Micro algal bloom off SA persists as commercial fishers seek economic relief

South Australia's commercial fishers are calling for financial assistance amid "complete ecosystem failure" with more cloudy and rough weather needed to continue to disperse the ongoing micro algal bloom.
The South Australian Department of Primary Industries' latest published situation update reveals oyster harvesting areas in American River, Port Vincent and Stansbury remain under precautionary closure, along with part of the commercial harvesting area for pipis around the mouth of the Murray River.
South Australia's deeper shelf waters remain between 0.5 and 1 degree Celsius higher than the average for the time of year.
The report also showed that levels of chlorophyll-a (chla) had begun to reduce along the Coorong coast, but remained high in the north-east area of Gulf St Vincent.
The Marine Fishers Association (MFA) has approached the state government for licence fee relief for affected commercial operators.
Chief executive officer Pat Tripodi said the recent short patch of stormy weather seemed to have dispersed the bloom to different areas.
"Previously it was concentrated to the western side of Gulf St Vincent, and then after the storms it's come across to the Adelaide side and pushed up the top near [Port] Wakefield and up near Port Parham," he said.
Mr Tripodi said as soon as bloom-affected water entered a fishing area the prospect of fishers making catches disappeared.
Mr Tripodi said the MFA had written to SA Primary Industries Minister Clare Scriven to request fee waivers for those affected but was still waiting for an official response.
He said some members would be eligible for a $1,500 grant from the government's drought relief fund, given the link between drought conditions and the algal bloom.
In a statement, Ms Scriven said she was "open to discussing potential options" with the MFA.
"While some marine scalefish fishery licence holders are reporting significant impacts from the current harmful algal bloom, others are reporting no impact at all," she said.
"For this reason, various options may be explored."
Mr Tripodi said his members were "absolutely concerned" about the future of South Australia's fisheries, particularly in some of the hardest-hit areas around the Yorke Peninsula and Kangaroo Island.
"We're talking about all the shellfish that live in sediment, the worms, mussels, cockles, razorfish — they're gone.
"Even once this algae clears, our question is what [are] the fish going to come back to eat?"
Brad Martin from Oz Fish, who has been tracking the marine deaths caused by the bloom for months, said coasts along the Yorke Peninsula still seemed to be quite significantly impacted with reef and seagrass fish still washing up.
Mr Martin said there also had been a "trickle of fish mortalities" along the Adelaide metropolitan coast on the other side of Gulf St Vincent.
He said the bloom had grown in some areas and diminished in others, and was an "ongoing, dynamic situation", and it was not known when it would disappear.
Mr Martin said South Australia was experiencing more still, sunny days than would normally be expected at this time of year, continuing the conditions beneficial for the bloom.
One of the areas worst affected by the bloom before the cold fronts arrived in June was the waters between the northern coast of Kangaroo Island and Yorke Peninsula.
Tourist operator Roanna Horbelt of RAD KI said the conditions had continued to improve after the most recent cold front, and she was no longer finding any dead marine life on the beaches but was still seeing some of the foam associated with the algae.
But she said commercial fishers in the area were still concerned about a lack of catches in the future.
Ms Horbelt said she was now working with Professor David Booth from the University of Technology in Sydney to try to help gauge the impact the bloom has had on the iconic leafy and weedy sea dragon populations.

Crippling debt is growing by the day for drought-stricken South Australian farms with local councils pleading for state government intervention in the form of rate relief. Despite recent rains, the past three years of poor rain have seen farmers continue to borrow to cover their overheads. After 90 per cent of his crops failed last year, Appila farmer Andrew Zanker, in South Australia's Mid North, said he was reliant on loans to pay bills. "Everything that we pay [for bills] at the moment increases our debt month by month," he said. By the end of the year, Mr Zanker expects he will be overdrawn by hundreds of thousands of dollars. Dean Johnson, Kimba mayor and president of the Eyre Peninsula Local Government Association (EPLGA), said providing council hardship relief was difficult because local governments were already "battling" sustainability issues. "We want to support our primary producers as much as we can, but we've still got to provide the services that they need to keep their communities growing," he said. According to the Essential Services Commission of South Australia, the District Council of Tumby Bay and the Flinders Ranges Council are unsustainable or projected to remain unsustainable. Despite the findings, Flinders Ranges Council Mayor Ken Anderson said it was trying to alleviate as much financial pressure as possible. "Our focus is on trying to make savings in these hard times, across the board for everybody," he said. Mr Anderson said that, although the budget had not been finalised, his council was hoping to limit its rate rise to below 4 per cent. Both the EPLGA and Flinders Alliance of Councils have called on the state government to provide further and more targeted support to assist councils and primary producers. In a letter to Premier Peter Malinauskas, the Flinders Alliance called for a 12-month waiver of state government-imposed levies and taxes, such as the landscape levy and emergency services levy. The alliance has also requested that the state government subsidise rates for affected local governments. "For those councils with primary producers that can demonstrate financial hardship resulting in the inability to pay rates, the state government [should] 'spot' councils for the rates that cannot be paid," the letter read. The request echoed similar calls from the EPLGA that said in a letter to the government that councils were "bearing the cost" of certain hardship measures, such as deferring rate obligations. "These additional financial pressures further strain council resources, which are limited," it said. Streaky Bay farmer Dion Trezona said deferred or delayed payments still represented a bill for landholders and impacted councils' cash flow. "Especially for your prime production land holders, those rates should just be picked up by the state government just to give us a hand … and not have another bill come through your household," he said. Minister for Primary Industries Clare Scriven said the government was open to the idea, but it would mean one of the 20 different streams of grant funding available under the $73-million support package would have to be cut. "We developed that with primary producers, with peak bodies and with regional stakeholders," Ms Scriven said. "It was based on the feedback that we were hearing about what was needed by farmers and by regional communities. "It's not clear to me where anyone thinks that should be cut to be able to fund this, so I guess that's something that would need to be clarified."

South Australia's foundations are being shaken by global and natural forces, with tempestuous times ahead. In a tumultuous past fortnight, bedrocks of the state economy, employing thousands of people, have been plunged into doubt. Santos, the state's biggest company by far, is the target of an almost $30bn takeover bid by an Abu Dhabi raider, casting great uncertainty over the future of its Adelaide head office. The $368bn nuclear-powered submarine project centred on Adelaide is under threat from a 30-day United States review assessing its alignment with President Donald Trump's America First agenda. Despite some heartening rain, the drought continues to ravage the state's farms – SA primary industries generate $17.1bn annually. State debt was forecast to soar to $48.495bn in the state budget unveiled on June 5, after which the influential S & P Global Ratings warned big new spending ahead of next March's state election could trigger a credit rating downgrade. The purse strings will continue to be tested by the Whyalla steelworks and mine, as the budget set aside $384m in state and federal funds for a potential six-month extension of the state-induced administration. The Malinauskas government might have repeatedly ruled out an ownership stake in Whyalla's steelworks but a $2.4bn state/federal rescue package leaves both on the hook until a new owner is found. Public sector unions are restless. The SA Salaried Medical Officers Association on Thursday rejected a 10 per cent pay rise over three years and recommitted to walking off the job on Wednesday. These are extraordinary and foundational challenges, of varying degrees of concern, to the state economy and, most particularly, the potential for today's aspirational young South Australians to find well-paid, challenging jobs. The risk of Santos's head office leaving Adelaide should not be dismissed lightly. A foreign takeover, as my colleague Giuseppe Tauriello observed on Wednesday, would significantly diminish the last corporate heavyweight left standing in South Australia. Santos dwarfs other SA companies for jobs, investment, sponsorship and general corporate clout. It is four times the size of the state's second biggest firm, Argo Investments, and more than eight times the size of third-ranking Codan. Business success matters in a state where the population is overwhelmingly concentrated in the capital, and most jobs are underpinned by state and federal government spending of some form. Santos and partner Beach Energy in January officially opened a nation-leading Moomba carbon storage project, billed as kickstarting a $600bn industry and hailed by Premier Peter Malinauskas as a 'historic day for our state'. Mr Malinauskas responded to the Santos takeover bid by declaring his government's 'priority at all times is to ensure that South Australian jobs remain in South Australia, and to maintain Santos' headquarters in Adelaide'. This will be a test of his government's mettle and resolve, along with its legislative levers that include ministerial approval for a change in controlling interest of a petroleum resources licence holder, like Santos. Opposition Leader Vincent Tarzia, in his Tuesday budget reply speech, predictably painted a bleak picture of a state ravaged by debt, skyrocketing costs, unaffordable homes and a floundering health care system. Nine months out from the next state election, he vowed to deliver a 'debt management plan' to ensure this was at 'a sustainable level'. Mr Tarzia declared the state was 'at a crossroads'. He was right, although the future is always uncertain. Mr Malinauskas has a strong story to tell on economic confidence, a historically low jobless rate and the state's standing in the nation. But he will be justifiably wary of overconfidence ahead of the state election, even if his opponents are at a historically low ebb in their standing. The state is facing some serious challenges and the Premier will need to be at the top of his game.

The Right Postcode: Sipa shines a spotlight on South Australia's gold potential

WA may be Australia's home of gold, but South Australia has been flying under the radar Among SA's exciting explorers is Sipa Resources, which recently acquired the Nuckulla Hill and Tunkillia North assets bordering Barton Gold We chat to Sipa's managing director Andrew Muir about the opportunity Mergers and acquisitions in the metals and mining sector heavily favoured gold over base metals in 2024, and that trend has continued into 2025. The initial wave of M&A activity was driven by larger players. But junior resources companies are now stepping up, targeting project acquisitions to grow their portfolios and expand operational footprints in response to favourable market conditions and high gold prices. Recent examples include TG Metals (ASX:TG6) acquiring the Van Uden gold project in Western Australia, Minerals 260 (ASX:MI6) purchasing the Bullabulling Gold Project from Norton Goldfields, Auric Mining (ASX:AWJ) securing the Lindsay's Project in WA and Great Divide Mining (ASX:GDM) taking a 15% stake in Adelong Gold's Challenger mine as part of a restart strategy. Western Australia has attracted the lion's share of the attention as the source of 70% of Australia's world class gold production. But South Australia offers compelling exploration and development prospects that have largely gone unnoticed. Mineral-rich neighbourhood SIPA Resources (ASX:SRI) illustrates this point well, with its Nuckulla Hill gold asset adjacent to Barton Gold (ASX:BGD) 1.6Moz Tunkillia gold deposit in South Australia's Gawler Craton. The company marked its entry into the highly prospective post code last year when it secured a binding agreement to acquire full ownership of three projects from Gawler Craton Pty Ltd. It also owns two other gold projects in the vicinity, Skye and Tunkillia North, the latter of which borders Barton Gold's asset. Other major gold deposits in the region include Barton Gold's 1.2Moz Challenger mine, originally discovered by Dominion Mining in 1995. Nearby budding gold explorers include Indiana Resources (ASX:IDA) and their Minos deposit, which surrounds Sipa's Tunkillia North asset. Drilling and scoping study related activities are in the works at Minos, with Indiana looking to deliver a maiden resource at the asset sometime this year. At the start of the year, the project yielded bonanza-grade results of up to 44.9g/t and 45.9g/t gold, highlighting its strong potential for a viable mining operation. The current 27-hole for 6600m RC program is scheduled to continue until August 2025, targeting extensions to Minos in all directions. The Tunkillia North and Nuckulla Hill projects host multiple advanced and large-scale gold prospects, while Skye sits along strike from Barton Gold's Gold Bore resource, and less than 50km from high-grade intersections generated by Marmota (ASX:MEU) at Aurora Tank. While exploration is still in its early phases, evidence has emerged that the Yarlbrinda Shear Zone extends from Barton's Tunkillia deposit into Sipa's Nuckulla Hill landholding. Speaking with Stockhead, Sipa managing director Andrew Muir said the company is optimistic there is potential for a significant discovery on its ground. 'It's a very big, and pretty wide, shear zone which has had a lot of gold-rich fluids travel along it,' he said. Similar rocks and geology As Muir points out, Sipa holds ground covering ~40km of the same shear zone as Barton's Tunkillia with similar rock types. But compared to Barton's tenure it's remarkably underexplored. 'We have some early-stage drill hits, particularly at prospects like Bimba and Sheoak, that aren't too dissimilar to Barton's Tunkillia,' he added. 'We're excited to undertake our first drill program soon and hopefully find something of substance.' The Yarlbrinda Shear Zone is a major structure about 150km long and 12km wide and is analogous to the major Kalgoorlie Shear Zone in WA. Pending heritage and PEPR approvals, RC and aircore drill programs will begin at Nuckulla HIll over the coming weeks to follow up historically identified gold anomalism and mineralisation, as well as to test new areas to the north and south of Barton's Tunkillia gold deposit. Elsewhere in the district, Barton has recently launched a 2500m drilling program at its Tarcoola project, about 70km northwest of Tunkillia and within trucking distance of its processing plant, with a major focus on the new Tolmer 'silver zone' discovery. Recent assay results from the first seven discovery holes have placed among several 'global Top 10' rankings, highlighting a promising new commercial pathway for Barton Gold. Its actively working towards constructing a new processing plant, with their plan involving recommissioning the existing Central Gawler Mill to bring it into production by mid-2026 and then developing a second mill at the Tunkillia project. Unlocking synergies and scale Barton is at a more advanced stage than Sipa, having steadily increased the size of Tunkillia since its original discovery in the 90s. But if a meaningful discovery is made on Sipa's ground in the future, Muir said consolidation could offer several strategic benefits. 'Given Barton have a very large deposit just up the road and are already on the path of funding and building a processing plant, if we found something of reasonable size it would make sense to use the one central plant rather than build two processing plants,' he said. 'There's many synergies associated with that from an M&A perspective. If we find something big enough, we'd be keen to develop it ourselves, but it all depends on the drilling.'
