Loke: CAAM to split from government on August 1, saving RM1.5b in public funds

PUTRAJAYA, June 23 — The Civil Aviation Authority of Malaysia (CAAM) will become an independent statutory body with separated and exempted remuneration starting August 1, Transport Minister Anthony Loke Siew Fook announced today.
He said the move is expected to save the government between RM1.5 billion and RM2 billion over the next decade.
'The government approved this move on June 11. This means that the statutory body will no longer require financial injections from the government through annual allocations, and at the same time, it will also not be bound by the government's remuneration system.
'It is both exempted and separated from the Government. So, in other words, it will become a body that is financially and administratively independent,' he said at a press conference at his ministry's headquarters.
Loke also announced that August 1 has been set as the date for CAAM's merger with the Malaysian Aviation Commission (Mavcom).

US lawmakers said DeepSeek transmits American users' data to China through 'backend infrastructure' connected to China Mobile. WASHINGTON : Artificial intelligence (AI) firm DeepSeek is aiding China's military and intelligence operations, a senior US official told Reuters, adding that the Chinese tech startup sought to use Southeast Asian shell companies to access high-end semiconductors that cannot be shipped to China under US rules. Hangzhou-based DeepSeek sent shockwaves through the technology world in January, claiming its AI reasoning models were on par with or better than US industry-leading models at a fraction of the cost. 'We understand that DeepSeek has willingly provided and will likely continue to provide support to China's military and intelligence operations,' a senior state department official told Reuters in an interview. 'This effort goes above and beyond open-source access to DeepSeek's AI models,' the official said, speaking on condition of anonymity in order to speak about US government information. The US government's assessment of DeepSeek's activities and links to the Chinese government have not been previously reported and come amid a wide-scale US-China trade war. Among the allegations, the official said DeepSeek is sharing user information and statistics with Beijing's surveillance apparatus. Chinese law requires companies operating in China to provide data to the government when requested. However, the suggestion that DeepSeek is already doing so is likely to raise privacy and other concerns for the firm's tens of millions of daily global users. The US also maintains restrictions on companies it believes are linked to China's military-industrial complex. US lawmakers have previously said that DeepSeek, based on its privacy disclosure statements, transmits American users' data to China through 'backend infrastructure' connected to China Mobile, a Chinese state-owned telecommunications giant. DeepSeek did not respond to questions about its privacy practices. 'The company is also referenced more than 150 times in procurement records for China's People's Liberation Army and other entities affiliated with the Chinese defense industrial base,' said the official, adding that DeepSeek had provided technology services to PLA research institutions. Reuters could not independently verify the procurement data. The official also said the company was employing workarounds to US export controls to gain access to advanced US-made chips. The US conclusions reflect a growing skepticism in Washington that the capabilities behind the rapid rise of one of China's flagship AI enterprises may have been exaggerated and relied heavily on US technology. 'DeepSeek has access to 'large volumes' of US firm Nvidia's high-end H100 chips,' said the official. Since 2022 those chips have been under US export restrictions due to Washington's concerns that China could use them to advance its military capabilities or jump ahead in the AI race. 'DeepSeek sought to use shell companies in Southeast Asia to evade export controls, and DeepSeek is seeking to access data centres in Southeast Asia to remotely access US chips,' the official said. The official declined to say if DeepSeek had successfully evaded export controls or offer further details about the shell companies. DeepSeek also did not respond to questions about its acquisition of Nvidia chips or the alleged use of shell companies. When asked if the US would implement further export controls or sanctions against DeepSeek, the official said the department had 'nothing to announce at this time'. China's foreign ministry and commerce ministry did not respond to a Reuters request for comment. 'We do not support parties that have violated US export controls or are on the US entity lists,' an Nvidia spokesman said in a prepared statement, adding that 'with the current export controls, we are effectively out of the China data centre market, which is now served only by competitors such as Huawei'. Access to restricted chips DeepSeek has said two of its AI models that Silicon Valley executives and US tech company engineers have showered with praise – DeepSeek-V3 and DeepSeek-R1 – are on par with OpenAI and Meta's META.O most advanced models. AI experts, however, have expressed skepticism, arguing the true costs of training the models were likely much higher than the US$5.58 million the startup said was spent on computing power. Reuters has previously reported that US officials were investigating whether DeepSeek had access to restricted AI chips. DeepSeek has H100 chips that it procured after the US banned Nvidia from selling those chips to China, three sources familiar with the matter told Reuters, adding that the number was far smaller than the 50,000 H100s that the CEO of another AI startup had claimed DeepSeek possesses in a January interview with CNBC. Reuters was unable to verify the number of H100 chips DeepSeek has. 'Our review indicates that DeepSeek used lawfully acquired H800 products, not H100,' an Nvidia spokesman said, responding to a Reuters query about DeepSeek's alleged usage of H100 chips. In February, Singapore charged three men with fraud in a case domestic media have linked to the movement of Nvidia's advanced chips from the city state to DeepSeek. China has also been suspected of finding ways to use advanced US chips remotely. While importing advanced Nvidia chips into China without a license violates US export rules, Chinese companies are still allowed to access those same chips remotely in data centres in non-restricted countries. The exceptions are when a Chinese company is on a US trade blacklist or the chip exporter has knowledge that the Chinese firm is using its chips to help develop weapons of mass destruction. US officials have not placed DeepSeek on any US trade blacklists yet and have not alleged that Nvidia had any knowledge of DeepSeek's work with the Chinese military. Malaysia's ministry of investment, trade and industry said last week that it was investigating whether an unnamed Chinese company in the country was using servers equipped with Nvidia chips for large language model training and that it was examining whether any domestic law or regulation had been breached.

Malaysia inks landmark trade deal with EFTA nations

KUALA LUMPUR: Malaysia and the European Free Trade Association (EFTA) member states have signed an economic partnership agreement, marking a new chapter for trade, investment and economic relations with Switzerland, Norway, Iceland and Liechtenstein. The Investment, Trade and Industry Ministry (MITI) said both Malaysia and the EFTA member states also signed a memorandum of understanding (MoU) on cooperation and capacity building, as well as a joint statement on sustainable palm oil. Minister Tengku Datuk Seri Utama Zafrul Aziz, said it is important for Malaysia, as a trading nation, to maintain its neutral and non-aligned stance, particularly in the face of current geopolitical uncertainties that complicate the global trading landscape. He said the unwavering neutrality and non-alignment is also reflected in the signing of the Malaysia-European Free Trade Association Economic Partnership Agreement (MEEPA). He noted that it is the country's 18th free trade agreement (FTA) thus far, and is part of an enhanced attempt to diversify markets amidst global economic uncertainties. "As Malaysia's first FTA with several European countries, the MEEPA is also expected to pave the way for expedited Malaysia-EU FTA negotiations. "The trade potential to be realised will provide more business opportunities for local companies, including small and medium enterprises, and offer higher-paying jobs for Malaysians – both key in driving our economic transformation agenda," he said in a statement. The MEEPA was signed by Tengku Zafrul and his counterparts representing Switzerland, Norway, Iceland and Liechtenstein. MEEPA covers goods, services, investments, intellectual property rights, customs facilitation, competition policy, sanitary and phytosanitary measures, trade and sustainable development, government procurement and economic cooperation. MITI said it is expected to bring new export opportunities and enable Malaysia to continue attracting high-technology and knowledge-based investments from these four non-EU member countries. Upon entry into force, the agreement guarantees long-term duty-free access for over 90 per cent of Malaysia's exports to the four signatory countries. This includes all industrial products and secures benefits that were previously available under the temporary Generalised System of Preferences (GSP) scheme. In 2024, Malaysia's trade with the EFTA was valued at RM14.4 billion, with over 85 per cent of its exports to these countries being industrial products covering electrical and electronics, optical and scientific instruments, metal products, plastics and rubber-based products. Switzerland accounted for over 80 per cent of trade, amounting to RM12.2 billion, followed by Norway at RM2.1 billion. Cumulatively, Switzerland, Norway and Liechtenstein have invested RM14.2 billion in Malaysia, resulting in the creation of over 24,000 job opportunities. A prime example is Lembaga Koko Malaysia's collaboration with the renowned Swiss-based company Nestlé to develop KitKat Dark Borneo, a premium single-origin chocolate crafted exclusively from Malaysian cocoa beans. In the area of services, Malaysian professionals, encompassing accountants, auditors, lawyers, physiotherapists, nurses and teachers, are expected to benefit from enhanced access and mobility through transparent rules in the EFTA markets. The agreement includes a strong agenda for cooperation and capacity building, focusing on engineering, technology, green mobility, digitalisation, pharmaceuticals, and human capital development through training and exchanges. During the MEEPA signing, Tengku Zafrul also witnessed the MoU exchange between Universiti Teknologi Petronas and two Norwegian universities, namely the University of South-Eastern Norway and the University of Stavanger. The initiative seeks to foster academic collaboration and specialised expertise in hydrogen technology, carbon capture and storage, as well as in related fields across the oil, gas, marine and shipping, and renewable energy sectors. The collaborative ventures are expected to contribute towards the sustainable development of a skilled talent pool and long-term growth of industries by enhancing the quality of Malaysia's higher education and translational research.

KUALA LUMPUR, June 23 — The FTSE Bursa Malaysia KLCI (FBM KLCI) recovered from early losses to end higher today, supported by bargain hunting activities and sustained local investor interest albeit cautious outlook on the global economic front, an analyst said. At 5 pm, the FBM KLCI rose by 0.92 per cent or 13.87 points to 1,516.61 from Friday's close of 1,502.74. The index, which opened 9.55 points lower at 1,493.19, fell as low as 1,488.89 in the morning session and began trending up to close at its intraday high. However, the broader market was negative with decliners trouncing gainers 697 to 274, while 490 counters were unchanged, 971 untraded and 39 suspended. Turnover surged to 3.09 billion units worth RM1.91 billion against 2.60 billion units worth RM3.37 billion on Friday. Rakuten Trade Sdn Bhd equity research vice-president Thong Pak Leng said key regional indices ended broadly lower today as risk appetite took a hit following the serious escalation in Middle East tensions over the weekend. On the home front, he said investors' sentiment is likely to remain fragile as cautious outlook remains in the loop given the prevailing macroeconomic uncertainties. 'Nonetheless, we see the high crude oil price will instigate more buying activities in the oil and gas stocks. 'For the moment, we anticipate the benchmark index to trend within the range of 1,500-1,530 for the week representing its support and resistance levels,' he told Bernama. Meanwhile, UOB Kay Hian Wealth Advisors Sdn Bhd's head of investment research Mohd Sedek Jantan said investors' focus may shift towards Malaysia's May inflation data, scheduled for release tomorrow, which is expected to remain stable. 'The ongoing Iran-Israel conflict has led to a spike in global oil prices, however, we believe the immediate pass-through to domestic inflation remains limited,' he said. Among the heavyweights, Maybank edged up one sen to RM9.67, Tenaga Nasional gained eight sen to RM14.30, Public Bank picked up 21 sen to RM4.42, CIMB garnered 15 sen to RM6.80 and IHH Healthcare was flat at RM6.85. As for the most active stocks, PUC and MYEG were half-a-sen down at 1.5 sen and 90 sen respectively, Tanco lost two sen to 92 sen, while Reservoir Link rose six to 43 sen and Green Ocean gained 3.5 sen to 26.5 sen. On the index board, the FBM Emas Index climbed 60.19 points to 11,289.18, the FBMT 100 Index increased 68.45 points to 11,083.90 and the FBM Emas Shariah Index edged up 10.57 points to 11,211.91. The FBM 70 Index lost 45.66 points to 16,072.09, and the FBM ACE Index dropped 23.00 points to 4,377.85. By sector, the Financial Services Index soared 204.41 points to 17,672.79 and the Industrial Products and Services Index slid 0.11 of-a-point to 147.38, the Plantation Index advanced 10.03 points to 7,230.55 and the Energy Index appreciated by 10.24 points to 745.95. The Main Market volume rose to 1.43 billion units valued at RM1.65 billion from 1.13 billion units at Friday's close. Warrants turnover grew to 1.26 billion units worth RM166.41 million against 634.80 million units worth RM82.94 million previously. The ACE Market volume expanded to 404.29 million units valued at RM92.58 million from 331.19 million units valued at RM73.43 million last week.
