Centre amends key pension rules; PSU employees to lose retirement benefits on dismissal

New Delhi: The dismissal or removal of an employee of a public sector undertaking (PSU) will lead to forfeiture of the retirement benefits, the Centre has said. However, the decision of such dismissal or removal shall be subject to review by the administrative ministry concerned, it said.
The
Personnel Ministry
has effected key changes in the Central Civil Services (Pension) Rules, 2021 in this regard.
According to the recently-notified Central Civil Services (Pension) Amendment Rules, 2025, "the dismissal or removal from service of the public sector undertaking of any employee after his absorption in such undertaking for any subsequent misconduct shall lead to forfeiture of the retirement benefits" for the service rendered under the government also.
"...and in the event of his dismissal or removal or retrenchment the decision of the undertaking shall be subject to review by the ministry administratively concerned with the undertaking," read the new rules notified on May 22.
Earlier, the rules did not allow forfeiture of the retirement benefits in case of dismissal or removal from service of the public sector undertaking employee, after his absorption in such undertaking, for any subsequent misconduct.

The new rules further said that the provisions related to continuation or grant of "pension and family pension subject to future good conduct" and "compassionate allowance" would also be applicable on such dismissed or retrenched employees.
The Central Civil Services (Pension) Rules, 2021 apply to the government servants appointed on or before December 31, 2003, except "railway servants", "persons in casual and daily rated employment" and officers of Indian Administrative Service (IAS), Indian Police Service (
IPS
) and Indian Forest Service (IFoS) among others.

With two Guinness World Records, including 22,122 tribal students performing Surya namaskarams on the eve of the International Yoga Day and for the largest gathering for yoga in one place on the IYD, the massive event gained entry into 21 World Book of Records. Sharing the statistics, Naidu stated that even as the cabinet ministers raised doubts when he called for a record breaking IYD celebrations, eventually, they reposed faith in his aspirations, extending support to the biggest endeavour organised ever in Visakhapatnam. 'Within a short span of time, Yogandhra-2025 garnered extensive support from across the people of Andhra Pradesh as they place trust in my leadership and are aware of the benefits yoga offers,' the Chief Minister stressed, adding that people volunteered happily for the event without any force. Recalling how people of Visakhapatnam refrained from bursting crackers when the CM called out for Diwali celebrations sans firecrackers when Hudhud cyclone left a trail of devastation in 2014, Naidu underlined, 'It is with the same spirit, Vizagites volunteered to make the IYD event a massive success.' About Prime Minister specially appreciating IT and Industries Minister Nara Lokesh's efforts in making yoga a true social celebration, including every section of society, Naidu stated that Lokesh succeeded in planning out 26 theme-based yoga events in a short span of time and his efforts caught the attention of the Prime Minister.

Chief Minister N Chandrababu Naidu expressed profound happiness over the success of the Yogandhra initiative and the world records achieved in performing Yoga as part of International Yoga Day–2025 celebrations that concluded in Visakhapatnam on Saturday (June 21). Two Guinness Book of World records and 21 World Records were registered by the State government. Speaking to reporters after conducting a review on the successful conduct of the celebrations in which Prime Minister Narendra Modi took part, Mr. Naidu said the event on Saturday was incident-free and a historic one. 'This was done with the use of technology and proper planning. It was a massive success and the credit goes to the cabinet sub-committee that was formed to oversee the arrangements and the officials,' he said. Mr. Naidu said a staggering 3,02,087 people have participated in the event on Saturday and the participation was voluntary. 'The enthusiasm of the people was clearly evident and that was why we could achieve this feat. People started arriving as early as 2 a.m.,' he said. Two crore people Lauding the efforts of Mr. Narendra Modi in promoting yoga across 175 countries, the CM said yoga was performed at 1.30 lakh locations with the participation of more than two crore people across the State on Saturday. 'We will come up with a Visakhapatnam Declaration with the Yoga Day as inspiration. Yoga will be a game changer in preventive healthcare,' he asserted and said Yoga, Naturopathy and Ayurveda are treasures passed down by our ancestors and Prime Minister Modi revived them. Further, green energy, Swacch Bharat and natural farming are now being taken up on a massive scale to protect the nature, Mr. Naidu said. On the occasion, Mr. Naidu said the 'Double engine sarkar' had accelerated development of Visakhapatnam. 'The Visakhapatnam Steel Plant is being revived, setting up of a railway zone is on track, Metro Rail connectivity is not far away. IT giants like Google, Cognizant and TCS are also coming to Visakhapatnam,' he said. The government will soon unveil a vision document for the development of the erstwhile three north coastal Andhra and East Godavari districts, the Chief Minister said. 'An economic corridor will come up on the lines of Mumbai. Similarly, Rayalaseema will be also have an economic corridor with Tirupati as its focal point and Amaravati will be centre for development of other districts,' he said and added that they have promised to provide 25 lakh jobs and they will deliver it. Asked about the criticism of Opposition YSRC that public money was wasted on the event, Mr. Naidu said it is unwarranted and unnecessary to speak about some individuals on happy occasions. 'Didn't he (former Chief Minister) spent hundreds of crores on Rushikonda (Palace)?' he questioned and said the Centre will bear ₹75 crore of the total amount spent by the State for YogAndhra. Records set Chief Minister N. Chandrababu Naidu said more money has to be spent to set Guinness World Records. Announcing that a total of 21 world records and two Guinness World Records were set in the month-long campaign, Naidu said aiming for Guinness Records requires expenditure of money.

National Conference president Farooq Abdullah on Saturday (June 21, 2025) said that his party would move the Supreme Court if there is an inordinate delay in the restoration of statehood to Jammu and Kashmir. "After the elections, people wanted their issues to be resolved immediately, but statehood (not being restored) is stopping us. They have many demands like they want him (National Conference MLA Altaf Kaloo) to become a minister, but how is this possible till statehood is restored," he told reporters after a meeting of the party workers in Kokernag area of south Kashmir district here. "We are waiting, but if they (Centre) take a long time then we will have no option but to go to the Supreme Court," said Mr. Abdullah. "I am hopeful that when statehood is restored, we will get all the powers," he added. Commenting on the Israel-Iran conflict, the National Conference president said he prays to God to give sense to both countries to stop the war. "I pray that God gives both Israel as well as Iran some sense and give (Donald) Trump some sense also so that he talks about peace and not war. The issues can only be resolved peacefully and nothing will be achieved without peace," he said. Addressing his party workers earlier, Mr. Abdullah while referring to the April 22 Pahalgam attack said the attackers managed to reach Baisaran and carry out the attack despite the presence of so many security forces and technologies like drones. "They (Centre) said we ended militancy here, then where did they (Pahalgam attackers) come from? We have so many forces, so many drones etc. Where did those four (attackers) come from?" asked Mr. Abdullah. "We have not been able to find them till yet. We say that we are a powerful nation now and there is no match to us, but we cannot find those four," he said. Twenty-six people, mostly tourists, were killed in the Pahalgam terror attack.
