
Bhoo Bharati Act – 2025 Rolled Out to Address Land Issues, Says Collector Santhosh
Gadwal: Rajoli (Jogulamba Gadwal District), April 28: To address farmers' land-related issues within a stipulated timeframe, the Telangana state government has introduced a new legislation named the Bhoo Bharati Act – 2025, District Collector B.M. Santhosh announced today.
Participating as the chief guest at an awareness conference on the Bhoo Bharati Act – 2025 organized at the Rythu Vedika in Rajoli mandal on Monday, the Collector explained the provisions of the newly introduced Act to the farmers.
Speaking on the occasion, District Collector B.M. Santhosh stated that the Bhoo Bharati Act will offer a concrete solution to the land issues faced by farmers, urging every farmer to become well-informed about the new law. He emphasized that the Act had been designed to address and rectify the challenges posed by the earlier Dharani system by incorporating comprehensive measures.
He further noted that after in-depth study and consultations with experts and officials, the government launched this new law on the occasion of Dr. B.R. Ambedkar's birth anniversary.
The new Act will expedite services such as land transactions, registrations, mutations, regularization of assigned lands, resolution of issues arising from informal (Sada Bainama) agreements, border disputes, and inheritance changes, he explained.
Highlighting the importance of transparency and quick grievance redressal, the Collector mentioned that a robust appeal mechanism is part of the Act, wherein farmers can first appeal to the RDO (Revenue Divisional Officer) and, if necessary, to the District Collector against orders issued by Tahsildars.
One of the key innovations introduced under the Act is the Bhoodar Card, akin to the Aadhaar card, which will be issued to every landholder.
He also informed that in case of land purchases, partition of property, or inheritance transfers, survey sketches prepared by authorized surveyors must be annexed, thereby minimizing future land disputes. Additionally, detailed land maps will be attached to Pattadar Passbooks to maintain clarity of ownership and boundaries.
During inheritance proceedings (virasat), notices will be mandatorily issued to all concerned family members to avoid conflicts.
Further, the Collector assured that farmers will now be able to rectify errors in their land records locally without the need for prolonged processes. Revenue conferences will be held in each village to address and resolve land-related issues on the ground.
The Collector urged farmers to take full advantage of the Bhoo Bharati Act, which the government has introduced as a comprehensive and permanent solution to their land concerns.
After his address, the Collector patiently answered various queries and cleared doubts raised by the farmers.
The event witnessed participation from Additional Collector Lakshmi Narayana, Library Corporation Chairman Neeli Srinivasulu, Alampur Market Yard Chairman Dodappa, Rajoli Tahsildar Ram Mohan, Market Yard Vice-Chairman Kumar, MPDO Khaja Mohinuddin, Mandal Agriculture Officer Surekha, along with officials from various departments and a large number of farmers.

Charaideo focuses on enhanced child protection measures
Dibrugarh: Charaideo Juvenile Justice Board (JJB) on Monday conducted its quarterly review, while holding a meeting with the stakeholders, at the conference room of the district commissioner's office. While the meeting addressed critical issues concerning the implementation of the Juvenile Justice (Care and Protection of Children) Act, 2015, other key topics, including rehabilitation of children in conflict with the law, functioning of Child Welfare Committees (CWCs) and measures to expedite pending cases involving minors, were also discussed. Emphasising on the need for a child-friendly justice system, Siddique, said, "Our focus should be on rehabilitation rather than punishment. Every stakeholder must work together to ensure that children in conflict with the law are given proper guidance and opportunities for reintegration into society." The comprehensive discussion covered various aspects under the Juvenile Justice Board's jurisdiction, including case disposal rates, rehabilitation programs, and coordination between different agencies involved in child protection. Officials examined current procedures and identified areas requiring improvement to ensure more effective delivery of justice for juvenile cases. Sub-divisional district magistrate judge cum principal magistrate of the juvenile justice board, Tanwir Ikram Hazarika, emphasised on the importance of inter-agency collaboration during the meeting. Key stakeholders, including secretary of the district legal services authority (DLSA), Niva Rani Doloi, additional superintendent of police, Jyoti Prasad Pegu, and assistant commissioner cum acting district child protection officer, Rini Hazarika, participated in the meeting. Ensure panel formed to curb unauthorised constructions meets once a month: HC
The Madurai Bench of the Madras High Court has directed the Chief Secretary to ensure that the High-Level Monitoring Committee constituted to curb unauthorised constructions meets once a month and submits monthly reports to the government. A Division Bench of Justices S.M. Subramaniam and A.D. Maria Clete observed that the committee's functions must be periodically monitored by the government and any inaction must result in an appropriate action against the authority who failed to implement the G.O. and committed dereliction of duty. The efficient functioning of the committee was not made clear by the authorities, the court observed. It further observed that a holistic reading of the Act and the Rules covering urban and panchayat areas with regard to unauthorised constructions would be sufficient to form an opinion that building constructions must be undertaken only after obtaining building plan permission from the competent authorities as stipulated in the applicable provisions of the Act and the Rules. Regularisation, condonation or otherwise were only enabling provisions and must be granted exceptionally in deserving cases where an injustice had been caused. However, regularisation could not be claimed as an absolute right. The unauthorised and illegal constructions could not be regularised in a routine manner by the authorities, the court said. Unauthorised constructions posed a danger to the public and caused environmental damages. Greedy men were emboldened to construct buildings unauthorisedly in urban areas and rural areas, thereby causing inconvenience to neighbours and road-users. They converted fertile lands into a concrete jungle and deprived others of a peaceful living. Authorities failing in their duty to deal with unauthorised constructions must be subjected to departmental disciplinary proceedings, the court observed. The authorities were not expected to wait for complaints from anyone. They were duty bound to monitor construction activities. Field-level officials must ensure that buildings were constructed in accordance with the building plan permission and violations were to be dealt with in accordance with law swiftly. Violations must be identified at the initial stage of construction, which would prevent financial and other loss to all concerned. The court was hearing the petition filed by M. Daniel Simiyon Sudan, seeking a direction to the authorities to remove unauthorised construction/rice mill in Srirangam in Tiruchi district. The court directed the authorities to initiate enforcement action and demolish the constructions, if any identified, in eight weeks. The matter was posted for reporting compliance to August 7.
