Nitish is tired; retired, corrupt officers running Bihar: Tejashwi Yadav

Former Bihar Deputy Chief Minister and Rashtriya Janata Dal (RJD) leader Tejashwi Yadav came down heavily on Chief Minister Nitish Kumar while reiterating his charge that the CM remains "tired" and the "retired, corrupt officials" were running the government in the state.
Yadav's response came after he was asked about his "mentally unfit or unhealthy" remarks against Nitish Kumar.
"Have you noticed that Nitish Kumar doesn't say anything to the media? When there are government officials or the Deputy Chief Minister on stage, why do they hold his hand? When the national anthem is playing, he talks with the officials. What does it tell you? When respect was being paid to Mahatma Gandhi, he was busy applauding, and everyone was telling him to put down his hands," Yadav said in an exclusive interview with ANI.
Recalling various incidents where the officials had to give directions to Nitish Kumar in public, the RJD leader said that Kumar only goes out to public events for a photoshoot when the Opposition comments on his "tiredness", but remains within a few kilometres' radius of his official residence.
"This is a stage in life, and I don't like to comment on it. However, he is tired. When we say this, he goes for a photoshoot but stays within a 2-3 kilometre radius of his residence in Patna. Why doesn't he go and meet the rape victim? Why does he not visit the incident sites? Why doesn't he hold press conferences?" Yadav asked.
When asked who is running the government if the CM is "tired", Yadav said that it was the retired and corrupt officials who were running the Bihar government.
"Retired, corrupt officials. Those who are corrupt officials. The Patna Medical College and Hospital (PMCH) Superintendent had retired, but he was given an extension after my government fell. The Chief Engineer, who was caught with crores of rupees, was retired only," he added.
Moreover, Yadav claimed that if the law and order situation in Bihar is compared to the one under the previous RJD-led Mahagathbandhan government based on crime data, it would reveal that criminal activities are "out of control "under the Nitish Kumar government.
"Our term in Bihar is often labelled as 'Maha jungle raj'. Compare it with the data whether the law and order situation was good during our term or is good this term. If you go through the data, it is clear that the crime is out of control under Nitish Kumar (government)," the RJD leader said.
Yadav questioned the silence of the media over the actions of Bihar Deputy Chief Minister Vijay Kumar Sinha during his visit to the rape victim's family in Muzzafarpur, where he asked them to swear to prove whether they were speaking the truth that they had to wait to avail treatment for the minor Dalit girl at PMCH.
"The rape case that happened, the Deputy Chief Minister asked the family members (of the victim) to swear on their mother and sister that treatment was refused at PMCH. The family had alleged that they were kept outside (waiting) for nearly four to five hours, which was the truth; that's why you removed the Deputy Superintendent. Are you visiting there to give sympathy or ask them to swear on their mother that they are speaking the truth? This is not a matter of debate in the news," he added.

Of two contesting models of social justice

Recently, in village in Bhojpur district, Bihar, which is dominated by Most Backward Castes (MBC), I heard a sohar (birth song) sung by a few unlettered women. It goes, 'Babua hamar DM hoyihe, okara upar CM hoyihe (My son will become a District Magistrate and he will also become Chief Minister)'. I also heard a slogan during a political rally in Sasaram town, which goes, 'Vote se lenge CM, PM, Aarakshan se lenge Collector, DM (I will become Chief Minister with votes and District Magistrate with reservation)'. Both these expressions reflect aspirations for social justice. They also show how the aspirations of backward communities becomes the essence of their politics. Together, these anecdotes illustrate how social justice is the driving force in grassroots development and politics in Bihar. In north India, for several centuries, the Bhakti movement challenged social hierarchies and promoted equality and inclusivity. But the road to social justice has nevertheless been long and fraught. Leaders such as Mahatma Gandhi, B.R. Ambedkar, Mahatma Phule, and Ram Manohar Lohia have had their own visions and versions of social justice; these various imaginations continue to co-exist in India. While in most parts of India, the social justice discourse remains mostly centred around Scheduled Castes and Scheduled Tribes, in Bihar the most dominant social justice discourse is of Other Backward Classes (OBCs). According to the Bihar caste survey of 2023, OBCs and Extremely Backward Classes comprise more than 63% of State's population. This is not new — Bihar politics has always been largely dominated by OBC politics. OBC communities, particularly the Yadavs, Kurmis, and Koirees, began emerging as lower and middle peasants due to various land-based reforms implemented in both pre-independent and independent India. The leaders of these three communities formed the Triveni Sangh in 1934 and began asserting their voice for political representation. Other leaders echoed the aspirations of OBC communities in later years as well. Apart from the OBC social justice discourse, Bihar has other social justice models, which can be loosely categorised as Gandhian, Congressi, Nehruwadi, Ambedkarite, Lohiyaite, and the Bharatiya Janata Party (BJP)-led social justice model (samgra samajik nyay model). Bihar is set to go to polls later this year. I have found during my fieldwork that the contest is set to take place primarily between two models. The first is the social justice model crafted by selective interpretations of the views of Ambedkar and Lohia. It emphasises caste-based historical inequality. The propagators of this model are Rashtriya Janata Dal (RJD) chief Lalu Prasad, RJD leader Tejashwi Yadav, and Congress leader Rahul Gandhi. The RJD and Congress are part of the Mahagathbandhan. This model appears to be unilinear as it focuses on the demand for a caste census and the extension of reservations. The second is the samgra samajik nyay model. It combines the arguments of caste-based historical inequality with other forms of horizontal social inequalities that emerged during the process of distribution of democratic resources. The BJP, led by Prime Minister Narendra Modi, promotes this model, which combines the visions of Swami Vivekananda, Deendayal Upadhyaya, and Ambedkar. In Mr. Modi's book Samajik Samrasata, we may find the traces of the evolution of this model of social justice. This model combines historical injustices with developmental injustices. It tries to address vertical and horizontal injustices faced by marginal communities. Social justice appears to be a multi-pronged strategy to counter backwardness of various forms. Countering caste-based injustice is tied to beneficiary politics, which refers to the use of government welfare programmes and benefits for targeted communities. Beneficiary politics emerged through the implementation of various social support schemes for backward castes, Dalits, Adivasis, and women. Thus, both the alliances have two different yet overlapping social justice models. The difference is that the BJP-led National Democratic Alliance has a few advantages. Both Mr. Modi and Chief Minister Nitish Kumar enjoy a positive image. On the other hand, the Mahagathbandhan is represented by Mr. Lalu Prasad, whose regime was perceived as corrupt. The image of Deputy Chief Minister Tejashwi Yadav as a popular youth leader does not seem to have served as a counter-balance yet. And the benefit of the caste census, which the RJD-led Opposition was advocating, has been minimised by the Union government's announcement of a caste enumeration in the Census. CM: businesses will no longer need police licence to run operations

Hotels, swimming pools, guest houses, video game parlours, auditoriums, and amusement parks in Delhi will no longer require licences from the police to be operational, said Chief Minister Rekha Gupta on Sunday. However, municipal corporations and the departments concerned should now grant permission for their functioning. On June 19, Lieutenant-Governor V.K. Saxena had approved an order withdrawing the requirement of the Delhi police to issue licences for seven business sectors under the Delhi Police Act, 1978. Businesses will now be exempted from having to obtain a no-objection certificate from the police. The exemption encompasses entities such as hotels, motels, guest houses, restaurants (eating houses), swimming pools, auditoriums, video game parlours, discotheques, and amusement parks. The licensing power will now be transferred to local bodies such as the Municipal Corporation of Delhi, New Delhi Municipal Council, or Delhi Cantonment Board. The move comes after hotel and guest house operators sought the repealing of licences during a meeting with Chairman of the Chamber of Trade and Industry Brijesh Goyal and Industries Minister Manjinder Sirsa. Ms. Gupta said the reform is a direct reflection of the government's 'visionary approach' and in line with the BJP-led Centre's 'minimum government, maximum governance' and Ease of Doing Business policies. 'This decision is not only a big step towards administrative reform but also the result of the policy and thinking of the Central government,' said the CM. 'The Centre is adopting ease of doing business for the benefit of the country, which is being implemented in Delhi,' she added. Ms. Gupta said Union Home Minister Amit Shah has categorically said the police force should be relieved from non-core duties so that their energy and resources can be focused on law and order, security, and crime control. The subject of policing in the national capital lies under the Home Ministry. 'We want to make Delhi not only the political capital of India but also a model of good governance. That is the mission of our double-engine government,' the CM said.
