
Mahaveer Finance raises Rs 200 crore led by Elevation Capital

BENGALURU: Mahaveer Finance, a Chennai-based NBFC focused on used commercial and passenger vehicle lending, has raised Rs 200 crore in a Series C round led by Elevation Capital, with participation from existing investors BanyanTree Finance and First Bridge Capital.
The capital will be used to expand the company's branch footprint in South India, strengthen its proprietary credit infrastructure, and deepen lending to underbanked customer segments. Mahaveer currently manages over Rs 1,000 crore in assets and aims to grow its AUM fivefold by FY28.
Founded in 1981, Mahaveer entered the used vehicle financing segment in 2001 and has built what it calls a valuation-led underwriting model that assesses vehicle price, usage history, and configuration down to 'ownership changes and body type,' according to CEO Deepak Dugar.
'A major challenge in used vehicle lending is price discovery. We tackled this by backward integrating into the resale business early on. That helped us build a deep grid-based model that powers our credit decisions,' Dugar told TOI.
Since 2016, under the second-generation leadership of Dugar and CFO Praveen Dugar, Mahaveer has expanded its operations to 80 branches across Tamil Nadu, Andhra Pradesh, Telangana, Karnataka, and Puducherry.

The company says about 70% of its borrowers are first-time vehicle owners or new-to-credit customers, typically aged between 30 and 45.
Elevation's investment is seen as a validation of Mahaveer's growth strategy in a segment still heavily dependent on informal lending. 'Around 35% of the market is unorganised. Our value lies in helping customers buy right by guiding them on vehicle pricing and keeping defaults low,' said Praveen Dugar.
Mahaveer's in-house credit engine, Surety, combines customer inputs, asset data, and API-led KYC authentication to deliver near-instant loan offers at the branch level. The company claims field executive productivity has improved from three to four loan files per month, driven by reduced cash collections and tech-led assessments.
Cash collections have declined from 60% pre-Covid to about 10-15% currently, allowing executives to spend more time on sourcing, Dugar said.
Mahaveer is also evaluating secured MSME loans and potential entry into EV financing, although it expects the used EV market to mature only over the next few years.
With over 40 lenders, including SBI and HDFC, on its books and a historically profitable track record, the company said it has sufficient capital for the next 12-18 months. While valuation and promoter stake details were not disclosed, the company has added new independent board members, including a former RBI CGM, as part of its governance expansion.

Sawant-headed GoM meets to analyse state GST trends
Panaji: The reconstituted group of ministers (GoM) formed to analyse the goods and services tax (GST) revenue is set to meet for the first time on Thursday. The GoM, headed by chief minister Pramod Sawant , will examine state-wise revenue trends and suggest sector-specific policy tweaks, said an official. This includes mapping revenue patterns across sectors and regions to identify anomalies or areas of concern, which may impact individual state revenues and the overall federal tax structure. In addition to regional revenue trends, the GoM will examine the influence of macroeconomic policy changes on GST collections. This includes an assessment of geographical and sector-specific factors, with special attention to the fiscal challenges faced by agrarian and smaller states. The mandate also covers an analysis of recent amendments made to the GST Act, rules, and notifications to understand their implications on revenue performance. The GoM will meet at the new Maharashtra sadan in New Delhi. Each state will give their views and will raise their doubts. After the first meeting, the GoM will call for data from all the states, Union territories, and technology partners to review details of revenue from inter-state transactions,' said an official from the state GST office. A committee of officers will be constituted to analyse the data and report to the GoM. As per the expanded terms of reference, the GoM can analyse the state-wise revenue collection trends and check for leakages, fair distribution of collected revenues, and the flow of GST. Based on the findings, the GoM is expected to submit concrete policy recommendations aimed at augmenting revenue. This includes suggesting course correction measures for states that are experiencing significant shortfalls in GST collections. 'We will be looking at railway cargo systems, customs bonded warehouses. The entire process is likely to take at least six months,' said an official. Local industry bodies such as the Goa Chamber of Commerce and Industry, the Institute of Chartered Accountants of India, tax consultants, and other stakeholders will also be consulted in Goa. To strengthen enforcement, the GoM will review various anti-evasion and compliance tools developed independently by multiple agencies, including the NIC, GSTN, directorate general of analytics and risk management (DGARM), and state govts. The group will explore structural reforms and policy interventions necessary to stabilise and enhance the fiscal health of states where tax revenues are declining.

Soon, GIS mapping of Sal river and Ponda nullah; digital portal for environmental monitoring in state
Panaji: The Goa State Pollution Control Board (GSPCB), at its recent meeting, approved GIS mapping of River Sal and the Ponda nullah to identify the source of pollution in these water bodies. The board noted that it received a number of complaints about pollution in the Sal and the nullah. Besides this, the board said that a writ petition was also filed in the high court, where it was also told to find the source of pollution in these water bodies. The board has accordingly decided to invite e-tenders to carry out the work. Meanwhile, the board approved the issuance of a work order to a selected service provider through e-tendering, chosen to set up a digital portal and dashboard for an online continuous environmental data monitoring system. This dashboard will collect real-time pollution monitoring data from all industrial units in Goa. The server will be operational within six months, the GSPCB told the service provider, who will be paid Rs 85 lakh for the work. 'This portal will enable highly scalable systems that can connect more than 2,000 or all available industries/units of Goa, engaged in online monitoring with all the sites simultaneously in real-time with a non-proprietary, highly scalable back-end database suitable for storing time series data,' the board said in the minutes of its meeting. The Union ministry of electronics and information technology, under the National Air Quality Monitoring Programme and the National Water Quality Monitoring Programme, requires states to carry out continuous noise monitoring, ambient air quality monitoring, effluent monitoring, and emission monitoring. All this data is to be deployed on the empanelled cloud server of the ministry and managed by a bidder under the ownership of the GSPCB. Accordingly, a work order will be issued to create a digital portal and dashboard for a continuous online monitoring system for Goa.
