Ajit Pawar-led panel to oversee MLA development funds amid Mahayuti rift rumours

India Today29-04-2025

To address growing concerns over fund allocations and restore transparency, the Maharashtra government has established a six-member sub-committee headed by Deputy Chief Minister and Finance Minister Ajit Pawar to oversee the development funds allocated to MLAs under the 'MLA local development programme'. This strategic move came amid reports of simmering tensions within the ruling Mahayuti alliance, particularly between the Shiv Sena (Eknath Shinde faction) and Pawar-led NCP.advertisementThe sub-committee's primary objective is to review and approve developmental works across all constituencies, aiming to make the programme more efficient and accountable. It will focus on studying ways to enhance the scheme, expand the scope of projects and improve implementation processes. The formation of the sub-committee is seen as an attempt to streamline fund distribution, which has been a contentious issue within the Mahayuti government.
The sub-committee comprises the following members:Chairman: Deputy Chief Minister/Minister (Finance and Planning) - Ajit PawarMembers:Minister (Industries)Minister (Revenue)Minister (Rural Development and Water Supply)Minister (School Education Department)Minister (Sports and Youth Welfare)The programme empowers MLAs to recommend projects - like repairing roads, installing streetlights and upgrading public spaces like parks - to the Deputy Commissioner for approval, with an emphasis on creating durable infrastructure. However, the decision to place Pawar at the helm of the sub-committee follows a recent directive by Chief Minister Devendra Fadnavis to maintain a power balance within the alliance. Fadnavis ordered that all files from the Finance and Planning Department, currently under Pawar's control, must first pass through Deputy Chief Minister Eknath Shinde before reaching him for final approval.advertisementThe move was a response to the Shiv Sena's dissatisfaction over fund allocations and the appointment of Guardian Ministers in key districts like Raigad and Nashik. The underlying friction traces back to the Maha Vikas Aghadi (MVA) government tenure when Shinde's Shiv Sena accused Pawar of favoritism in fund distribution. They alleged that funds were prioritised for the NCP, followed by the Congress, with Shiv Sena receiving the least attention. This discord played a significant role in the collapse of the MVA government.Following Shinde's rebellion in the Sena in 2022, he became the Chief Minister with Fadnavis as Deputy Chief Minister. Pawar, who split the NCP in 2023, later joined as Deputy Chief Minister under Shinde and retained control of the Finance Department. The establishment of the sub-committee is expected to bring some clarity to the allocation process and potentially reduce tensions within the Mahayuti alliance. However, it is unlikely to quell the unease within the Shiv Sena, which may view Pawar's leadership of the sub-committee as a continuation of the same power dynamics they have long contested.

What Karnataka's new crowd control bill proposes

Facing flak over the handling of the Royal Challengers Bengaluru (RCB) victory celebrations, which resulted in the death of 11 cricket fans in a stampede outside Bengaluru's Chinnaswamy stadium on June 4, the Karnataka government has proposed a new legislation to manage crowds at events. The Karnataka Crowd Control (Managing Crowd at Events and Venues of Mass Gathering) Bill 2025 looks to 'effectively manage and control crowds at sponsored events and venues of mass gathering' such as political rallies, conferences and other events. It excludes 'jatra, rathotsava, pallakki utsava, teppada teru, urus, or any religious event pertaining to any religion, caste or creed'.Discussed in a cabinet meeting led by Chief Minister Siddaramaiah on June 19 and slated to come up for approval in the next cabinet meeting, the draft bill lays down guidelines on standard operating procedures for managing crowds, including protocols for dealing with emergencies as well as provisions for reserved seating, security systems, access control and advanced check-in solutions to prevent bottlenecks while ensuring smooth crowd flow. 'There shall be independent audits of every venue's capacity, entry/exit routes, emergency evacuation options and communication systems,' reads the draft. 'Venues that don't comply with safety standards should not be allowed to host high footfall events.' In case of emergency, the jurisdictional police station may postpone or cancel the event, or change its by event planners shall be punished with 'imprisonment for a term which may extend to three years or with fine up to Rs 5 lakh'. 'The event planner is responsible to pay the compensation to the person who is severely injured in such an event, mass gathering pertaining to political rally, jatra, conference etc, or compensation to the family member of the deceased. In case of the event planner not paying the compensation, the government may collect the amount as arrears of land revenue. The event planner's property can be auctioned by the government,' the bill outrage following the tragic loss of lives at the RCB victory celebrations had put the Siddaramaiah-led Congress on the backfoot, even as the Karnataka High Court registered a suo motu petition to hear the matter. The CM sacked his close aide and political advisor K. Govindaraju, while ordering the suspensions of five police officers, including the city police commissioner. A day after the incident, representatives of RCB and an event management company were placed under arrest. Meanwhile, even as a separate probe by the district magistrate is underway, the government instituted an inquiry under retired judge Justice John Michael The Congress government also came under attack from opposition parties, which took out protests holding the government responsible for the tragedy and demanded the CM's to India Today Magazine

Woman, Two Daughters Abducted At Gunpoint In MP, Congress Slams BJP Over Law & Order Situation

Last Updated: The police have arrested five in connection with the matter, and a search is currently underway to trace the woman and her daughters. A woman and her two daughters were allegedly kidnapped by a group of over 12 men after the kidnappers opened fire and injured her husband in Madhya Pradesh's Chhatarpur district, reported PTI, citing police on Sunday. The men assaulted Hariram Pal and his family before abducting his wife and daughters, aged 7 and 5, at gunpoint. According to Sub-Divisional Police Officer Naveen Dubey, the incident unfolded on Saturday afternoon, at nearly 12:30 p.m. in Sumedi village under Lavkushnagar police station limits. The accused arrived on motorcycles and four-wheelers. While the police have arrested five in connection with the matter, a search is currently underway to trace the woman and her daughters. An official informed that the arrested individuals have been taken into custody and a case has been registered against them under various Bharatiya Nyaya Sanhita sections, including attempt to murder. A video of the incident has also emerged online. It shows the accused carrying out the kidnapping in full public view. The official revealed the woman and her daughters were forced into an SUV and driven away as shots were fired in the air. Meanwhile, speaking to the reporters, Pal said that he was shot at while trying to rescue his wife and children, but he survived. The incident has triggered a public outrage, with the opposition attacking the BJP-led state government over the law and order situation in the state. 'A woman and her two children were kidnapped in broad daylight in Chhatarpur. The accused opened fire and forcibly took them away in a car," state Congress president Jitu Patwari said in a post on X. He also questioned the silence of Chief Minister Mohan Yadav, who also holds the home portfolio. Senior Congress leader and former state chief minister Kamal Nath raised concerns and said, 'There is no fear of law left in Madhya Pradesh. Such film-style crimes point to a state of jungle raj. This is deeply worrying." Amid the backlash, the Madhya Pradesh Home Department, in a post on X, confirmed a case has been filed in the case under multiple sections, including on charges of attempted murder in Sumedi village.
