‘CM Dashboard' launched by Siddaramaiah for development monitoring in Karnataka
The Chief Minister's Dashboard (CM Dashboard), a platform that provides real-time, integrated insights into key development indicators across Karnataka, was launched on Friday.
It was launched by Chief Minister Siddaramaiah during the review meeting with the Deputy Commissioners of all districts and CEOs of all zilla panchayats at the State Secretariat here.
The dashboard, developed in-house by the Centre for e-Governance (CeG), is now functionally complete and hosted under the domain cmdashboard.karnataka.gov.in. 'This platform provides real-time, integrated insights into key development indicators across Karnataka, enabling data-driven governance and decision-making at the highest level,' an official release said.
Integrated system
The dashboard is built using a microservices-based architecture, ensuring scalability and ease of integration. The data is integrated via APIs (application programming interface) from various departments, eliminating manual entry, said the release.
The dashboard categorises State performance data into four primary sectors: economic growth (e.g., investments and beneficiaries), legal/judiciary management (RTI and Sakala case disposals), infrastructure development (roads, irrigation, and renewable energy), and citizen-centric governance (guarantee schemes and Janaspandana).
The Chief Minister, during the launch, told respective officials to remain in the taluk and district headquarters to address the grievances of the public. The district in-charge Secretaries were instructed to visit their respective districts twice a month for review of development works. He also told them to pay surprise visits to schools, hostels, and hospitals and submit reports to the Chief Secretary.
Referring to Indira Canteens, the Chief Minister instructed the Deputy Commissioners to commence delivery of food at all canteens which have buildings within a week. Out of 186 new Indira Canteens, construction of 103 had been completed. Food is being delivered at only 43 canteens.
On farmer suicides
The Chief Minister reviewed the district-wise data of farmer suicides and took to task officials for the delay in the release of compensation in 13 cases.
Dissatisfied with the delay in the recovery of encroached tank-bed areas, the Chief Minister told officials to undertake the survey work immediately and recover the encroached tank-bed areas. Out of 10,931 encroached tanks, officials have recovered 6,065 tank- bed areas.

Information Commission orders SCOLE Kerala and Nirmithi Kendras to adhere to RTI Act
The Kerala State Information Commission has brought the State Council for Open and Lifelong Education (SCOLE) Kerala and the Nirmithi Kendras functioning across the State under the ambit of the Right to Information (RTI) Act, 2005. In the first case, the applicant, Krishnan Kutty K. from Palakkad, had requested information from SCOLE Kerala, which operates under the General Education department. Denying information sought under the RTI Act, the institution claimed that it was not bound by the law. Considering the applicant's appeal, State Information Commissioner Sreekumar M. stated that SCOLE Kerala qualifies as a public institution under Section 2(h)(c) of the RTI Act. The commission also pointed out that the administration of SCOLE Kerala is governed by an Executive Council, which includes the Minister of General Education, an Additional Secretary, the Director of General Education and Finance Officer, as well as nominees from the public sector. Therefore, it was concluded that SCOLE Kerala falls under the full ownership and control of the government, as per Section 2(h)(i) of the RTI Act. Similarly, in another case, C. Pradeep Kumar from Adoor filed a petition regarding a denial of information from the Nirmithi Kendra in Thrissur. The Commission ruled that Nirmithi Kendras, which operate under government control, also fall under the RTI Act's jurisdiction. The governing body of these centres includes District Collectors, Sub-collectors, Project Officers, and other senior government officials, all of whom are responsible for overseeing the centres' administration. The Commission has instructed the authorities concerned in both cases to immediately appoint RTI officers in these institutions, and to provide the requested information to the petitioners within 15 days.

Bhovi community seeks nomination to Legislative Council
Members of the Bhovi community have urged Chief Minister Siddaramaiah and Deputy Chief Minister D.K. Shivakumar, who is also the Karnataka Pradesh Congress Committee (KPCC) chief, to nominate a member of their community to the Legislative Council. Addressing a press conference in Mysuru on Sunday, former Chairman of the Karnataka Bhovi Development Corporation G.V. Seetharamu said it was only in 1980 when a member of their community was nominated to the Legislative Council by the Congress party. Since the nomination of R. Peeranna, former MLA for H.D. Kote, in 1980 by the then Chief Minister R. Gundu Rao, not a single member of the community has been nominated to the Council, he said. The Bhovi community comes under the Scheduled Caste (SC), and is the third largest in the 1.8 crore SC population in the State, said Mr. Seetharamu, claiming that the Bhovi community's population in Karnataka is estimated to be around 18 lakh. Even though Congress has 33 MLCs in the State Legislative Council that has a total strength of 75 seats, not a single one of them belongs to the Bhovi community, he said. Mr. Seetharamu said that from his travel across the State between the 2013 assembly elections and the 2023 elections, he had seen how the Bhovi community has stood behind the Congress party. He urged Mr. Siddaramaiah and Mr. Shivakumar to recognise the dedication of the Bhovi community to the party and nominate their member to the Council. Out of the 75 members in the Legislative Council, 25 are elected by local bodies and another 25 by the members of the Legislative Assembly. While seven others are elected from graduates' constituencies, another seven are elected from the teachers' constituencies. Another 11 members are nominated by the Governor based on the recommendation of the government.

What Karnataka's new crowd control bill proposes
Facing flak over the handling of the Royal Challengers Bengaluru (RCB) victory celebrations, which resulted in the death of 11 cricket fans in a stampede outside Bengaluru's Chinnaswamy stadium on June 4, the Karnataka government has proposed a new legislation to manage crowds at events. The Karnataka Crowd Control (Managing Crowd at Events and Venues of Mass Gathering) Bill 2025 looks to 'effectively manage and control crowds at sponsored events and venues of mass gathering' such as political rallies, conferences and other events. It excludes 'jatra, rathotsava, pallakki utsava, teppada teru, urus, or any religious event pertaining to any religion, caste or creed'.Discussed in a cabinet meeting led by Chief Minister Siddaramaiah on June 19 and slated to come up for approval in the next cabinet meeting, the draft bill lays down guidelines on standard operating procedures for managing crowds, including protocols for dealing with emergencies as well as provisions for reserved seating, security systems, access control and advanced check-in solutions to prevent bottlenecks while ensuring smooth crowd flow. 'There shall be independent audits of every venue's capacity, entry/exit routes, emergency evacuation options and communication systems,' reads the draft. 'Venues that don't comply with safety standards should not be allowed to host high footfall events.' In case of emergency, the jurisdictional police station may postpone or cancel the event, or change its by event planners shall be punished with 'imprisonment for a term which may extend to three years or with fine up to Rs 5 lakh'. 'The event planner is responsible to pay the compensation to the person who is severely injured in such an event, mass gathering pertaining to political rally, jatra, conference etc, or compensation to the family member of the deceased. In case of the event planner not paying the compensation, the government may collect the amount as arrears of land revenue. The event planner's property can be auctioned by the government,' the bill outrage following the tragic loss of lives at the RCB victory celebrations had put the Siddaramaiah-led Congress on the backfoot, even as the Karnataka High Court registered a suo motu petition to hear the matter. The CM sacked his close aide and political advisor K. Govindaraju, while ordering the suspensions of five police officers, including the city police commissioner. A day after the incident, representatives of RCB and an event management company were placed under arrest.
