Telangana HC notices to Chief Secretary, Naveen Mittal in octogenarian's pleas

Justice N. Tukaramji of Telangana High Court on Thursday (June 19, 2025) issued notices to senior IAS officer Naveen Mittal and three others in a criminal petition filed by an octogenarian Shanti Agarwal seeking a direction to set aside a trial court order which kept in abeyance criminal action against four of them. The petitioner, represented by her son Atul Agarwal, wanted the HC to dismiss the order of the 12th Additional Chief Judicial Magistrate. The trial court passed the order in a case filed by Shanti Agarwal to take cognisance of the charges against the IAS officer and three others in a land related matter. According to the petitioner, she purchased an evacuee property of 5,262 square yards of land in Nanalnagar of Gudimalkapur in Hyderabad in 1965. She contended that IAS officer Naveen Mittal in 2011 while serving as Hyderabad district Collector gave No Objection Certificate to some persons unconnected to the said land. She claimed that she had moved the HC which dismissed the NOC issued by Naveen Mittal and recommended disciplinary action against Mittal and some other Revenue officials accused of involvement in issuing the NOC. Meanwhile, the trial court passed an order keeping in abeyance the action of taking cognisance of the charges against the IAS officer and others. Challenging this, the petitioner filed criminal petition. In a related development, Justice K. Lakshman of the HC issued notices to the Chief Secretary, Naveen Mittal and R. Keshavulu (Inspector in Land Survey and Records department) in a writ petition filed by Shanti Agarwal. In this petition, she sought a direction to Chief Secretary to prosecute Naveen Mittal and R. Keshavulu in the backdrop of a single judge order to initiate disciplinary action against them. The petitioner contended that she represented to the Chief Secretary to prosecute Naveen Mittal in the backdrop of the HC single judge pronouncing order to initiate action against him in issuing NOC over her land at Nanalnagar.

GoM formed to make recommendations on job promotions

Vijayawada: The state govt has constituted a Group of Ministers (GoM) to make recommendations on reservations in promotions for govt employees. The GoM includes social welfare minister Dr Dola Bala Veeranjaneya Swamy, tribal welfare minister Gummadi Sandhya Rani, civil supplies minister Nadendla Manohar, revenue minister Anagani Satya Prasad, and health minister Satya Kumar Yadav. The social welfare secretary will serve as the convenor. Special invitees include the special chief secretary (Services, HRM), the chief commissioner of land administration (CCLA), the principal secretary (GAD), and the law secretary. The GoM has the authority to summon additional officials as required. Previously, the govt had formed a high-level committee led by the CCLA to study the matter. However, acknowledging the complex social implications of reservation in promotions — such as its impact on equity, representation, and service — the govt opted for a more holistic approach through the GoM. It aims to review existing advisory committee reports and officer panel recommendations. Chief secretary Vijayanand stated that the Supreme Court's M Nagaraj and Jarnail Singh judgments, along with an Andhra Pradesh High Court order in W.P. No. 4415/2016 and related cases, provided key guidelines for implementing reservations in promotions for SCs and STs. These include applying the rule of reservation and the principle of consequential seniority under constitutional provisions. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Your Finger Shape Says a Lot About Your Personality, Read Now Tips and Tricks Undo "The GoM will look into the applicability of the Rule of Reservation in promotions as per the existing guidelines, constitutional provisions and verdicts of Supreme Court and the erstwhile high court of judicature at Hyderabad for Telangana and the Andhra Pradesh directions in the matter for recommending appropriate course of action for implementing the directions of the Supreme Court and High Court in a legally sustainable and socially sensitive manner," said chief secretary.

Cabinet likely to discuss local body polls today

Hyderabad: The state Cabinet, slated to meet on Monday, is likely to discuss and take a decision on holding the local body elections in the state, likely to be held from July onwards. As per the schedule, the Cabinet meeting will be held in the afternoon. The newly appointed ministers will be introduced to the Cabinet since this is the first meeting after the recent expansion. According to sources, the ministers will be discussing the local body elections, which are due for a long time now. Two ministers -- Revenue Minister Ponguleti Srinivasa Reddy and Panchayat Raj Minister Dhanasri Anasuya (Seethakka) – have already hinted that the notification for the local body elections would be issued by the month-end. During his visit to Khammam on Monday, Srinivasa Reddy said that a clarity on the dates of the local body elections would come after a discussion in the Cabinet meeting. Initially, there will be elections for the ZPTC and MPTC seats followed by polls to sarpanches and municipal bodies, according to sources. The Cabinet is also likely to discuss the Rythu Bharosa scheme and announce a date for its payment as the monsoon has arrived and farmers have started agricultural activities. The state government is also gearing up to implement one more promise out of six guarantees the Congress party had given during the 2023 elections. This issue may also come up for discussion. Meanwhile, Srinivasa Reddy has asked the party leaders to be ready for the local body polls. He also asked them to sort out the problems in the villages. He further said that candidates with ample winning chances would only be fielded. According to him, the state government will transfer Rythu Bharosa amount and pending bonus of super fine paddy to farmers soon.
