Site in Mayo town identified as suitable for large housing project

This was revealed at a meeting of the Joint Committee on Housing, Local Government and Heritage.
The six-hector site is currently zoned for infrastructure and utility. A report estimates that the cost of development and infrastructure will be between €68,750,000 and €86,450,000.
Dearbhla Lawson, the director of planning services for the Land Development Agency (LDA) outlined details about the site.
Ms Lawson added that 'there may be other sites the local authority has [but], this [site] has been shortlisted out of a longer process. There's probably more infill sites [in Ballina] and I'm very happy to take that forward with the local authority'.
Senator Mark Duffy welcomed the site identified by the LDA, calling it 'promising' and asked the agency to work with him on other sites across Mayo. He proposed the Ballina Mineral Water site located in the town centre. This area had previously been put through a compulsory purchase order by Mayo County Council for a new Tesco supermarket however, the proposal never came to fruition.
'In terms of acreage it's quite small, it's about 4-5 acres,' said the Fine Gael representative.
'While the site might not be the most attractive size, in terms of scale [it] can have a huge impact in being the catalyst for the regeneration of our town' he added.
John Coleman the CEO of the LDA, made clear that the main focus for development had previously been in city areas, but he confirmed that 'we will be looking at opportunities in Mayo going forward'.
Senator Duffy made the point that while he understood the thought process behind the focus on cities, he recognized there are 'financial impediments that make it more cost effective if we target towns over the 10,000 population that can help to unlock a lot of the housing challenges, because this is a crisis that faces every community'.
The type of housing that would be built on the utility site in Ballina is unknown, however the lack of social housing and affordable homes is a Mayo-wide issue, an estimated target of 708 homes are needed under the current Mayo County Development Plan 2022-2028.

Councillor Peter Flynn, the chair of Mayo County Council's Strategic Policy Committee on Housing, has said he welcomes 'any intervention that will accelerate the delivery of housing in Mayo, particularly for large scale affordable housing schemes'.
Speaking to the Irish Independent, Cllr Flynn said, 'The delivery of large-scale affordable houses and apartments is critical to any solution and the demographic of the working poor is a group that needs to be the focus of any initiative particularly in an era of almost full employment,'
"For too long Mayo County Council has failed to deliver in this area and their delivery in relation to Social Housing can be described at best as average. We have seen the extraordinary increase in working people who don't qualify for any Government or Council supports becoming homeless and the needs of these people must be urgently addressed,'
"I would welcome the LDA getting involved in Mayo towns if they particularly focus on affordable housing in suitable locations' he added.
The LDA report was prepared and submitted under Section 52 of the Land Development Agency Act 2021.

Minister seeks to ease fears of Airbnb hosts over new short-term letting rules

Minister for Housing James Browne has said Airbnb hosts on the west coast will have 90 days per year where they will not need planning permission under a new law. Mr Browne claimed that many people in parts of Kerry, Clare and Mayo who will come under new short-term letting rules this weekend live in the homes that they are renting out and so will be unaffected by a new law. Earlier this week The Irish Times revealed that when Rent Pressure Zones (RPZs) become national, popular tourist destinations that had not previously required planning permission for short-term lets now will. It prompted concern from Minister of State Michael Healy-Rae, as all of Co Kerry will now require planning permission for Airbnb-style accommodation when it did not previously. READ MORE Mr Browne told RTÉ radio's Morning Ireland 'that's the current law'. 'Every time a rent pressure zone is extended, the planning requirements kick in for short-term lets,' he said. Asked about the effect this would have on big tourism areas like Kerry, Clare, Galway and Mayo, Mr Browne said: 'a lot of them actually, the families live in the homes'. 'It's really important for those families to know that if you live in the home and you're renting out rooms, that [planning permission rule] doesn't apply,' he said. 'When this law passes, you have 90 days within a calendar year that you can rent your property out, that you don't need planning permission, so you're not going to see anybody even considering it for several months.' He said that he and Minister for Enterprise Peter Burke are bringing in 'very strict new laws' for short-term lets that will ban new planning permission for short-term lets in towns with a population of more than 10,000. 'So all of this is going to be resolved over the coming months anyway under the short-term lets plan,' he said. The Minister was also interviewed on Newstalk Breakfast where he said the new legislation would give more protection to renters. 'Renters are going through an awful lot of pain at the moment – rents are too high and I have to think of not only the renters that are currently renting but those who are home in their box rooms, in their parents' homes, who need somewhere to rent where there is no housing for them to go out and rent or to buy for that matter. So what we've taken is measures to increase that supply level. 'If we continue doing what we're doing, the pain will continue to grow as well. So I'm very conscious of the pain that everybody's going through out there who are renting and those who need somewhere to buy as well,' the Minister said. 'So the decisions I'm making this week is about increasing supply, because the only way we're going to address the cost of houses, the only way we are going to adjust the cost for renting, the way we were going to get homeless numbers down is by increasing that supply,' he told Newstalk Breakfast.

Mayo barrister leads defence team for Kneecap at UK court

Blinne Ní Ghrálaigh, originally from Mayo, is part of the defence team for Liam Óg Ó hAnnaidh after he was charged under the UKs Terrorism Act last month Coimisiún na Meán Today at 11:24 The trial of Mr Liam Óg Ó hAnnaidh, better known by his stage name Mo Chara, began at Westminster Magistrates' Court this morning. Kneecap's frontman was charged in May of this year under UK terrorism offences. This came after a video of him appeared online, where he was seen to display a Hezbollah flag during a concert at the Kentish Town Forum on the 21st of November 2024. Leading up his defence team is Mayo-born Barrister Blinne Ní Ghrálaigh. Originally from Glencalry in north Mayo, Ms Ní Ghrálaigh specialises in protest law, international law, civil liberties and human rights. She has an extensive background and is called to the Bars in the Republic of Ireland, Northern Ireland, England and Wales. She is part of Matrix, a barristers chamber in London, and also sits on the International Criminal Court's List of Counsel. Ms Ní Ghrálaigh spent her early years in the town of Glencalry before her family moved to London. A passionate advocate for human rights, this is not her first high-profile court case. She was part of the Palestinian delegation at the ICC, and spoke at the Hauge in April of this year where she stated that Israel had turned Gaza into an, 'uninhabitable wasteland, incapable of sustaining human life'. Ní Ghrálaigh's work in law began prior to her qualifying for the bar, when she worked as part of the legal team representing families of those killed in the Bloody Sunday Inquiry. She is a powerful advocate for human rights and has been described by the Legal 500 as 'a very impressive, intelligent, talented and fearless barrister', who is, 'one of the leading silks of her generation in this area' Mr Ó hAnnaidh's case has gathered a huge amount of attention. Turning up to Westminster Magistrates' court this morning, he was greeted by a crowd of cheering demonstrators waving a mix of Irish tricolour flags, Palestinian flags, and placards reading 'Defend Kneecap, Drop the Charges, Freedom for Palestine'. As the defendant made his way into court, he had to force his way through the supportive assemblage who were chanting 'Free free Palestine' and 'Free Mo Chara now'. The 27-year-old denies the terrorism charge and has branded it as an act of 'political policing'.
