Municipalities Minister announces launch of eight new services on Benayat system

Wael bin Nasser Al Mubarak, Minister of Municipalities Affairs and Agriculture, announced the launch of eight new services on the Benayat electronic building permit system (www.benayat.bh), in cooperation with the Information and eGovernment Authority (iGA), as part of efforts to enhance service efficiency and streamline procedures for investors and stakeholders.
The new services include renovation, fencing, subdivision, merging, land and marine reclamation, change-of-use, and modification permits for new buildings. These services support both investment and residential projects and are fully digitised, reducing processing times and the number of entities involved.
The Minister noted that the ongoing collaboration with iGA aims to enhance municipal services in Bahrain by simplifying procedures, improving efficiency, and raising satisfaction among customers, investors, and engineering offices.
He added that the Ministry continues to provide support and guidance to engineering offices, ensuring effective service delivery. The platform reflects the government's commitment to digital transformation across sectors, offering citizens and investors an efficient way to manage permit applications. The new services are also designed to increase procedural transparency.
Mohammed Ali Al Qaed, iGA Chief Executive, commended the Ministry's commitment to digital transformation, in line with government directives and the decisions of the Ministerial Committee for Information and Communication Technology. He underlined the importance of the strategic partnership between the Ministry and iGA in strengthening Bahrain's digital infrastructure, particularly in real estate and investment sectors.
Al Qaed noted that the new services deliver an integrated experience for engineering offices, property owners, government entities, and developers. The fully digital process shortens permit issuance times and reduces the number of government entities involved, while improving user interfaces and enabling automated fee payments and permit issuance.
The e-services offer end-to-end processing for various transactions. The fencing permit allows landowners and engineers to secure property boundaries; renovation permits support structural repairs without affecting the building's core integrity; subdivision and merging services streamline land configuration; while use-change permits, reclamation permits, and permit modifications support evolving real estate needs. All services have been digitised and timeframes reduced.
With the addition of the new services, Benayat now offers a total of 15 e-services. These have reduced paper transactions, eliminated the need for in-person visits, and cut processing time by up to 90% in some stages. Applications can now be completed in 1–3 working days. The system also integrates other government services such as utility connections and includes an interactive map enabling investors to assess property status and pre-approvals, improving transparency and confidence.
Benayat serves as the national platform for all building permits in Bahrain. It allows engineering offices to submit and track applications, pay fees, and access requirements through a nationwide interactive map. The platform is integrated with the National Geospatial Information Database, comprising over 300 data layers from 30+ entities, helping accelerate procedures, support planning, and strengthen coordination among stakeholders to meet sustainable development goals.

iGA launches AI Talent Program via Innovation Hub

The Information & eGovernment Authority (iGA) announced the launch of the 'AI Talent Program' during a ceremony at the Innovation Lab at its headquarters in Isa Town. The first batch features 14 top-performing ICT students from University of Bahrain and Ahlia University who are preparing for their graduation projects. Running from 15 June to 15 December, 2025, the program offers a comprehensive blend of academic and hands-on AI work through six months of on-the-job training at the iGA. Mohammed Ali Al Qaed, iGA Chief Executive, highlighted the importance of the training program, emphasizing its alignment with the government vision and iGA's commitment to implementing directives by General Shaikh Rashid bin Abdullah Al Khalifa, Minister of Interior and Chairman of the Ministerial Committee for Information Technology and Communication (MCICT). The program aims to empower Bahraini talent with AI skills to prepare specialists capable of improving government services through innovation. The ceremony was attended by Dr. Fuad Mohammed Al Ansari, University of Bahrain President; Dr. Hessa Al Junaid, University of Bahrain Vice President for Academic Affairs; and Professor Mansoor Alaali, President of Ahlia University. Al Qaed also noted that the AI Talent Program offers hands-on training with AI and digital transformation experts, focusing on teamwork, programming, and the development of AI prototypes for areas related to government needs. The students will work in multiple teams to enhance critical thinking and problem-solving skills, and their projects will be documented to support implementing impactful solutions. Al Qaed has extended his appreciation to the University of Bahrain, Ahlia University, and Amazon Web Services (AWS) for their strategic partnerships. He stressed that collaboration between academia and the government is essential to preparing skilled talent capable of meeting digital age challenges. He thanked AWS for partnering with the iGA to train the first batch, enhancing training quality, and supporting student development, in line with Bahrain's Vision 2030 towards an advanced eGovernment. iGA Director of Innovation and Advanced Technologies, Latifa Al Abbasi stated that the AI Talent Program bridges academic learning with market needs by combining graduation projects, practical training, and optional courses as selected by each university. She noted that the iGA aims to empower students to deliver innovative solutions for government processes and affirmed that investing in youth supports Bahrain's future and helps build a knowledge and innovation-based economy. The program's key anticipated outcomes include preparing students for future jobs through comprehensive academic and professional experience, developing innovative government solutions, enhancing AI and programming skills, and providing professional guidance to support their career growth. TDT | Manama The Ministry of Industry and Commerce is turning employee ideas into operational improvements, as winners of its 2024 innovation initiative were honored this week for reshaping services, policies, and workplace culture. Ideas into action His Excellency Abdulla bin Adel Fakhro, Minister of Industry and Commerce, led the ceremony recognizing standout proposals under the 'Factory of Ideas 2024' initiative. The event was also attended by HE Eman Ahmed Al-Doseri, Undersecretary of the Ministry and Chairperson of the Judging Committee, along with other senior officials. The initiative aims to promote innovation within the Ministry by encouraging employees to submit ideas that enhance service delivery, streamline policies, and improve customer experience. The Minister congratulated the winners and urged wider participation in future editions. Three focus areas Awards were presented across three categories: workplace environment, policy and procedure, and customer experience. In the workplace development category, first place went to Nada Nasser Al-Thawadi, followed by Khawla Yousif Abdulrahman and Maitham Fadhel Al-Hammad. For policy and procedure development, Ali Ibrahim Al-Nasser secured the top position. Second place went to Ali Jafar Jassim, while a joint proposal by Hamad Adel Bofarsan and Shaikha Khalid Al-Buainain was placed third.
