Karnataka seethes as Maharashtra opposes Almatti dam project; Deputy CM Shivakumar says will petition PM Modi, Union ministers

Increasing the height of the Almatti dam, built across the Krishna River in the Bagalkot district, has become the subject of a flashpoint between Karnataka and its northern neighbour, Maharashtra, after the latter raised objections over the project for the first time.
Karnataka Deputy Chief Minister and Water Resources Minister D K Shivakumar on Monday said the opposition to the project was 'shocking' and the state government would approach Prime Minister Narendra Modi and Union Jal Shakti Minister C R Patil regarding the issue.
As per the Krishna Tribunal order, Karnataka can increase the height of the Alamatti dam from the existing 519.6 to 524.256 metre. 'Maharashtra, which was quiet when the order was pronounced, has suddenly written a letter to our CM objecting to it,' he said. In the letter, Maharashtra CM Devendra Fadnavis has expressed his opposition to the project, saying that increasing the height would cause flooding in the upstream areas of Sangli and Kolhapur districts in Maharashtra.
The final verdict of the Krishna Tribunal in 2013 allowed Karnataka to use 173 TMC of water, apart from allocations to Maharashtra and Andhra Pradesh. However, a gazette notification regarding the same is yet to be issued.
On May 5 this year, Union Minister Patil had cancelled an appointment with Shivakumar – who was in Delhi to press for the notification – at the last minute. 'Days later, on May 9, Karnataka CM Siddaramaiah received the letter from Fadnavis,' the Karnataka Deputy CM said.
'The Maharashtra government had even submitted an affidavit to the Tribunal seeking an increase in Almatti height, but is opposing it all of a sudden, now,' Shivakumar told a news conference.
Delaying the gazette notification, he said, would have an adverse effect on Karnataka on account of cost escalation. According to the minister, the land acquisition cost for the project alone would cost the exchequer Rs 1 lakh crore.
Asked whether the Maharashtra CM's letter was politically motivated, Shivakumar declined to comment, saying that he would only speak for Karnataka's interests. 'There is no scientific basis for the letter (by Fadnavis). Increasing the Alamatti dam is our right,' he said.
Almatti is among the largest dams in the state, providing irrigation to riparian districts such as Belagavi, Bagalkot, Vijayapura and Raichur, among others, in the northern part of Karnataka.

The gunfight broke out on a forested hill under Chhotebethiya police station limits when a joint team of District Reserve Guard (DRG) and Border Security Force (BSF) was out on an anti-Naxal operation, Kanker Superintendent of Police Indira Kalyan Elesela told PTI. Nitish keen to know about Chirag's assembly polls plan: Jamui MP

This was revealed by Jamui MP Arun Bharti, who spoke to this newspaper on Sunday. According to Bharti, Nitish asked Chirag, "You are a Union minister, a young leader with a bright future. So, what is the need to contest the assembly elections now?" He also enquired about the constituency Chirag was considering, Bharti said. Union Minister Dr Jitendra Singh said that the last 11 years under the leadership of Prime Minister Narendra Modi have seen a democratisation of India's Civil Services with youths from poor families and remote areas getting selected for the country's top jobs and realising their aspirations. In an interview to Doordarshan News, the minister said that while at one time, the IAS and Civil Services were confined only to a handful of States like Bihar, Tamil Nadu, Kerala etc, today, we get toppers from the States which earlier hardly figured in the civil services list toppers from Punjab, Haryana and J&K. He cited the case of Parsanjit Kour, the young girl from Poonch, a border district in J&K, who made it to All India Rank 11 in the Civil Services Exam of 2022 in very first attempt or the boy from Punjab, Anmol Sher Singh Bedi who got All India Rank 2 in the Civil Services Exam of 2016. This, the Minister said, has restored faith in the objectivity and equal opportunity offered by the system and, thus, also led to democratisation of youth aspiration. 'This is the true essence of democracy -- where every mother, regardless of her socio-economic standing, has the confidence to believe that her child can reach the top," said Dr Jitendra Singh. The Minister said that the 11 years have been nothing short of transformational for India. 'What generations longed for over decades has been made possible in just over a decade,' he stated, adding that PM Modi has wiped the tears of the past and replaced them with eyes full of hope and future aspirations. Each passing year, the Minister said, has marked a new milestone -- be it in infrastructure, governance, technology, or youth empowerment -- creating unprecedented opportunities for every Indian. Union Minister of State (Independent Charge) for Public Grievances and Pensions, Dr Jitendra Singh, stated that under PM Modi's leadership, citizens' self-esteem has been restored. Referring to the PM's historic 2016 call of "Start-Up India, Stand-Up India", he emphasised how it broadened the employment horizon beyond traditional government jobs. 'It was only then people realised that job doesn't only mean "Sarkari Naukri", but also innovation, enterprise, and startups,' the Minister noted. India's biotech sector, he highlighted, is a perfect example -- growing from just 50 start-ups in 2014 to over 10,075 in 2024, with a leap in valuation from $10 billion to nearly $170 billion. He credited this to strong public-private partnerships and forward-thinking policies like Bio-E3 and the National Quantum Mission.
