Heritage association objects to toilet block near Oval Maidan

Mumbai: The Fort Heritage Conservation Association has written to the BMC objecting to construction of a new toilet block opposite Bombay High Court and adjacent to the Grade I heritage Oval Maidan.
In a letter dated May 16, the association criticized the proposed design as "a pastiche/ tasteless imitation," arguing that it disrespects the historical and architectural significance of the World Heritage precinct.
"We have earlier iterated that the toilet stands near the Grade I sites of the Oval Maidan (within 100m), the University of Mumbai, and the High Court; which are at the heart of the UNESCO World Heritage Site 'Victorian Gothic and Art Deco Ensembles of Mumbai'.
Additionally, this location is also a part of the Fort Heritage Precinct. As per the Heritage Control Regulations presented in Section 52 of the Development Control and Promotion Regulations (DCPR), any new construction at such an important site requires 'sensitive' development in terms of mass, scale, and setting and requires conservation of its heritage and cultural significance.
Any new addition should not alter the character of the precinct.

A public toilet that was earlier on the same location had been demolished.
The association stated that through documents obtained through a govt official in March 2025, they have observed that there are no updated designs nor has approval been sought from the Mumbai Heritage Conservation Committee (MHCC).
"The designs shared continue to expand the footprint and have a flat roof with a character that is insensitive to the heritage character of the World Heritage Site. Under the guise of providing a public amenity toilet, the structure also includes Rest Rooms, Store Areas, Waiting Area, Locker Rooms/ Luggage Rooms, Shower Rooms, Changing Areas, Office Room and Record Room," it said.
When contacted, civic officials clarified that the Mumbai Heritage Conservation Committee (MHCC) had granted approval on June 13, 2024, for the construction of a toilet block in front of the high court.
"During a review meeting on December 18, 2024, the Municipal Commissioner directed that the existing Solid Waste Management (SWM) labour chowky, adjacent to the proposed toilet block, also be integrated into this structure. A unified building was preferred," said a civic official.
Revised plans were accordingly submitted to the MHCC, featuring a ground-plus-one composite building that includes the toilet block and SWM chowky.

Gurgaon: The CM flying squad has initiated an investigation into MCM's sanitation contract with Akanksha Enterprises, demanding documents such as tender details, contractor payments, and supervision records. In April, the company also faced a Rs 4.3 crore penalty, during which they alleged bribery among senior MCM officials and payment delays, leading to the transfer of the then MCM commissioner. A sanitation standing committee reviewed the work of the agency between Feb 20, 2025, and May 19, 2025. The ministry of skills development and entrepreneurship proposes to tweak the definition of skilling to align with international standards while suggesting financial and non-financial incentives for all stakeholders to undertake large-scale, outcome-oriented skilling with emphasis on enhanced quality and employability. These suggestions are part of the draft National Policy for Skill Development and Entrepreneurship, 2025, prepared by the ministry of skills development and entrepreneurship (MSDE), 10 years after the first policy was introduced in 2015. 'The ministry of skill development and entrepreneurship has undertaken an exercise for review and revision of the National Policy for Skill Development and Entrepreneurship 2015. This has been necessitated considering rapid transformation in technology, emerging market requirements, changing global scenario, and evolving skilling and entrepreneurship landscape,' it said. The ministry has sought suggestions from the general public and domain experts on the draft policy, which will be the guiding framework for next 10 years, till June 30 following which the revised policy will be notified. 'A critical starting point is to reflect on the definition of skilling,' the ministry said in the draft policy. Citing the UNESCO definition of skilling , which also focuses on technical, transversal and behavioural skills, the ministry said these elements enable lifelong learning through which individuals continuously acquire new skills to remain relevant in a dynamic environment. The draft policy has proposed Skill Mudra , Impact Bond 2.0 , Corporate Patronage Programme and Grassroot Engagement Programme as key incentives for skilling institutions, employers and learners to drive scale and improve quality of skilling. Besides, it has proposed improving infrastructure, enabling policy reforms and fostering collaboration to strengthen the skilling system while also suggesting a more effective and outcome driven delivery mechanism that is aligned with industry requirements. The aim is to have 50% of the country's labour force to be skilled (including skilling, upskilling and reskilling), assessed and certified by 2035 with 50% participation from women and other minority groups. The policy envisages setting broad guidelines rather than rigid rules and requirements for further development of the entrepreneurship ecosystem and to drive ease of doing and growing business. The draft national policy focuses on scale, quality and inclusion and seeks to establish clarity, coherence and convergence for skill development and entrepreneurship promotion efforts across the country while also linking skill development and entrepreneurship promotion to the improved employability and productivity outcomes. It has outlined key principles, thrusts and enablers that will help realize the aspirations of the new revised policy.

Mumbai-based listed real estate developer Lodha Developers Limited has purchased 945 permanent transit camp (PTC) units, spanning over 3.39 lakh sq ft, from Arihant Construction Company in Mumbai's Mankhurd area for ₹567 crore, according to property registration documents accessed by CRE Matrix. The deal is linked to Lodha's ongoing project in Vikhroli, where, under the Slum Rehabilitation Authority (SRA) scheme, the developer is required to hand over a portion of built-up space to the SRA in exchange for additional construction rights for sale in the open market. Arihant Construction, which is undertaking a slum rehabilitation project in Mankhurd with over 83,000 sq m of free-sale component, is supplying these PTC units. To meet its obligations, Lodha will transfer the acquired units to the SRA. The documents show that the transaction forms part of a larger deal involving the transfer of free sale Floor Space Index (FSI) under the Development Control and Promotion Regulations (DCPR) 2034. Transit camp units are temporary housing accommodations provided to people, typically slum dwellers or tenants, who are displaced due to redevelopment projects, especially under slum rehabilitation or infrastructure development schemes. Slum Rehabilitation Authority (SRA) scheme is a government initiative aimed at redeveloping slum areas in Mumbai by providing free, permanent housing to eligible slum dwellers while allowing private developers to construct and sell residential/commercial units for profit on the remaining land The agreement allows Lodha to integrate the acquired Floor Space Index (FSI) into its own Vikhroli project, enabling the use of Arihant's free sale rights to develop residential and amenity spaces within the township. The transaction was registered on June 3, 2025, with a stamp duty of ₹34.02 crore and registration fees of ₹30,000 paid. This provision allows developers to transfer and utilise unused FSI from one project to another, a mechanism commonly used in redevelopment and slum rehabilitation projects across Mumbai. An email query has been sent to Lodha Developers Limited. If a response is received, the story will be updated. Arihant Construction Company could not be reached for comment. The company announced in a regulatory filing that it would rebrand from Macrotech Developers Limited to Lodha Developers Limited, effective June 16. Lodha Group and 'House of Abhinandan Lodha' have no connection with each other, and both entities decided to communicate this widely, they said in a statement.
