Mustafa will engage with prospects and partners, focusing on the telecoms sector and growing interest of Rivada's Outernet in the region.
Rivada Space Networks has announced the appointment of Mustafa Afifi as Sales Director for the Middle East, strengthening its EMEA team as demand for secure, high-bandwidth connectivity in the region surges. Afifi will lead Rivada’s engagement with telecom operators, satellite resellers, regional satellite providers and integrators, offering tailored solutions for enterprise and government clients through Rivada’s next-generation low-Earth orbit (LEO) satellite network.
The Rivada Outernet, the company’s flagship LEO constellation, is designed to deliver ultra-secure, gigabit-speed global connectivity without relying on the public internet or third-party infrastructure. With its optical mesh network—enabled by inter-satellite laser links, onboard processing and space-based routing—the Outernet ensures data remains in space from origin to destination, achieving lower latencies than terrestrial fiber over long distances and providing pole-to-pole coverage.
This architecture is particularly suited for critical sectors such as finance, oil and gas, logistics and telecommunications. The Outernet allows multinational corporations to establish secure private networks, offers greater bandwidth for remote exploration sites, supports seamless fleet management, and provides 5G satellite backhaul for telecom operators expanding their networks into underserved areas. Middle Eastern connectivity providers stand to gain a competitive edge by tapping into these capabilities, offering enterprise-grade connectivity with unmatched performance and reach.
Joe Apa, Rivada’s VP of Sales for EMEA, said: 'With more than $16bn of business globally for its unique LEO network and a growing number of key regional partners, we are seeing a huge uptake in our business in the Middle East region, underlining the growing appetite for our uniquely secure space-based network. The Outernet’s ability to meet the requirements of the Middle East’s connectivity providers in terms of security, latency, capacity, and coverage is a game-changer for the region. With his extensive experience in the telecoms and ICT sectors with Vodafone, Nokia, Ericsson and Siemens across Europe, the Middle East and Africa, I’m delighted to welcome Mustafa to the Rivada team.'
Declan Ganley, CEO of Rivada, added: 'Global and Red Sea subsea cables, which carry much of the world’s data traffic, are increasingly becoming a focal point of geopolitical tensions, with frequent cable cuts resulting in severe outages. More than ever, the Middle East region needs resilient infrastructure that is fast, secure and reliable. The Outernet is key to enhancing the region’s telecommunications infrastructure in terms of data sovereignty and security, supporting AI national digital strategies, ensuring uninterrupted connectivity and expanding international networks.'
Rivada will showcase its capabilities at CABSAT 2025 from May 13–15. Attendees can visit the team at the stand and hear Joe Apa deliver a keynote address on “The Future of LEO Services” at the SatExpo conference on May 14 at 11:00 AM.

Eutelsat announces $1.56bn capital increase

Eutelsat to execute $1.56bn capital increase by year-end to advance its strategic vision and long-term goals. Eutelsat has announced a Contemplated capital increase of $1.56 bn, anchored by key reference shareholders, to secure the execution of long-term strategic vision. Eutelsat is one of only two global operators with active commercial LEO (Low Earth Orbit) fleets and with a clear differentiation, being the only one exclusively focused on the B2B and B2G markets. While the global satellite connectivity market is expected to increase by 12% per annum between 2025 and 2029, the global LEO B2B connectivity market, valued at over $2.1bn in 2025, is expected to grow at a 28% CAGR through 2029 and multiply its current size fivefold over the next eight years, offering significant short to long-term growth potential. Eutelsat, the only GEO-LEO operator, and the only European operator with a fully operational LEO network, uniquely positioned to capture the momentum in the connectivity market. Eutelsat is contemplating raising $1.56bn of capital by way of (i) a reserved capital increase of €716m at a price per share of €4 corresponding to a +32% premium to the 30-day-VWAP of the shares as computed on Euronext Paris (the “Reserved Capital Increase”), which would be subscribed by the French State via the Agence des Participations de l’Etat (“APE”), Bharti Space Limited, CMA CGM, and Le Fonds Stratégique de Participations (“FSP”), and (ii) a rights issue of €634m (the “Rights Issue”), which would be subscribed for their rights by the above investors. Prior to the approval of the Reserved Capital Increase by Eutelsat’s shareholders, the APE will acquire the shares of the Company currently held by Bpifrance Participations, at a price per share equal to the subscription price of the Reserved Capital Increase. Consequently, the Board member representing Bpifrance Participations would be replaced by a representative of the French State. This capital increase would represent a pivotal step in Eutelsat’s strategic and financing roadmap, enabling the execution of its strategic vision. Coupled with a dedicated debt refinancing plan, this capital increase will reinforce the Company’s financial flexibility by accelerating its deleveraging and support investment in its existing Low Earth Orbit (LEO) capabilities and the future IRIS² constellation. On the back of the forthcoming capital increase, Eutelsat would reduce its leverage to c. 2.5x4 by year-end FY’2025-26, and would be well placed to tap debt capital markets, raise export credit financing and extend its bank debt maturities in order to fully cover the financing needs of its medium-term plan. Jean-François Fallacher, CEO of Eutelsat Group, said: “Eutelsat enters a new chapter, centered on the deployment of LEO, a major innovative and technological revolution for the Satellite industry. Thanks to its differentiated GEO-LEO positioning and global coverage, Eutelsat is ready to become a central player in the development of the European sovereign space of tomorrow. I welcome the contemplated capital increase which will give Eutelsat the requisite financing to implement its strategic roadmap. I am grateful for the support of the French State and the ongoing commitment of our other anchor shareholders – Bharti, CMA CGM and FSP and thank them for their confidence.” Eric Lombard, Minister for the Economy, Finance and Industrial and Digital Sovereignty, stated: 'The French State is proud to contribute to strengthening Eutelsat’s capital structure and support the company at pivotal stage of its development. This transaction reflects our strong commitment towards a major player in satellite connectivity — a strategic sector at the heart of Europe’s digital sovereignty — while fostering remarkable potential for technological innovation and sustainable economic growth. Through this transaction, France reaffirms its determination to build, together with the company and its European partners, a competitive, resilient, and sovereign space industry, particularly around the IRIS² programme, which is a key pillar of our strategic autonomy. 'We are convinced that the company’s solid fundamentals — its recognised expertise in geostationary orbit, its innovative solutions in low Earth orbit, its committed team, and its ambitious vision — are the foundations for lasting success. Eutelsat is opening a new chapter in its history, and the State will be fully present to help write it alongside the company.'

Barclays Taps Ex‑HSBC Banker to Accelerate Middle East Push

Barclays has appointed Farzad Billimoria as head of its private bank for the United Arab Emirates, strengthening its foothold in a region experiencing rapid wealth creation. Based in Dubai, Billimoria will report directly to Annabelle Bryde, head of Private Bank International, commencing his role on 1 July pending regulatory approval. Billimoria brings 30 years of financial services expertise, most recently serving as Senior Executive Officer and head of private banking at HSBC in the UAE. He led the establishment of HSBC Private Bank in key financial hubs such as the DIFC and ADGM, and notably launched the bank's first onshore private banking booking centre within the UAE. His deep-rooted presence in Dubai, with over two decades of local experience, positions him to drive growth within Barclays' expanding wealth management ambitions. This move occurs amid a resurgence of private banking across the Gulf, fuelled by rising regional GDP, intensifying investment from sovereign wealth and increasing interest in bespoke financial services. For Barclays, marking its 50th year of operations in the region, securing Billimoria represents a strategic play to challenge entrenched rivals and capture market share across both Middle Eastern and Asian private banking landscapes. ADVERTISEMENT Barclays has 'significant growth opportunities' in the Gulf, Bryde said, emphasising the bank's strategy to elevate the region's importance within its global private banking operations. Billimoria's leadership is expected to accelerate initiatives focused on ultra-high-net-worth individuals and high-net-worth families, aligning with broader shifts in regional wealth dynamics. Economic projections show that the UAE's economy is set to expand by approximately 3.5 per cent in 2025, underpinned by technology, real estate, and infrastructure investments. Billimoria's departure from HSBC, part of a broader simplification drive, signals changing strategic priorities within global banks. HSBC has been reshaping its regional model, consolidating operations to enhance efficiency and digitalisation. His transition also reflects a wider trend of prominent private banking leaders moving across institutions, as banks vie to differentiate through personalised, tech-enabled services. Barclays' hiring aligns with senior leadership changes at the bank in the Gulf. Rasha Badawi, appointed earlier this year to lead private bank efforts in Qatar and Saudi Arabia, aims to capitalise on cross-border synergies. Under her direction, Barclays is placing greater emphasis on sustainability-driven investment products and ESG-compliant offerings, responding to demand from increasingly values-conscious UHNW clients. Competition in Gulf wealth management is intensifying. Regional players like Emirates NBD, First Abu Dhabi Bank, and QNB have ramped up their wealth divisions, while global institutions such as UBS and Credit Suisse introduce digital platforms tailored to Gulf clientele. Barclays will also challenge global peers by leveraging its UK-based banking infrastructure and cross-market services—a value proposition for Gulf clients seeking diversification beyond the region. Yet the Gulf banking landscape is not without challenges. Banks are navigating stringent anti-money‑laundering regulations and heightened transparency in tax and compliance regimes. To maintain profitability, providers must balance regulatory adherence with flexible service models. Barclays' success with Billimoria will hinge on its ability to blend local expertise with international scaffolding in a cost-effective way. Billimoria's credentials are well aligned with the trends reshaping Gulf private banking. He oversaw the onboarding of ultra-high-net-worth non-resident Indian clients during his tenure at HSBC, a segment increasingly in demand across the region. His track record in setting up offshore and onshore operations offers Barclays practical experience in integrating multi-jurisdictional banking platforms. The appointment also underscores the growing importance of the UAE as a regional wealth hub. Dubai and Abu Dhabi continue to draw family offices, investment firms, and global capital, bolstered by regulatory reforms and a diversified, digitised economy. Barclays' strategy involves positioning its UAE operations as a gateway for wealth originating across India, Africa, Europe, and the broader Middle East. Inside Barclays, Billimoria will lead a team focused on designing customised wealth solutions, integrating digital advisory tools and sustainability-linked offerings. Bryde has signalled that the bank will prioritise growth in Asia and the Middle East, with the UAE serving as a strategic linchpin for regional expansion.

PA prime minister asks Arab League for financial support as Israel continues to withold $2.2bn

Palestinian Authority Prime Minister Mohammad Mustafa asked the Arab League for financial support since the Israeli government is withholding approximately $2.2bn in Palestinian tax revenues, Wafa news agency reported on Wednesday. Mustafa told the secretary general of the Arab League, Ahmed Aboul Gheit, that their support is essential to enable the Palestinian government to fulfil its obligations, including paying salaries and allowances to more than 170,000 beneficiaries and supporting more than 150,000 families receiving social assistance. Israel has been withholding tax revenues under various pretexts since 2019. The tax revenues represent duties imposed on goods imported into Palestine either via Israel or through Israeli crossings. Mustafa underscored the importance of international and Arab support in pressuring the Israeli government to release the $2.2 bn in tax revenues, also referred to as clearance funds. The Palestinian government says the withholding of the funds has put it under severe strain, preventing it from fulfilling its obligations to provide essential services in key sectors such as health, education, social protection, and security. Gheit says he will coordinate with Arab and European countries, as well as the United States, to exert pressure on Israel to release the withheld funds to Palestinians. The Palestinian economy has been thrown into further jeopardy since last Tuesday, when Finance Minister Bezalel Smotrich directed his office to cancel a critical policy for sustaining the Palestinian economy in retaliation for the decision by five countries to sanction him and fellow far-right minister, Itamar Ben Gvir.
