After North Dakota falls in national report, teacher's union says falling pay ranking is dire for teacher retention

May 1—GRAND FORKS — The union representing North Dakota's teachers is raising the alarm about a new report showing continued declines in North Dakota's teacher pay relative to other states.
North Dakota
ranked 40th among U.S. states and Washington, D.C.
for average teacher salaries last school year, according to a report released this week by the National Education Association, a national labor union representing K-12 educators and college faculty and staff.
That's the lowest ranking for the state in at least four years, based on prior NEA reports.
"North Dakota is going backwards," said Nick Archuleta, president of statewide teachers union North Dakota United. "If we're serious about recruiting and retaining the very best teachers, we're going to have to invest in their salaries too."
Last year, North Dakota teachers made an average of $58,581 while the average starting salary came out to $43,734.
Average teacher pay has climbed in North Dakota by nearly 7% since 2020-21, when the state ranked 34th in the nation, but that hasn't kept pace with nationwide growth of around 10% over the same period.
Last year, average salaries in North Dakota grew by 3.2%, compared to 3.8% nationwide.
Starting teacher salaries in North Dakota have dropped from 26th nationwide in 2021-22 to 34th last year.
The state is suffering from a particularly acute case of the teacher shortage that's being felt nationwide.
The state Educational Standards and Practices Board in February declared a "critical shortage" of teachers in all content areas ahead of the 2025-26 school year, the sixth year running that it found deficits in all teaching areas.
North Dakota has been looking to fill open teaching positions with its Department of Labor-funded teacher apprenticeship program, ESPB Director Becky Pitkin said.
So far, "we haven't had as many calls of desperation as we have in the past," she said, but noted the board won't have a complete picture of teacher demand until the Department of Public Instruction compiles its Teacher Shortage Report from school districts in the fall.
Archuleta says legislators have to get serious about increasing teacher pay if they want to keep teachers in North Dakota, pointing to states like Idaho, which boosted its teacher salaries by 9.1% to $61,516 last year — passing North Dakota in average pay.
House and Senate lawmakers appear poised to approve a 2.5% year-over-year increase in the student per-pupil payment for the next biennium, a figure Archuleta points out struggles to keep pace with current inflation.
The Consumer Price Index climbed 2.4% over the last 12 months; Midwestern states saw slightly higher inflationary increases to consumer goods, up to 2.7%.
"We understand that we're probably not going to pay an average salary of $101,000 or whatever it is in California," Archuleta said. (It's $101,084, the highest in the nation.) "We get that. But we can certainly do better than No. 40."
The NEA notes that even with record-level increases in some states, average teacher pay has still fallen short of inflation over the last decade. Teachers are making on average 5% less in real wages than 10 years ago, per the NEA's report.
Adam Tescher, DPI's school finance director, says addressing the teacher shortage is about more than just salaries, pointing to the quality of schools and supportive administrators as other important factors to consider.
He did say, however, that the 2.5% per-pupil increase fell short of DPI's own hopes of a minimum 3% increase.
"School districts will have to make difficult decisions on where those increases will happen, or where they may have to potentially make reductions for other increases in spending," Tescher said.

The only true way to know how much you'll get next year is to wait for the official COLA announcement in October. But understanding these three key COLA facts can help you get some idea of what to expect now. 1. How the COLA calculation works The Social Security Administration bases the COLA on the difference in average third-quarter inflation data from one year to the next, as measured by the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). It sounds more complicated than it is. To calculate the 2026 COLA, it will add the CPI-W numbers for July, August, and September of 2025 and divide them by three to get the average. Then, it will compare that average to the average from the same months in 2024. The percentage increase reflects the COLA amount. So if the 2025 average is 3% higher, the 2026 COLA would be 3%. We don't have all the data to perform the calculation yet, which is why the Social Security Administration doesn't announce the COLA until October. That's when the September 2025 CPI-W number comes in. 2. COLAs are a percentage of your checks The Social Security Administration represents COLAs as a percentage. It adds this percentage to your existing checks to determine your 2026 benefit amount. That means everyone will see a unique dollar-value increase. The difference can be pretty significant. Someone claiming a $2,000 monthly check would only get $50 extra dollars from a 2.5% COLA, while someone claiming a $5,000 monthly check would get $125 more per month. 3. COLAs don't actually help your checks keep up with inflation The whole idea of COLAs is to help your Social Security checks' buying power remain steady over time. But research suggests this isn't actually happening. Benefits have lost 20% of their buying power since 2010, according to The Senior Citizens League (TSCL), a nonpartisan senior group. That means you'd need $1 to buy something you could've bought with $0.80 in 2010. This trend doesn't show any signs of slowing down, either. TSCL's latest estimate puts the 2026 COLA at just 2.5% -- the same as 2025. However, there is a chance it could be a bit higher if inflation rises over the next few months. There's a real chance you may get less than you'd hoped for, though. You can try several things to overcome this predicament. If you have personal savings, you can use them to supplement your Social Security checks. You could also consider working part-time or signing up for government benefits, like Supplemental Nutrition Assistance Program (SNAP) benefits and Supplemental Security Income (SSI). This can give you some help with your essential costs so you can use your Social Security checks in other areas. It's not too early to start brainstorming how you'll want to tackle your budget in 2026. Bank of Canada hoping for better look at 'complicated' inflation picture

OTTAWA — The Bank of Canada will get a fresh look at national inflation figures this week — a picture that's been particularly murky as of late amid tax changes and trade wars. Statistics Canada is expected to publish its consumer price index for May on Tuesday. Financial data shows the consensus among economists is that inflation ticked up to 1.8 per cent year-over-year last month. April figures showed the annual inflation rate slowed sharply to 1.7 per cent, thanks largely to a drop in gasoline prices tied to the end of the consumer carbon price. Benjamin Reitzes, BMO's managing director of Canadian rates and macro strategist, said he expects inflation cooled two ticks to 1.5 per cent in May. He pointed to a slowing in shelter inflation and a smaller jump in gas prices compared with the same time last year for the easing. But it won't be just the headline number the Bank of Canada is parsing as it attempts to set its benchmark interest rate in an increasingly uncertain world. "The reality is, they don't just look at one number. They look at a number of different inflation metrics to really try and figure out what the underlying trend is," Reitzes said. Bank of Canada governor Tiff Macklem called the current inflation picture "complicated" in a speech to the St. John's Board of Trade in Newfoundland and Labrador on Wednesday. The "firmness" in underlying inflation lately might be early signs of the trade war with the United States impacting inflation, he said. The central bank has so far been dogged by uncertainty tied to the tariff dispute, holding its policy rate steady at 2.75 per cent twice in a row as it waits for clarity on how the trade restrictions will impact inflation. While the tariffs and counter-tariffs themselves are likely to drive up prices for businesses, it's not yet clear to the bank how quickly companies will pass those costs on to customers. Resulting slowdowns in the economy could also see businesses and consumers rein in spending, keeping inflationary pressures relatively tame. Katherine Judge, senior economist at CIBC Capital Markets, said inflation likely inched higher because of tariffs. "The acceleration in the monthly pace will be largely tied to food prices that are picking up counter-tariff impacts and core goods prices that could begin to reflect broader tariffs," she said in a note to clients on Friday. "We expect rent inflation to decelerate after a surprising jump in April, and in line with industry data, leaning against food price increases." Judge noted the upcoming inflation reading will reflect adjustments Statistics Canada made to its CPI basket, but said such changes don't usually have a meaningful impact on the headline number. Reitzes said it's been hard to pinpoint the impact of tariffs on the inflation data. "The Bank of Canada is certainly watching for that, though," he said. "The army of economists they have working for them will be kind of teasing through all of that data and looking for any signs of that." Food inflation has been a bit stronger in recent months, which Reitzes noted is one area where Canada is applying counter-tariffs. But he also said that could be a lagged impact from weakness in the Canadian dollar at the start of the year now filtering into food prices. Another source of noise in the inflation data is tax changes from the federal government in the early part of the year. First, Ottawa's two-month GST holiday skewed price data on a range of groceries, gifts and household staples, and now the end of the consumer carbon tax is driving down headline inflation. But that impact is only going to last for a year and will fall out of the inflation comparison after 12 months. Macklem said the central bank is increasingly putting weight on CPI measures that strip out influences from tax changes to give it some clarity. He noted Wednesday that inflation excluding taxes was 2.3 per cent in April — stronger than the central bank was expecting. Macklem also signalled Wednesday that the Bank of Canada is scrutinizing its own preferred measures of core inflation a little more closely. Those core inflation figures are now running above three per cent, but Macklem also warned there's "potentially some distortion" that could be "exaggerating" price pressures. Alternative measures of core inflation are coming in lower, so he said the bank is looking at a range of factors as it gauges where inflation is heading next. "There is some unusual volatility. So how temporary or persistent this is, I think remains an open question," Macklem said. The Bank of Canada will get a look at two inflation reports before its next interest rate decision on July 30. If inflation shows signs of remaining well contained in those releases, Reitzes said the Bank of Canada might find a window to lower interest rates to boost the economy in the face of tariffs. "They'll probably take that opportunity, but inflation needs to provide them with that," he said. "And at the moment it is not doing so." After hitting a four-year low in April, prices on U.S. goods and services inched up last month, with annual inflation coming in at 2.4%, according to a Wednesday report from the Labor Department. On a monthly basis, inflation ticked up 0.1% from April to May, suggesting a raft of new import tariffs have yet to impact consumer prices. A new Deseret News/Hinckley Institute of Politics survey finds Utahns are decidedly mixed when it comes to their feelings about President Donald Trump's game plan for controlling rising costs. Core inflation, a measure that excludes volatile food and energy prices, also moved up 0.1% on a monthly basis in May, with overall prices moving up 2.8% over the last 12 months. The group of Mountain West states, which include Utah, saw an annual inflation rate of 1.7% in May, among the lowest regional rates in the country but up 0.5% from April. The latest Consumer Price Index readings show declines in energy costs and vehicle prices helped offset continued increases in the cost of groceries, eating at restaurants and housing-related costs. The cost of groceries and buying food away from home both increased by 0.3% from April to May with annual rates last month at 2.9% and 2.2%, respectively. Shelter-related costs in May, computed by the Bureau of Labor Statistics utilizing data from new rents, existing lease agreements and a rent-equivalent calculation for owner properties, were 3.9% higher over the last year and up 0.3% from April. The Labor Department says housing cost increases were the 'primary factor' behind rising inflation in May. Overall energy costs declined by 3.5% since this time last year and gasoline prices moved down by 2.6% from April to May and were 12% lower on an annual basis. Inflation figures for May came in lower than were widely expected, but some economists predict tariff-related increases are still in play and simply haven't trickled down the checkout aisles yet. 'Today's below-forecast inflation print is reassuring — but only to an extent,' Seema Shah, chief global strategist at Principal Asset Management, told CNBC. 'Tariff-driven price increases may not feed through to the CPI data for a few more months yet, so it is far too premature to assume that the price shock will not materialize.' U.S. inflation has marched down, albeit erratically, since hitting a 40-year high of 9.1% in June 2022, but rates have remained stubbornly above the Fed's target annual rate of 2% since then. And while Trump made addressing inflation issues a forward message in his successful campaign for a second term in office, Utahns have mixed opinions about the job he's done so far. The reviews however, perhaps not surprisingly, break sharply along partisan lines. In a statewide online survey conducted May 16-21 of 805 registered Utah voters, HarrisX asked respondents 'Do you approve or disapprove of the job Donald Trump is doing handling inflation?'. Overall results were essentially split with 50% of poll participants saying they somewhat or strongly approve and 43% falling into the somewhat or strongly disapprove camp. But that apparent equanimity dissolves when the responses are parsed by political affiliation. Some 70% of Republican respondents versus 19% of Democrats weighed-in as somewhat or strongly approving of Trump's work on inflation. On the flip side, only 22% of Republicans said they somewhat or strongly disapproved of Trump's inflation tactics, against 81% of Democrats who participated in the poll. The responses when asked 'Has inflation during the Trump Administration gotten better, worse or stayed the same?' were, again, nearly evenly disbursed among the poll participants, outside the lens of politics. Overall, 31% of respondents said inflation has gotten better since Trump took office, 36% said worse and 33% said inflation was about the same. When flying their party colors, 41% of Republicans versus 14% of Democrats said inflation was better so far in Trump's second term, while 19% of Republicans next to 70% of Democrats believe inflation has become worse. For those who told surveyors that inflation from their perspective has stayed the same since Jan. 20, 40% were Republicans and 17% were Democrats. Data from the Deseret News/Hinckley Institute of Politics polling comes with a plus or minus 3.5% margin of error. So, what does the data say about how inflation has changed so far under President Trump? Last December, ahead of Trump's inauguration, annual CPI inflation was 2.9%, according to Labor Dept. data. In January of this year, that rate bumped up to 3%. February, March and April all saw incremental declines with annual readings of 2.8%, 2.4% and 2.3%, respectively.
