Sweden government plans to ease mortgage rules to help first-time buyers

Sweden
's government said on Tuesday it planned to ease mortgage rules to help first-time buyers and those without capital for a deposit to get into the housing market.
Under the plan, people wanting a mortgage will be able to borrow up to 90% of the value of their property, up from the current 85%. A current requirement for the heaviest borrowers to pay back 3% of their loan each year will be dropped.
The new rules are expected to be introduced at the start of next year.
"The new proposals will make it easier, for example, for first-time buyers and young families to get onto the property ladder," Housing Minster Andreas Carlson said.
"At the same time, we have taken into consideration financial stability through measures to hold back indebtedness."
The proposal broadly reflects recommendations in a white paper last November.
Critics have said that tough mortgage rules, introduced after the financial crisis of 2008-9, are necessary to reduce risks in the banking system.
Swedish home-owners are among the most highly indebted in Europe, with debts of around 180% of disposable income, down from a peak of around 200% in 2021.
Most mortgages are floating rate, making households sensitive to interest rate changes and amplifying swings in the economy.
The government said it also planned to strengthen the central bank's role in macroprudential oversight. The central bank will take over responsibility for setting the level of banks' countercyclical financial buffer, which has up to now been set by the Financial Supervisory Authority.

The company "wants to make sure that royalties supposed to go to artists aren't being taken away" by tracks generated from a brief text prompt typed into a music generator like Suno or Udio , Lanternier said. AI tracks are not being removed from Deezer's library, but instead are demonetised to avoid unfairly reducing human musicians' royalties. Albums containing tracks suspected of being created in this way are now flagged with a notice reading "content generated by AI", a move Deezer says is a global first for a streaming service. Lanternier said Deezer's home-grown detection tool was able to spot markers of AI provenance with 98% accuracy. "An audio signal is an extremely complex bundle of information. When AI algorithms generate a new song, there are little sounds that only they make which give them away... that we're able to spot," he said. "It's not audible to the human ear, but it's visible in the audio signal." With 9.7 million subscribers worldwide, most of them in France, Deezer is a relative minnow compared to Spotify, which has 268 million. The Swedish firm in January signed a deal supposed to better remunerate artists and other rights holders with the world's biggest label, Universal Music Group . But Spotify has not taken the same path as Deezer of demonetising AI content. It has pointed to the lack of a clear definition for completely AI-generated audio, as well as any legal framework setting it apart from human-created works.

Volvo Cars India has eliminated the S90 luxury sedan from its lineup. The car has been delisted from the automaker's official website. This comes at a time when the global market has just received an updated version of the vehicle. The version that was on sale in India was launched in 2021 and had recently received a facelift. With this change in place, the Swedish automaker now has an all-SUV lineup in the country. Volvo's current lineup consists of the XC90 SUV, which comes at a starting price of Rs 1.03 crore (ex-showroom) and is the flagship SUV of the brand. It shares the ICE space with the relatively smaller XC60, which comes at Rs 70.75 lakh (ex-showroom). Meanwhile, the electric vehicle lineup consists of the EC40, which has a starting price of Rs 59 lakh (ex-showroom), and the EX40, which starts at Rs 50.10 lakh (ex-showroom). Under the hood, the S90 had a 2.0-litre four-cylinder mild-hybrid petrol engine, giving out 250 hp of power and 350 Nm of torque at the peak of its performance. It came paired with an 8-speed automatic transmission. Meanwhile, the international market Volvo has launched the S90 with mild-hybrid and plug-in hybrid powertrains. Along with it, the Swedish automaker has already unveiled an all-electric version of the sedan called the ES90. This iteration of the vehicle comes with a 106 kWh battery pack, which offers a range of up to 700 km on a single charge. To expand its lineup in India, the brand is planning to launch the Volvo EX30. The EV will likely be introduced by the end of 2025. This will be followed by the launch of the EX90, adding to the range of electric SUVs on sale in the country.
