NGT slams UP govt over gaps in sewage, waste mgmt report

National Green Tribunal
(NGT) has pulled up the Uttar Pradesh (UP) govt, citing several shortcomings in its report on the status of sewage treatment plants (STPs) and solid and liquid waste management across various districts of the state, including Agra.
A three-member bench comprising chairperson Justice Prakash Shrivastava, Justice Sudhir Agarwal and expert member A Senthil Vel, in its order released on Saturday, has directed the state to address the deficiencies and submit a revised report in a prescribed format ahead of the next hearing on July 28.
According to the green tribunal's six-page order, the state govt's report, dated April 16 and submitted on May 24, "failed to identify critical gaps and did not comply with the Solid Waste Management (SWM) Rules, the Water (Prevention and Control of Pollution) Act, and relevant Supreme Court (SC) directives".
"Against the disclosure of 95% waste processing capacity (19,014 tons per day), the actual segregated waste stands at only 74% (14,884 TPD). This discrepancy needs clarification," the order stated. It further noted that the report failed to explain the operation of waste processing plants lacking mandatory authorisation under the SWM Rules.
The tribunal pointed out that while the report covered waste generation in 762 urban local bodies (ULBs), it did not specify the actual quantity of waste being processed.

It also questioned the claim of 100% remediation of legacy waste at 60 sites, stating that no supporting evidence had been provided. Legacy waste refers to solid waste that has been collected and left untreated for years in landfills or open grounds.
"Figures indicate that 60 sites have been remediated and only 26 remain with legacy waste. However, since many ULBs still lack processing facilities, there must be specific disclosure of legacy waste in those areas," the order said.
Additionally, the NGT noted the absence of details on the operational status of waste-to-energy plants.
The NGT also raised concerns regarding discrepancies in the planning and distribution of STPs. It pointed out that while some cities like Agra, Bijnor, Anupshahar, Chitrakoot Karwi, Pilkhuva, Kannauj, and Bela Pratapgarh have STPs with excessive capacity relative to sewage generation, many others, including Bahraich, Banda, Deoria, Fatehpur, Gonda, Hathras, Sambhal and Bhadohi, do not have STPs at all.
It also flagged anomalies such as the case of Garh Mukteshwar, which reports zero sewage generation but has two STPs.
The court was hearing the matter in the context of a 2018 SC ruling in Paryavaran Suraksha Samiti & others vs. Union of India & others, which issued key directives for controlling river pollution and improving the treatment of industrial and domestic waste. The apex court had mandated municipalities to ensure functioning STPs and set deadlines for new STPs and common effluent treatment Plants (CETPs), while also allowing the UP govt to approach the NGT to seek modifications in the implementation timelines.
The NGT was tasked with monitoring compliance.

Plan to allot houses on priority to urban poor lodged in transit houses
1 2 3 Bhubaneswar: To ensure timely allotment of units to urban poor in affordable housing projects, the Bhubaneswar Development Authority (BDA) and Bhubaneswar Municipal Corporation (BMC) have decided to collaborate with a focus on people staying in different transit houses in the city. A high-level meeting of the housing and urban development department was convened recently, where the decision was taken to ensure allotment of houses on a priority basis for beneficiaries staying in transit houses. BMC personnel shifted several people to the transit houses while BDA constructed affordable housing for them. Following the meeting, the department issued a notification mentioning the steps to be taken by the BMC and BDA to shift the beneficiaries to pucca houses, beginning with the transit house at Niladri Vihar, where 639 families are staying. BMC has been asked to shift these families to the affordable housing project in Chandrasekharpur. "A detailed enumeration is to be conducted by the joint enumeration team to be constituted from both the BMC and BDA to ascertain the exact number of families residing in the transit houses. "Some families who have deposited part of the beneficiary contribution and are unable to pay the balance amount will be facilitated to avail bank loans. Based on the eligibility for allotment of dwelling units, a demand notice will be issued in their favour," the notification added. Officials also discussed the construction of the second phase of Shantipalli housing project at Satya Nagar. BDA has been asked to take immediate steps for the eviction of encroachments for the construction of the second phase of the project. The first phase of the project has been completed and houses were handed over to the beneficiaries, sources said.

State ropes in two IITs for audit of long bridges
1 2 3 4 Patna: The road construction department will assess the health of all bridges across the state to determine their structural condition and plan maintenance accordingly. The initiative, under the newly approved bridge maintenance policy, includes the development of a comprehensive bridge health index (BHI) and the placement of QR codes at bridge sites for public access to structural data. The department will soon sign a memorandum of understanding (MoU) with two IITs to conduct third-party audits of bridges longer than 250 metres. The audits aim to identify vulnerabilities using modern technologies and prevent accidents or disruptions due to bridge damage, which often leads to economic and human losses. Speaking to TOI over the phone, road construction minister Nitin Nabin said all bridges would be subject to regular inspection and maintenance. "Data will be collected using advanced tools such as visual inspection, non-destructive testing (NDT), sensors and drone cameras. Each bridge will be assessed for its BHI and maintenance priority index (MPI) and a health card will be prepared," he said. According to Nabin, the department has built 3,968 bridges over the past 18 years, including 532 major bridges, mega bridges and flyovers. He also said QR codes would be installed on signboards near bridges to allow public access to their maintenance history. "Anyone can scan the QR code and get details about the bridge's upkeep," Nabin said. The department will engage IIT Delhi and IIT Patna for auditing bridges over 250 metres. An MoU is set to be signed next week. IIT Delhi will assess 40 bridges in north Bihar while IIT Patna will audit 45 bridges in south Bihar. Both institutions will also prepare cost estimates for necessary repair work, which will be executed by Bihar Rajya Pul Nirman Nigam Limited under the Bihar State Bridge Management and Maintenance Policy, 2025.
