CDWP approves 5 uplift projects
ISLAMABAD: The Central Development Working Party (CDWP) approved five development projects at cost of Rs15.9 billion and referred five major projects amounting to approximately Rs127.1 billion to the Executive Committee of the National Economic Council (ECNEC) for final approval.
A marathon meeting chaired by the Federal Minister for Planning, Development and Special Initiatives and Deputy Chairman of the Planning Commission, Ahsan Iqbal, which lasted over six hours, a total of ten development projects were discussed.
Out of these, five projects with a cumulative cost of Rs15.9 billion were approved at the CDWP level. Additionally, five major projects, amounting to approximately Rs127.1 billion, were recommended to the Executive Committee of the National Economic Council (ECNEC) for final consideration and approval.
The meeting was attended by Awais Manzur Sumra, Secretary Planning, along with Chief Economist, VC PIDE, other members of the Planning Commission, Chief Economist of PC, federal secretaries, heads of Provincial Planning and Development (P&D) departments, and senior representatives from relevant federal ministries and provincial governments.
The agenda focused on development projects across key sectors, including education and training, environment, governance, higher education, information technology, physical planning and housing, special areas (AJK & GB) and transport and communications.
The minister directed the Planning Ministry to develop mechanism for notifying construction rates for highway and buildings projects in light of accurate cost of construction. He directed that thorough scrutiny of projects should be ensured by sponsoring departments to avoid inflated cost. He directed Higher Education Commission and Government of Punjab to coordinate on laptop procurement in order to consolidate the demand for next four years and invite leading laptop manufacturers to setup plant in Pakistan.
A project related to education and training sector presented in the forum namely, 'Construction of Academic Blocks of National University of Pakistan, Islamabad (New)' worth Rs1,597.428 million has approved by CDWP the forum.
A project related to environment sector presented in the meeting namely 'Formulation of National Urban Strategy and Guidelines to Reduce the Impact of Urban Flooding, Droughts, Climate Disasters and National Guidelines for Spatial Planning Considering Climate Change/Disaster Risk in Pakistan (New)' at cost of Rs106.401 million fully funded by UN Habitat approved by the CDWP forum.

CDWP greenlights Rs55b uplift projects
The Central Development Working Party (CDWP) — a key planning and project-approval body — has approved five development projects worth Rs55.164 billion for sustainable economic development in the country. A CDWP meeting held on Friday under the chairmanship of Federal Minister for Planning Ahsan Iqbal greenlighted these projects. Out the five, three projects totaling Rs47.439 billion were referred to the Executive Committee of the National Economic Council (ECNEC) for final approval. The agenda focused on development projects across key sectors, including environment, food and agriculture, health and physical planning and housing. A project related to the environment sector — installation of Weather Surveillance Radar at Sukkur — worth Rs5725.013 million was also approved. The chair noticed inordinate delay in implementation of the project with Japanese grant and directed the relevant authority to complete it on priority basis. A project related to food and agriculture — Balochistan Livelihoods and Entrepreneurship Project — was also recommended to ECNEC. The revised cost of the project is Rs12461.661 million. It will be financed through World Bank and International Development Association (IDA) and MDTF. The main objective of the project is to promote employment opportunities for rural communities and ensure the sustainability of enterprises in eight districts of Balochistan including Chagai, Killa Abdullah, Killa Saifullah, Mastung, Nushki, Pishin, Sherani, and Zhob. The project aims to benefit rural households by supporting livelihoods through enterprise development and job creation. Furthermore, it will extend benefits to communities for enterprises development in sectors — agriculture, livestock, forestry, mines and minerals, tourism, and industry. Ahsan Iqbal directed that the additional scope of work should include tangible and impact oriented interventions under the project.

IMF rejects tax rebate for teachers, researchers: FBR
ISLAMABAD: Federal Board of Revenue (FBR) Chairman Rashid Mahmood Langrial, Saturday, informed the National Assembly Standing Committee on Finance that the International Monetary Fund (IMF) has rejected proposal of the FBR to allow 25 percent tax rebate to teachers and researchers from July 1, 2025. The FBR chairman informed the committee that the FBR has twice approached the fund, but they have not agreed. The IMF wants harmonisation of taxes and not allowed the said tax rebate to teachers/researchers. However, the government can give subsidy from budget if possible. MNA Nafeesa Shah stated that the government can give some kind of special allowance to teachers. Budget FY26: Aurangzeb announces major tax relief for salaried class, solar sector State Minister of Finance Bilal Azhar Kayani regretted that there is no fiscal space available in 2025-26. The National Assembly Standing Committee on Finance approved the revised procedure of arrest in cases of tax fraud as approved by Senate Standing Committee on Finance. The FBR chairman informed the committee that the FBR has its own jails to keep persons involved in tax fraud and it can also use other jails for this purpose. The government has incorporated four major safeguards for allowing arrests on tax frauds in order to avoid misuse of powers. In the first pre-requisite, the minister said that the accused of tax fraud would be arrested where there was a fear of his escape, but it would be done with the approval of three members of the Board, including FBR Member IR (Operations) and FBR Member Legal. The tampering of proof could be the second reason, and the third reason could be tax fraud amounting to Rs50 million. The fourth condition of the arrest, he said, would only be possible if someone received three notices but not bothered to respond. The FBR chairman informed that the relevant clause of income tax exemption to pensioners has been deleted from the Income Tax Ordinance to tax only pensions above Rs10 million. The committee recommended that the withholding tax should be increased from 0.6 per cent to 0.8 per cent on cash withdrawals from banks by non-filers. However, the committee rejected the proposal of Senate Standing Committee on Finance to raise tax rate from 0.6 per cent to 1 percent. On the taxation of salaried individuals, the FBR chairman informed that only one per cent tax would be applicable on salaried individuals where taxable income exceeds Rs600,000 but does not exceed Rs1,200,000. Gold price per tola gains Rs1,465 in Pakistan
After declining in the previous session, gold prices in Pakistan increased on Saturday in line with their jump in the international market. In the local market, gold price per tola reached Rs358,465 after a gain of Rs1,465 during the day. As per the rates shared by the All-Pakistan Gems and Jewellers Sarafa Association (APGJSA), 10-gram gold was sold at Rs307,325 after it gained Rs1,256. On Friday, gold price per tola reached Rs357,000 after a decline of Rs1,595 during the day. The international rate of gold also increased today. The rate was at $3,369 per ounce (with a premium of $20), an increase of $13, as per APGJSA. Meanwhile, silver price per tola declined by Rs11 to reach Rs3,785.
