Council to 'move forward' with Mack in police chief hunt

Apr. 22—The Decatur City Council agreed Monday to "move forward with the process" with the only candidate they've interviewed for police chief.
The council instructed Human Resources Director Richelle Sandlin to begin a background check on Birmingham Police Department Capt. Torry Mack.
Council President Jacob Ladner said a good result could lead to the city offering the police chief job to Mack.
"They will then go forward with offering a contract as part of the process," Ladner said.
Sandlin also reported she received two more applications for planning director. She said she hopes that she can schedule interviews in the coming weeks.
The application period for Parks and Recreation recently closed. The Youth Services director's application period closes April 30.
Ladner said he hopes Sandlin will have background check results on Mack finished by the council's April 28 work session.
The city received 18 applicants seeking to replace former chief Todd Pinion, who stepped down in March. The council chose to interview three of six candidates recommended by Sandlin, and two of them withdrew from consideration.
Mack was the only candidate to interview Wednesday at Turner-Surles Recreation Center. The City Council interviewed the 30-year veteran of Birmingham PD for almost two hours.
He is division manager of Special Operations, which includes tactical operations like SWAT, K-9, explosives, Crime Suppression Unit and snipers. He also has served on special enforcement, a crime-reduction team, an intelligence unit and a recon unit.
He also previously was director of Birmingham PD's training program, did a short stint in Internal Affairs and worked in SWAT. However, he has never been a police chief.
Mack had a 21-year military career in the U.S. Army and obtained the rank of master sergeant.
"I thought Mack did a really good job on his interview," Ladner said. "His resume speaks for itself."
Ladner estimated that close to 20 people who worked for Mack or supervised him reached out to him with "a lot of really good feedback." Among those supporters are members of the Standing In Power group.
Councilman Billy Jackson said he's good with moving forward with the hiring process.
"If it works out that he gets the nod through the process, I don't have any reservations about Mr. Mack at all," Jackson said. "We can always try to turn over everything that we possibly can, but I have no doubts about things we've experienced and seen from him."
Councilman Kyle Pike said he appreciates Mack's continued interest in the Decatur Police Department's chief opening when other people were dropping out.
"I thought last week he showed a great deal of leadership," Pike said. "He showed his ability to support his department and allow them to do what they're supposed to do. Without a doubt he has the law enforcement background, but he showed Wednesday his leadership ability and his willingness to work with others."
Councilman Carlton McMasters said he's OK with moving forward with a background check on Mack, but he still wants to interview a second candidate. He pointed out the city is still accepting applications for police chief.
Sandlin said she received two more last week, but they did not meet the qualifications for the police chief opening.
"Capt. Mack had a really good interview, but in an ideal situation we would interview more than one person," McMasters said. "We may not have the luxury of an ideal situation, if we don't get any more (qualified) applicants."
Councilman Hunter Pepper was absent from Monday's meeting.

Video captured the young women laughing and waving to onlookers on the sidewalk, and gleefully snapping selfies while hanging out of the ladder truck's cab window. The incident, which involved firefighters from the Engine 15/Ladder 18 firehouse on Pitt Street on the Lower East Side, is under investigation, FDNY spokeswoman Amanda Farinacci Gonzalez confirmed. 6 The women took selfies Thursday night as Ladder 18 served as their chauffeurs. LoudlabsNYC 'It's stupid,' said an FDNY chief, who asked not to be named. 'It's just a stupid thing to do.' The fire apparatus — with its emergency lights active — was filmed driving on Essex Street at the intersection of East Houston Street. 6 The unknown women waved to passersby as if they were on a parade float. LoudlabsNYC Officials said they want to identify the firefighters involved and their female passengers — a brunette and a blonde, who donned one of the firefighters' helmets. The video was first posted to YouTube early Friday morning. 'Firefighters just picked up some chicks at a Lower East Side bar,' the man who filmed the reckless ride-share said in the clip. The cameraman spotted the same truck and some firefighters only moments before socializing with people at a nearby bar, he told The Post. 6 The fire squad's members are being investigated for the reckless stunt. The video also shows two NYPD officers at the scene, guarding a moped involved in an accident. 'Cops are like, 'What the hell? Why do firefighters get to have all the fun?'' the poster quipped. A high-ranking FDNY chief said the stunt was no laughing matter. 'We allow people to come on the rigs,' the chief said. 'We put kids in the rigs all the time for fire safety education and public relations. But as soon as the rig starts to move, that's a different story.' 6 Firefighters were mum Friday when approached by The Post. Firefighters arriving for work at the ladder company declined to comment Friday afternoon. Ladder Company 18 was first organized in 1874 before disbanding in 1882 and reorganizing in 1887. The firefighters of Ladder Company 18 were among the first to respond to the 9/11 terror attacks at the World Trade Center. 6 The incident is now under investigation, the FDNY said. CALGARY, Alberta -- Search teams located a second body Friday following a massive rockfall off a hiking trail in Canada's Banff National Park. The University of Alberta confirmed one of the two people killed in the rockfall in Banff National Park was retired educator Jutta Hinrichs, who was a leader in the Faculty of Rehabilitation Medicine. Parks Canada officials say she was 70 and lived in Calgary. The slide happened Thursday afternoon north of Lake Louise on the Icefields Parkway, about 200 kilometers (124 miles) northwest of Calgary. It is also about 137 kilometers (85 miles) from the site of the Group of Seven summit held in Kananaskis, Alberta, this week. Three others were taken to the hospital and were reported in stable condition. Officials said no one else has been reported missing and there are no unidentified vehicles at the trailhead. The route rus along the edges of Bow Lake and is considered a moderate challenge for hikers and is used by tourists and day-trippers, including families. It's a region with limited cellular service. Niclas Brundell, a trail guide who lives in nearby Canmore, said he was hiking in the area with his wife Thursday when they both started seeing concerning signs of rocks tumbling and boulders the size of tires starting to fall. 'This was unimaginable to me, that such a big piece of mountain would fall off,' he said. As rocks started rolling at the top of the waterfall, he said, they didn't hit anyone, but he and his wife wondered why nobody seemed to be reacting. 'Then all of a sudden, I hear the start of another rockfall, and I turn around, and the whole mountainside is coming off.' He said the slab seemed about 50 meters (164 feet) wide and 20 meters (60 feet) deep, and he and his wife started sprinting. When he turned around, he could see a group of between 15 and 30 people at the waterfall disappear under a cloud of dust. 'The only place I've ever seen something similar is like watching videos from 9-11, when you see New York being cast over,' he said. He said there was a roar, 'and I just didn't see them anymore.' Brundell said when they got far enough to feel safe, he sent a satellite message to Parks Canada, while his wife ran to a nearby lodge to call for help. He said it's a popular trail because it's considered relatively easy, and on any given summer day there are 15 people or more hiking the trail.
