivostok
BRUSSELS -- The European Union has summoned Russia's envoy to Brussels for an explanation after one of the bloc's officials was attacked in the eastern city of Vladivostok last month, an EU spokesperson said Wednesday. The diplomat was attacked on May 26. Their name, nationality and medical condition weren't provided. German news outlet Der Spiegel reported that the official was a Romanian woman who had traveled to the city on official business. Der Spiegel said that the woman was attacked after leaving her hotel for an early morning walk. It said a car pulled up alongside her, and that two men got out. She was threatened, and then beaten up. The men were believed to work for Russian security authorities, the news magazine said, citing EU diplomatic sources. 'We condemn any violence against EU diplomats. They must be able to carry out their duties free from fear and intimidation,' EU spokesperson Anitta Hipper said. 'The safety of our staff is paramount, and we will continue to review the protection of our diplomatic staff.'
