Private agency to manage Mahatma Gandhi park for one year
Hubballi: A private agency will handle the maintainance of amenities and activities at the Mahatma Gandhi Park for a year from now. The agency has significant experience in maintaining public places, as evidenced by their successful management of Tolankere Lake.
Under the new agreement, they will oversee the daily operations of the park's key attractions, including the Indira Glass House, musical fountains, and the popular toy train service, along with the public toilets, drinking water outlets, and will also maintain the park's cleanliness. The agency plans to introduce new recreational activities and enhance existing ones to make the park more appealing.
They will ensure regular maintenance of green spaces, walking paths, and children's play area.
Park's lighting system, seating arrangements, and security measures will also be upgraded to ensure the safety and comfort of visitors.
The Smart City project's redevelopment has transformed the park into a modern recreational space. Proper maintenance is crucial to preserve the upgrades. The agency will employ trained staff for gardening, cleaning, and technical maintenance.
The HDMC's decision to outsource the park's management comes with financial benefits, as they will receive an annual revenue of Rs 11 lakhs from the agency without any operational cost.

This arrangement ensures professional maintenance of the park, while also generating income for HDMC. The contract includes specific performance criteria and regular monitoring of service.
According to sources in HDMC, the revised entry fees set by the new agency will be Rs 15 for visitors above 6 years of age and Rs 20 for adults. Additionally, visitors can enjoy a 15 minute musical fountain show at Rs 50, and a ride on the toy trains at Rs 50.
Toilets at the park were in a deplorable condition without water supply. The park was occupied by stray dogs. Students emphasised the urgent need for a proper park management, suggesting that relevant officials should conduct regular inspections to ensure appropriate maintenance.
Vijay Kumar R, superintending engineer of HDMC, said that the agency has already begun preliminary assessment and will gradually implement their management plan while keeping the park accessible to the public. A week ago, the agency commenced operations, with a team of HDMC officials supervising the maintenance activities, he added.

"While it is tough to predict further flows, foreign investors are likely to be nimble-footed, so no major flows are likely amid the geopolitical tensions in the Middle East and the trade situation between US and China," said Bhamre. ‘Interest on refund is like compensation in consumer disputes'
New Delhi: The National Consumer Disputes Redressal Commission (NCDRC), while holding builders liable for deficiency in service, observed that in consumer cases, awarding interest along with a refund serves as a form of compensation. The commission's bench of Justice Sudip Ahluwalia and Sadhna Shanker was hearing an appeal filed by a builder against the orders of a state commission. The state commission had found the builder's service deficient and directed a refund of Rs 34,27,747 with 12% interest, Rs 1 lakh as compensation, and Rs 11,000 as litigation costs to the complainant. On June 16, NCDRC modified the state commission's order based on legal precedents. It set aside the Rs 1 lakh compensation but increased the litigation costs from Rs 11,000 to Rs 40,000. In 2011, the complainants booked a flat in a project by Barnala Builders on the Chandigarh-Ambala Highway after seeing advertisements that claimed it was fully developed and clear of legal issues. They paid a large portion of the price, but the builder did not provide the buyer's agreement at first. Later, the builder gave them an agreement with many unexpected and unfair terms. The complainants also received several arbitrary service tax demands without a proper explanation. Despite paying over Rs 34 lakh, they were only given a paper possession letter, while actual development, utility connections, and statutory certificates were still missing. They asked for a refund, but the builder only threatened forfeiture. They filed a complaint before the state commission of Punjab in 2014. The commission in 2016 held that the builder had been deficient in service and ordered a refund of Rs 34,27,747 with 12% interest, Rs 1 lakh compensation, and Rs 11,000 as litigation costs. Aggrieved, the builder filed an appeal before the National Commission. The national commission reaffirmed that in consumer cases, giving interest and a refund is a kind of compensation.
