‘With authentic figures, we can have proper allocations'
Union minister and Apna Dal leader, Anupriya Patel says the union government's decision to conduct caste-based enumeration along with the upcoming census will lay the ground for better policy making by providing 'authentic' data on caste groups.
Patel's partry is an ally of the Bharatiya Janata Party and has been pushing for a caste census.
In an interview to HT she said, she is now hopeful that the government will consider her demand for carving out a separate ministry for other backward classes (OBCs) .

Your party has always demanded a caste census. What will change on the ground once the enumeration is done ?
First of all, the caste census will give us authentic numbers. We have had authentic numbers for the Scheduled Castes and Tribes but not for the OBCs. Their number has always been estimated, so, for the first time since Independence the government will have the accurate numbers.
Second, whatever welfare programs, policies have been drafted in all these years, these are based on outdated data, which we had from the 1931 (caste) census.
We need a fresh count and updated information.
Third, caste-based discrimination is a reality. You can't shy away from it and if you really want to build a self-reliant and developed India, you have to first understand the extent of social inequities. That is when you can make targetted interventions. And you cannot deny that caste is a critical determinant of social as well as economic disparities and inequities.
The fourth thing is there have been thousands of castes and sub castes in India for thousands of years...Everybody knows it...But there are several such castes and subcastes who still face an identity crisis. They still have a strong feeling that we don't have an identity in society. So, this caste-census will be an instrument, a medium that will help them overcome this identity crisis and give them their due place in society, in the social hierarchy.
When you have authentic figures, you can have proper budgetary allocations because you understand the extent of deprivation, and where exactly interventions are required.
You has said the caste census will put an end to misconception .... What did you imply?
There were methodical errors and flaws. They did not take care of the technical barriers. They could not publish that data, so they tried to give an impression that caste census is not possible.
There has been no transparency. There has been no clarity of intent. They tried to create the misconception that caste census is not possible.
Some states have conducted a caste survey, but then how are they using it? They are using it for political agendas. Are they really going to address the real concerns of society like we plan to do by collecting this data?
The opposition also says that the announcement has been made with an eye on elections, Bihar later this year and Uttar Pradesh in 2027.
What would they have said if we had announced it next year, or a year later. See, this is a huge country . We have elections in some part of the country or the other every year. So irrespective of when you announce it, they will always say that it is for elections.
There is clarity of intent, we are committed to social justice and caste census has been a long pending demand. We are meeting this demand with the promise that we will focus our policies after getting the authentic numbers towards those sections of the society who have been left behind in this journey of growth and development of the country.
And we will not take six decades to do it and our census will not have methodic flaws that the SECC data had.
There's also a perception that parties like yours that are part of the NDA put pressure on the government to announce the caste-count.
Within the NDA there are parties that have been raising this issue, and Prime Minister Narendra Modi has always granted an audience to all the allies. He understood that this is an issue which is very relevant. What the opposition says is not important because they were not clear in their intent when they were in power, but our government is committed to social justice. The PM is very sensitive towards issues pertaining to the interests of the SC/ST and the other marginalised communities.
You have also been raising the demand for a separate OBC ministry. Do you think that will be the next step?
I'm very hopeful that just as the way the demand for the OBC Commission being given a constitutional status has been fulfilled, just as the way OBC quota has been introduced in NEET PG, and just as the way caste census has been agreed upon by this government...this too will be done.

Security forces role in defeating Naxalism will be etched in golden letters: Shah
New Delhi, June 23 (UNI) Union Home Minister Amit Shah on Monday commended the security personnel, stating that when the saga of victory over Naxalism is written, the hard work, sacrifice, and dedication of security personnel will be etched in golden letters. Addressing the security personnel, Shah paid tribute to the courage, valour, sacrifice, and dedication of the Central Armed Police Forces, the CoBRA teams, Chhattisgarh Police, and the District Reserve Guard (DRG), a Home Ministry statement said. He said, "I have full faith that it is the bravery and tireless efforts of our security forces that make the battle against Naxalism a success." He further asserted, "It is the trust in our security forces inspired by which I keep reiterating that we will eradicate Naxalism before the 31st of March 2026." Shah said Naxalism has been a major catastrophe for poor tribal regions, leading to the deaths of nearly 40,000 people over the last 35 years, while many more have been left disabled. He said that Naxal violence deprived the poor tribal population of basic necessities such as food, electricity, education, housing, toilets, and clean drinking water — let alone any possibility of industrial development. Entire regions were forced to live in conditions akin to slavery for decades, and the root cause of this suffering was Naxalism. The Home Minister expressed satisfaction that, as Naxalism is being eliminated from various regions, the Chhattisgarh government is ensuring the delivery of food, healthcare, education, electricity, housing, sanitation, and clean drinking water — thereby connecting people with the mainstream of development. 'When a child picks up a pencil instead of a gun and begins writing 'Ka, Kha, Ga', it doesn't just change the future of that child, but of the entire nation. That moment is very close,' Shah said. He further stated that when the country becomes free from Naxalism in March 2026, it will be one of the most significant moments since Independence. He said that when the history of the eradication of Naxalism is written, the sacrifice, devotion, and hard work of our security forces will be inscribed in golden letters. The Home Minister also released the book 'Leor Oyna' on the occasion. The book is based on the lives of victims of Naxal violence. It will help in understanding the pain of those innocent and unarmed people who fell prey to the ruthless violence inflicted by Naxalites. SC to frame guidelines on OBC certificates for children of single mothers
New Delhi, June 23 (UNI) The Supreme Court on Monday expressed its intent to lay down guidelines for issuing OBC (Other Backwards Classes) certificates to children of single mothers, allowing the use of the mother's caste certificate without requiring documents from the paternal side. A bench comprising Justices KV Viswanathan and N Kotiswar Singh heard the matter and scheduled it for final hearing on July 22. 'The present petition raises an important issue about the issuance of OBC certificate to children of a single mother where the mother belongs to the OBC category,' the bench noted in its order. The petitioner contends that existing guidelines unjustly require an OBC certificate from a paternal blood relative, father, grandfather, or uncle thereby excluding single mothers such as widows, divorcees, or adoptive mothers from securing rightful benefits for their children. Justice Viswanathan remarked during the hearing, 'Say there's a divorced mother, why should she be going after the father?', indicating the need to address systemic barriers faced by single mothers. The Supreme Court had earlier issued notice on the petition in February 2025, seeking responses from the Delhi government, Union of India, and Union Territories. On Monday, Additional Solicitor General Sanjay Jain cited the Rameshbhai Dabhai Naika v. State of Gujarat (2012) judgment, where the Court ruled that caste identity in inter-caste marriages should be assessed based on upbringing and social environment rather than mere paternal lineage. Justice Viswanathan emphasised that similar principles must be extended to OBC cases. 'They have resolved it for SC/ST if the child is brought up in the mother's surroundings, benefits cannot be denied. That logic should apply here, too,' he said, while also affirming that the concept of creamy layer based on income would continue to apply. The petitioner, a retired MCD teacher, argued that the current rules violate Articles 14 and 21 of the Constitution by discriminating against single mothers from OBC communities. In contrast, she pointed out that children of single mothers from Scheduled Castes and Scheduled Tribes already benefit from more inclusive criteria. The Court allowed states that wish to submit their stance to do so before the next hearing. Justice Viswanathan reiterated that the final guidelines would address complexities arising out of inter-caste marriages and social realities faced by single mothers.

Supreme Court to consider question of issuance of OBC certificates for children of single mothers
The Supreme Court on Monday (June 23, 2025) decided to examine the 'important' issue of amending extant rules to provide Other Backward Class (OBC) certificates to the children of single mothers who belong to the backward sections of the society. 'The present writ petition raises an important issue about issuance of OBC certificates to children of single mothers wherein the mothers belong to OBC… This has to be heard,' a Bench headed by Justice K.V. Viswanathan observed. The case was filed by a Delhi-based woman, and the apex court had sought responses from the Centre and the Delhi government in January. The Centre had argued that the matter required extended consideration, and States need to be arraigned as parties in the case before the top court. The Centre said the court ought to be frame guidelines on the question. The Bench fixed the case for further hearing on July 22. It referred to a 2012 verdict, which had dealt with the question surrounding the status of a person one of whose parents belonged to the Scheduled Castes or Scheduled Tribes. The petition filed by Santosh Kumari, represented by advocate Dawneesh Shaktivats, said OBC certificates were not given on the basis of the caste identity of the mother. The applicant for an OBC certificate were compelled to produce the certificate of a relative on the paternal side. 'The inaction on the part of respondents to issue OBC certificates to children of single mothers on the basis of the latter's OBC certificates was in contravention of the rights of the children who belong to the OBC category,' the plea said. The petition also called it violative of the provisions of the Constitution as children of a single mother belonging to the Scheduled Caste/Scheduled Tribe category were granted caste certificates on the basis of her certificate. The petition referred to the Delhi guidelines for issuance of OBC certificates, requiring the production of OBC certificates of any paternal blood relative, including father, grandfather or uncle.
