Suspected shooter who fired at Milwaukie officers on the run
PORTLAND, Ore. (KOIN) — A suspected shooter is on the run after officials say he fired shots at Milwaukie officers, then crashed his car during a police chase into Southeast Portland early Friday morning.
Just before 3 a.m., Milwaukie police said one of their officers on patrol stopped a vehicle in the 11000 Block of Southeast Oak Street, finding both the driver and a female passenger inside.

After finding the driver – identified as 42-year-old Loony John Franklin Toon – had an outstanding felony warrant, another officer responded, placing spike strips under the back tires to prevent Toon's escape.
Police said Toon – who previously went by the name John Kolb – then reversed the car, backed into a police vehicle, ran over the spike strips and sped away along Highway 224.
During the ensuing police chase, Toon fired a pistol out the window in the direction of Milwaukie police officers following behind, officials said.
When Toon's vehicle eventually crashed near railroad tracks on Southeast Tacoma Street and 26th Place in Portland, he ran into the Eastmoreland Golf Course.

Portland police officers then responded, temporarily blocking off the golf course to Southeast Bybee Boulevard and bringing in SERT and Crisis Negotiation teams for a search,
During the search, MAX service was also disrupted and freight trains were halted in the area.
PPB said neighbors in the Eastmoreland area got a text alert to stay inside as police also searched the wider area. Despite some possible leads, they were unable to find Toon, the tactical teams ended their search and the neighborhood alert was lifted.
However, police caution anyone who sees Toon to not approach him, as he is considered armed and dangerous.
During the chase, Milwaukie police said no officers were injured and none fired their weapons.
Additionally, officials said the passenger stayed at the scene and she is cooperating with the investigation.

Pittsburgh police, other law enforcement agencies called to disperse large crowd on South Side
Pittsburgh police say they had to call in extra help from neighboring law enforcement agencies early Sunday morning to safely disperse a large crowd of people who had gathered on East Carson Street. No one was injured and no property was damaged, but before that, the South Side Entertainment Patrol made several arrests. Some were gun-related, others had to do with fights. Citations were given for public intoxication, underage drinking, and public urination. Big crowds on East Carson are nothing new at 2 a.m. for South Side neighbors. "I didn't bat an eyebrow about it," a resident who goes by Vinny said. Vinny says the crowds pick up each weekend after he and most others are already asleep, around the time bars close up. "It happens because everyone is intoxicated, everyone's drinking," he added. In Sunday's case, police had to call in help from surrounding departments to clear out what they estimated was a crowd of 1,500 to 2,000 people, with some of them fighting each other. Once help from other departments arrived, police were able to quickly clear the crowd, a statement from Pittsburgh Public Safety said. "It's a shame because this has been going on for five years. We know where and when it's happening, and the city can't stop it," said business owner Rich Cupka. "We have a lack of police. We're 150, 200 short." Cupka says the fact that the police couldn't clear the crowd on their own proves his point. "Law and order would take over if you had enough police to police the area," Cupka added. Then-Police Chief Larry Scirroto said in September 2024 that the problem on the South Side isn't due to a lack of officers, but rather bars aren't being held accountable. "I'm thankful that we have a level of cooperation to hold problematic business owners accountable," Scirotto said in September. "For far too long, some of the businesses over there, and there are just a few to be quite honest, that operate in a manner that they don't take accountability for the actions and behavior of their patrons, as if once those individuals get outside, it's the responsibility of the police and not the responsibility of the bar ownership to regulate the type of client they solicit and more importantly, their behavior." Cupka disagrees, saying that while certain bars are an issue, the lack of police is the main problem. "I don't see any relief in sight," Cupka said. On the weekends, 25 police officers are assigned to the South Side in addition to the 10 that are part of the Entertainment Patrol. Business owners say overall crime on the South Side is down, and Vinny believes the unfortunate reality is that the South Side has gotten a bad rap. "Everybody just have a drink. Come to the South Side. It's all good down here," he said, adding that visitors shouldn't let what happens late at night keep them from visiting.

SUV hits Chicago police squad car, 3 other cars on West Side
A sport-utility vehicle hit a Chicago police squad car and three other vehicles in the West Garfield Park neighborhood Sunday evening, police said. At 6:23 p.m., a Chevrolet Equinox was headed west on Monroe Street when it hit a marked police car that was traveling south on Kostner Avenue. The Equinox also hit a Dodge headed south on Kostner Avenue, police said. Two parked Hyundais were also struck, police said. Police did not have information about injuries. Charges were pending late Sunday against the driver of the Chevy Equinox, police said.

Motorcyclist dead after I-695 crash near Perring Parkway, state police say
A motorcyclist died after a crash involving another vehicle on the inner loop of Interstate 695 on Sunday that at one point closed all lanes of traffic. The crash was reported at Exit 30B for MD-41 Perring Parkway. Though the State Highway Administration initially advised the public to use an alternate route because all lanes were closed, one lane has reopened as of 10:27 p.m. Sunday. The crash was reported at about 9:05 p.m., according to the Maryland State Police's Golden Ring Barrack duty officer. The motorcyclist was pronounced dead at the scene. A passenger in the second vehicle involved in the crash was taken to the hospital with non-life-threatening injuries, he said. Have a news tip?
