Kamogelo Baukudi: Breakthrough in kidnapping of Free State teen
A 42-year-old police sergeant has been taken in for questioning and detained in Bloemfontein, Free State, in connection with the kidnapping of 19-year-old Kamogelo Baukudi.
The teenager was kidnapped on Thursday, 5 June and has not been seen since.
South African Police Service (SAPS) spokesperson in the Free State, Brigadier Motantsi Makhele said the sergeant will appear in court soon in connection with the case.
Free State police commissioner Lieutenant General Baile Motswenyane, has reiterated the SAPS's unwavering commitment to uncovering the full truth behind this heinous crime.
Motswenyane said the investigation has now entered a crucial phase.
'The involvement of any SAPS member in criminal acts will not be tolerated. Culprits will be held accountable – even if they are within our own ranks,' Motswenyane said.
The SAPS continues to appeal for public assistance. 'She is still alive': Joslin Smith hope renewed
The National Prosecuting Authority has renewed hope that little Joslin Smith is still alive despite being missing for over a year. The Salanha Bay girl's disappearance has sparked a national, and even international, rescue effort. Her mother, Kelly Smith, and two others – Jacquin 'Boeta' Appollis and Steveno van Rhyn – have since been convicted and sentenced for kidnapping and child trafficking. Speaking in a webinar this week, NPA prosecutor Zelda Swanepoel shared her beliefs about Joslin Smith. Earlier this month, Swapepoel helped the state to convict Joslin's mother, Kelly Smith, the latter's boyfriend, Jacquin 'Boeta' Appollis, and their pal, Steveno van Rhyn. A life sentence for trafficking and kidnapping was handed down by Western Cape High Court judge, Nathan Erasmus. She said of the search for the missing girl: 'We have done a comprehensive search in Saldanha of all the exhibits. 'Everything that was found in all of those dunes, all the bones, all the clothing, was analysed, there were no positive DNA results found on anything. She added that much of the case hung on the state witness Lourentia Lombaard. The NPA was also banking on the possibility that Joslin's mother would testify. 'We were always hopeful during the trial that the accused would come and testify in the main trial. The plan was to destroy their credibility and demonstrate the improbabilities in their versions. Yes, their decision to remain silent, especially Kelly, was very disappointing,' she added. Meanwhile, Joslin's mother Kelly Smith as well as Appollis and van Rhyn have filed their notices this week for leave to appeal their convictions and sentences. The NPA are also awaiting the fate of the state witness Lourentia Lombaard, whose verdict will be announced by Judge Erasmus at an appointed date. A 204 inquiry will determine if Lombaard will be granted indemnity based on her testimony. If the court does find that Lombaard did not testify truthfully, she could face prosecution for perjury and related charges. Hawks officers to undergo stricter integrity testing under new amendments

On Friday, Mchunu released amendments to South African Police Service (SAPS) Regulations for the Hawks, which were first introduced in September 2010. In terms of the regulations, Hawks officers are to be subjected to integrity testing, including polygraph, alcohol, and drug tests. In addition, every member, irrespective of rank, shall, not later than April 30 of every year, disclose to the minister his or her registrable business interests, those registrable interests of his or her immediate family members, of which he or she is aware. Advertisement Next Stay Close ✕ Ad Loading The regulations also empower the national head of the Hawks to conduct or authorise any member or any other person to conduct an integrity testing programme to test the integrity of any relevant member of the directorate. Integrity testing programmes may involve an act or omission (by a person who is conducting the integrity testing) that offers a relevant member whose integrity is being tested the opportunity to engage in behaviour, whether lawful or unlawful, in contravention of the SAPS's code of conduct or contravention of any law; or constituting misconduct in terms of the disciplinary regulations. According to the regulations, integrity testing also involves testing a member for the abuse of alcohol or drugs, or using the polygraph or a similar instrument. Mchunu's amendments make provision for a report detailing the outcome of the polygraph or similar test to be submitted to the integrity section for further investigation. '(The) integrity section must, as soon as such investigation is finalised, submit the investigation report to the head of the directorate and the vetting officers for further handling,' state the amendments. Hawks members who, without good reason, fail to provide a specimen of breath as required commit misconduct, and if found guilty, may be subject to the sanction for disobeying a lawful order, command, or instruction in terms of the SAPS disciplinary regulations. Specimens of breath from a relevant Hawks member when reporting for duty, while on duty or while on call for duty, may not have any evidence of alcohol when such member is tested.
