US Senators introduce bill to boost Quad space cooperation

The bill would direct US Secretary of Defence to initiate discussions with Quad nations to identify mutual areas of interest with regards to formulation of practices in space, cooperation on space situational awareness , and space industrial policy The press release stated, "At a time when adversaries like China and Russia are increasingly utilizing space-based capabilities to expand their interests, US Senators Kevin Cramer (R-ND), co-chair of the Senate Space Force Caucus and chair of the Senate Armed Services (SASC) Airland Subcommittee, and Michael Bennet (D-CO) introduced the Quad Space Act of 2025.""The bill would direct the Secretary of Defense to initiate discussions with Quad countries to identify mutual areas of interest with respect to the formulation of best practices in space, cooperation on space situational awareness, and space industrial policy," it added.Cramer emphasised that maintaining space dominance is needed for protecting the stability and prosperity of the Indo-Pacific. He stated that Quad Space Act protects US' interests by deepening space cooperation with trusted partners and reaffirming US' commitment to advancing a free and open region."He stated, "Maintaining space dominance is vital to protecting the stability and prosperity of the Indo-Pacific region." He added, "The Quad's alignment addresses shared security challenges between our countries, and we recognize the importance of space as a strategic domain. The Quad Space Act protects our interests by deepening space cooperation with trusted partners and reaffirming our commitment to advancing a free and open region."Bennet emphasised that Quad Space Act will enhance the collective capacity of the four nations to address shared challenges by better ensuring safe and secure space missions, tracking objects and activities in space, and fostering shared innovation"As China and Russia rapidly develop dangerous space capabilities and behave recklessly in space, the United States must bolster cooperation with our Quad partners to ensure a free and open Indo-Pacific," Bennet said in a release."The Quad Space Act will enhance our collective capacity to address shared challenges by better ensuring safe and secure space missions, tracking objects and activities in space, and fostering shared innovation," he added.The Quadrilateral Security Dialogue or the Quad is a diplomatic partnership among India, Australia, Japan, and the United States, committed to fostering an open, stable, and prosperous Indo-Pacific that is inclusive and resilient.Earlier in January, US Secretary of State Marco Rubio, on his first day in office, hosted the Foreign Ministers of Australia, India, and Japan for a significant meeting of the QUAD alliance."On day one as Secretary of State, I hosted the Foreign Ministers of Australia, India, and Japan for an important meeting of the Quad. We are committed to strengthening economic opportunity and peace and security in the Indo-Pacific region," Rubio posted on X.US Secretary of State Marco Rubio held the meeting with his Quad counterparts--External Affairs Minister S Jaishankar, Japan's Takeshi Iwaya, and Australia's Penny Wong--at the US Department of State.In a joint statement, the Foreign ministers of Quad countries reaffirmed their shared commitment to strengthening a free and open Indo-Pacific where "sovereignty and territorial integrity are upheld and defended." The Quad nations also expressed strong opposition "to any unilateral actions aimed at changing the status quo through force or coercion."

NIT-R convocation: 2,065 students receive degrees
ROURKELA: At least 2,065 students were awarded degrees at the 22nd convocation ceremony of the National Institute of Technology-Rourkela (NIT-R) held here on Friday. Addressing the graduating students, chief guest and CMD of Mahanadi Coalfields Ltd (MCL) Uday A Kaole said, 'This day marks the beginning of a new, challenging chapter where your knowledge must translate into performance, with accountability, integrity and purpose. Education is the foundation of national progress, and institutes like NIT-Rourkela are critical pillars in this journey. Be adaptable, stay rooted in your values, and always strive to give back.' Virtually addressing the students, chairman of the Board of Governors (BoG), NIT-R SN Subrahmanyan said, 'We are in an era defined by youth, innovation, and boundless potential. As engineers graduating into a rapidly transforming world, you are architects of change.' NIT-R director Prof K Umamaheshwar Rao said by introducing new-age programmes such as BTech in Artificial Intelligence, and a growing international student community, the institute is preparing graduates to thrive in a rapidly evolving global landscape. On the occasion, 1061 BTech degrees, 21 BArch, 39 BTech and MTech dual degree, 68 Integrated MSc, 180 MSc, six MA, 43 MBA, 469 MTech, one Master of Technology (Research) and 177 PhD degrees were awarded. India is not in any formal talks with the United States or Russia for acquiring fifth-generation stealth fighters like the F-35A or Su-57E, Defence Secretary Rajesh Kumar Singh clarified on Friday. Instead, the country is focusing on developing its own fifth-generation aircraft—the Advanced Medium Combat Aircraft (AMCA)—with an estimated timeline of eight years. No formal talks on F-35A or Su-57E: Defence Secy 'On F-35A and Sukhoi Su-57 E, whatever has been discussed has been informal. We don't have any formal consultation going on on these,' Singh told ANI in a podcast. He added that the focus is on indigenous capability: 'What I can talk about is our fifth-generation fighter, which will be the AMCA.' AMCA project opens to private firms For the first time, India has opened the AMCA programme to private aerospace companies. The Defence Research and Development Organisation (DRDO) released a Request for Information (RFI) on Thursday, inviting bids from both public and private sector players. 'We've kept it open for the public and private sectors for the first time. The intent is that we need to have at least two aircraft manufacturers in the country, if not more,' Singh said. 'For the AMCA, the timeline is about eight years.' Execution model offers equal opportunity The AMCA programme will follow a competitive Execution Model approved by Defence Minister Rajnath Singh last month. It allows Indian companies to bid individually, through joint ventures or as consortiums. The model aims to create a level playing field across the defence aviation industry. He acknowledged HAL's existing limitations: 'The LCA production line has not stabilised, largely because of delays in engine supplies from the US… But they already have six years of orders with them.' Decline in reliance on Russian defence supplies Singh also said India's dependence on Russian equipment has reduced over the years. 'The percentage would have come down… maybe 40 per cent or so, from about 65–70 per cent earlier,' he said.
