‘서해피격' 유족 면담 의향 묻자 이종석 '검토하겠다'
이종석 국가정보원장 후보자는 19일 '서해 공무원 피격 사건' 유가족이 요청할 경우 면담을 검토해보겠다는 입장을 밝혔다. 이 후보자는 이날 오후 진행된 비공개 인사청문회 이후 '서해 피격' 피해자 유가족과 면담 의향을 묻는 기자들의 질의에 "필요하면 뵈어야겠다. 검토를 해보겠다"고 답했다. 2020년 9월 서해에서 북한군의 총격에 숨진 해양수산부 공무원 이대준 씨의 친형인 이래진 씨는 이 후보자의 인사청문회를 앞두고 "이종석 국정원장이 취임하면, 비공개도 좋으니 한번 뵙고 싶다"고 코리아헤럴드에 전한 바 있다. 이 후보자는 취임 후 서해 피살 공무원과 동해 귀순 어민 강제 북송 사건과 관련해 2022년 진행된 국정원 내부 감찰이 적절한지 점검하겠다는 의사도 밝혔다. 이 후보자는 당시 국정원 내부 감찰은 "전직 국정원장들에 대해 형사 문제나 권력 남용 문제가 아닌, 정책적 판단에 의해 이뤄진 것이기 때문에 굉장히 불행한 사건"이라면서, "복귀하고 천천히 정리를 해야되지 않을까 생각한다"고 했다. 이 후보자는 12.3 비상계엄 사태에 국정원이 얽힌 부분에 대해서도 들여다보겠다고 했다. 이 후보자는 "특검 과정에서 국정원에도 일부 조사가 들어올텐데, 국정원이 걸려있는 것들에 대해 당연히 살펴볼 생각이다"고 말했다. 그러면서 "다만 그것이 감찰이 될지, 어떤 성격이 될지는 예단하기 어렵다"고 덧붙였다. 앞서 같은 날 오전에 열린 공개 인사청문회에서 이기헌 더불어민주당 의원은 문재인 정부 당시 박지원·서훈 국정원장에 대한 형사 고발로 이어진 국정원 내부 감찰이 "있을 수 없는 일"이라고 목소리를 높이며, 경위를 밝힐 필요성에 대한 이 후보자의 입장을 물었다. 이에 이 후보자는 "국정원 내부 조직과 관련 돼 있고 전직 원장과 관련 돼 있는 사건이라 상당히 깊이 살펴보겠단 의사 표시를 했고, 앞으로 그렇게 하겠다"고 답했다. 이성권 국민의힘 정보위원회 간사는 이 후보자가 서해 공무원 피격 사건에 대한 입장 표명을 회피했다고 지적했다. 이 간사는 "이 후보자에게 서해 공무원 피격 관련해 물으니 '모른다'고 답했다"면서 "대북전문가인데 그 일을 하지 않아서 답변을 못 한다는 것은 말이 안 된다"고 꼬집었다. 18일 국회에 낸 인사청문 자료에서 이 후보자는 서해 피격·강제 북송 사건에 대한 입장을 묻는 질의에 "세종연구소 연구원으로 재직하던 시기에 발생한 사건으로 정확한 사실관계를 알지 못한다"면서, "국정원장으로 취임하게 된다면 관련 내용을 살펴보겠다"고 답했다. 이 후보자의 인사청문회 보고서 채택을 위한 국회 정보위 전체회의는 20일 열린다. (arin@ Spy chief nominee grilled over his perceptions of North Korea Lee Jong-seok, the nominee to be the director of the National Intelligence Service, faced scrutiny over his past acquaintance with a former deputy governor convicted over illegal cash transfers to North Korea at his confirmation hearing Thursday. At the hearing, Lee was asked about his past ties to former Gyeonggi Province Deputy Gov. Lee Hwa-young, who served when President Lee Jae Myung was governor of the province. The former deputy gov. was sentenced to 7 years and 8 months in prison for a 2019-20 scheme to transfer funds to the North. Prosecutors allege that the president, when he was governor, used the undergarment maker Ssangbangwool to send $8 million to North Korea. Lee has consistently denied any wrongdoing or involvement in the case. The NIS director nominee and the former deputy governor had worked together at the inter-Korean peace committee at the Gyeonggi Provincial Office since 2018. The nominee said he knew the former deputy governor strictly in a professional capacity and that he had no knowledge of the scheme at all. When asked about his past public remarks opposing the introduction of THAAD, the US antiballistic missile defense system and GSOMIA, the intelligence-sharing framework with Japan, the nominee said he believes that those were "things that are already agreed upon and should be complied with." Lee said that the foundation of South Korea's security is its alliance with the US. "That is the stance of the Lee Jae Myung administration, and I believe the same," he said. In response to The Korea Herald's question after the confirmation hearing, Lee said that he would be open to meeting with the bereaved family of a South Korean fisheries official who was shot dead by North Korean troops at sea in September 2020. "I have not yet looked into the matter, but I would consider it," the nominee said. In Wednesday's prehearing brief, seen exclusively by The Korea Herald, Lee said if he is appointed as the director, he would "look into" the shooting murder of the South Korean official. He was responding to a lawmaker's question about his stance on the case. In 2022, the NIS filed a criminal complaint against its former director Park Jie-won, who is now a Democratic Party of Korea lawmaker, for allegedly destroying the spy agency's confidential materials related to the South Korean official's death. Park denies all allegations. The criminal trial for Park and other high-level officials at the time is ongoing. In the prehearing brief, Lee also denied the accusations that he was lenient toward North Korea. "I absolutely cannot agree with the claims that I am pro-North Korea only because I have studied North Korea and the Korean Peninsula in depth," he said. Lee served as minister of inter-Korean affairs under the late former liberal President Roh Moo-hyun in 2006.

[인터뷰] 박선원 "정권 교체시 탄핵정국 속 국정원 고위급 '알박기 인사' 점검해야"
"조태용, 최소 직무유기...최대 내란·외환 방조" 국정원 능력 키워야...방첩사는 "해체 수준 정비" 尹 정부 때 한미 정보협력관계 되려 약화 [코리아헤럴드=김아린 기자] 박선원 더불어민주당 의원은 지난해 12월 3일 비상계엄 이후 윤석열 전 대통령이 직무에서 배제된 사이 권한대행 체제에서 단행된 국가정보원 고위공무원단 인사를 조태용 국정원장의 권력 공백기를 틈탄 '자기 사람 챙기기'로 규정하며 강하게 비판했다. 박 의원은 28일 코리아헤럴드와의 인터뷰에서 "계엄 직후 지난해 12월부터 올해 3월 사이에 국정원 1·2·3급 인사가 있었는데, 이는 조 원장이 정기 인사라는 명분을 내세워 자기 사람들을 심어 놓은 것으로 보인다"며 의혹을 제기했다. 박 의원은 윤 전 대통령 탄핵 정국에서 국정원 고위급 인사가 진행된 내막에 대해 "조 원장이 한덕수 대통령 권한대행 국무총리가 자신이 올린 인사안을 묵살하자, 대행을 넘겨받은 최상목 경제부총리에게 다시 요청해서 임명한 것으로 파악했다"고 했다. 이어 "만약 이번 대선에서 민주당이 집권하게 된다면, 계엄 직후 권한대행 체제에서 이뤄진 국정원 인사가 원칙을 제대로 지킨 인사인지 확인할 필요가 있다"고 봤다. 또 박 의원은 국정원이 고위직 인사들에 대한 신원조사 권한을 이용해 "국가관, 안보관을 검증한다는 명목으로 극우에 가까운 색채의 사람들을 기용하게끔 하고 있다"면서, "신원조사권을 잘못 이용하고 있다"고 지적했다. 민주당은 앞서 '내란 은폐 및 알박기 인사 저지 특별위원회'를 가동하고, 정권 말기 국정원을 비롯한 공공기관 고위직 인사를 견제하기 위한 대응에 나선 바 있다. 조 원장을 국정원법상 직무유기 혐의 등으로 경찰에 고발한 박 의원은 "(조 원장이) 국정원법 4조가 규정한 내란·외환의 죄에 대한 정보를 수집하고 배포할 임무를 하지 않았다"고 주장했다. 그러면서 비상계엄 사태에 있어 조 원장은 "최소 직무유기, 최대 내란·외환죄 방조"라며 "책임을 물어야 한다"고 목소리를 높였다. 박 의원은 "국정원이 다른 건 몰라도 우리 군의 대북 위협 행위에 대한 보고를 대통령 또는 안보실장에게 올려야 했는데, 보고하지 않았다면 단순 직무유기가 아닌 외환을 방조한 죄에 해당한다"고 판단했다. 그간 민주당에서는 김용현 전 국방부 장관 등이 계엄을 선포할 명분을 만들기 위해 북한의 국지 도발을 유도했다는 주장을 줄곧 펴왔다. 박 의원에 따르면, 이재명 전 민주당 대표는 지난해 7월경부터 윤 전 대통령의 비상계엄 선포 가능성을 우려해 당의 대비 태세를 주문했다. 박 의원은 '혹시 비상계엄을 하면 대응 방안이 있냐'는 이 당시 민주당 대표의 질문에 "필리버스터나 무제한 토론 등을 통해 비상계엄 가능성이 있다는 것을 미리 지적해 두겠다고 답했다"고 했다. 그러면서 "이때 국방위원인 김민석 수석최고위원과 김병주 최고위원도 이미 주시하고 있었다"고 덧붙였다. 박 의원은 혹시 모를 비상계엄에 대비한 대응 방안에 대해 우원식 국회의장 측과도 미리 논의가 됐다고 말했다. 그는 "계엄 선포 두 달 전 즈음에 의장 쪽에도 공유를 드렸는데, 우 의장은 이를 매우 심각하게 받아들여 만일의 사태 때 본회의장에 일찍 도착할 수 있도록 관저 대신 국회 경내에서 간혹 잠을 청하는 방안까지 얘기했다"고 했다. 박 의원은 윤 정부 들어 지난 문재인 정부 시절 시행된 국정원 개혁을 되돌리려는 시도가 계속 포착됐다고도 말했다. 그는 "이제는 폐지된 국정원의 국내 정보 수집 활동을 늘리려는 움직임이 있었다"고 예를 들면서, "계엄을 하기 위한 사전 정비 작업으로 의심돼 국정원에 계속해서 경고했었다"고 했다. 비상계엄에 따른 권력기관 개혁의 일환으로 국정원 개혁도 추진되냐는 질문에 박 의원은 국정원은 "정치 중립을 강화하는 방향으로 나아가야겠지만, 특별히 (개혁의) 대상이 되진 않을 것 같다"고 전망했다. 그는 "AI 시대에 들어 전략 정보 수집이 어려워진 지금은 국정원의 능력을 키우는 게 제일 중요한 개혁 과제"라고 강조했다. 박 의원은 정부 내에서도 국정원의 임무와 역할이 강화돼야 한다고 봤다. 그러면서 "국정원장은 부총리급의 자리로, 대북·대테러 등 국가 안보 문제에 있어 국무위원들을 주도적으로 이끌어갈 수 있는 역할을 해야 한다"고 했다. 한편, 박 의원은 국군방첩사령부에 대해선 "해체 수준의 정비가 필요하다"고 말했다. 특히 방첩사의 군 내 신원 조사 기능은 국방부 인사과로 넘기는 것이 바람직하다고 봤다. 박 의원은 윤 정부 때 오히려 한미 간 정보 협력이 약화된 것으로 보인다고 분석하면서, 국정원이 미국이 한국을 '민감국가' 지정한 것을 사전에 인지하지 못한 것을 그 징후로 꼽았다. 그는 "윤 정부의 대북 기조로 인해 남북 관계가 퇴행하면서 대북 정보력이 허술해졌고, 미국에 줄 수 있는 정보가 없어졌다"며 "정보엔 모름지기 '기브앤테이크'가 있어야 하는데, 우리 정보기관이 미국에 주는 게 없으니 신경을 쓰지 않는 것"이라고 진단했다. 박 의원은 '내란 특검'이 출범한다면, 홍장원 전 국정원 1차장 등 주요 증인들이 더 구체적으로 진술할 수 있는 계기가 마련될 수 있다고 했다. 그는 "국정원직원법은 재직 중에 알게 된 정보에 대한 발설을 제한하는데, 내란 특검의 참고인이 되면 구애받지 않고 윤 전 대통령의 지시 등에 대해 밝힐 수 있을 것"이라고 설명했다. Interview: Intelligence sharing with US weakened under Yoon, says ex-NIS deputy director South Korea's intelligence sharing with the US appears to have weakened during former President Yoon Suk Yeol's nearly three years in office, according to Rep. Park Sun-won, who served as the National Intelligence Service's deputy director. Speaking to The Korea Herald on Monday, Park said that the NIS' apparent failure to learn in advance that the US Department of Energy would place South Korea on a watchlist in January could be one indication of poor intelligence cooperation between the allies. Park argued that as a result of Yoon's "hawkish" North Korea policies, inter-Korean relations have deteriorated, which has put a dent in Seoul's ability to gather intelligence on Pyongyang. "Intelligence sharing is a two-way street. Our intelligence agency had less it could share with its US counterparts because there isn't much room to carry out intelligence operations against North Korea. The US started sharing less with us because we don't have much to give back," he said. Park said comments by some in the then-ruling bloc about South Korea potentially acquiring its own nuclear weapons also likely played a role in the drifting apart of the intelligence and security authorities of the two countries. "Talking about going nuclear is a big deal. They say it's just rhetoric, but such talk is not acceptable in the diplomatic arena. That must have alarmed Korea watchers in Washington," he said. Park said while Yoon claimed to have elevated ties with the US, the Energy Department in Washington's decision to designate South Korea a sensitive country "suggested otherwise." The indictment of Sue Mi Terry, a former Central Intelligence Agency analyst, was also a "public humiliation" for the NIS, Park said. The indictment, unsealed in July last year, alleged that NIS officials gifted Terry with luxury handbags and concealed payments in return for her favors, such as giving them access to members of the US Congress. But the ultimate blow, Park said, was Yoon's imposition of martial law, which "was brief but made a lasting impact" on where South Korea stands on the map of international relations. According to Park, the Democratic Party's then-chair Rep. Lee Jae-myung began planning around July last year how his party would respond if Yoon declared martial law. "As early as last July, I remember Lee asking what our party could do in the event Yoon imposes martial law. We had been noticing signs of such discussions taking place among some military leaders and Cabinet members," Park said. Park said that about two months before Yoon's botched martial law decree on Dec. 3, 2024, the Democratic Party had also warned Woo Won-shik, the National Assembly speaker, about the possibility. "The speaker took it very seriously. He even spoke about staying overnight at the National Assembly on a random basis so that he could convene a plenary session immediately to overturn martial law," the lawmaker said. "So we were well-rehearsed for what unfortunately ended up happening." On the night martial law was declared, inside the plenary chamber, Park orchestrated the response of his fellow Democratic Party lawmakers, telling them to delete sensitive conversations on Telegram and other messaging platforms. The lawmaker, who is well-networked within the intelligence community, also received tips that the troops who broke into the Assembly compound were from the Army's elite counter-terrorism unit. Park accused the NIS director, Cho Tae-yong, of being negligent for claiming that he had no knowledge of Yoon's martial law plans, which the lawmaker suspects were concocted at least months prior. "If he truly didn't know, which I highly doubt, then I would say he was incompetent as the chief of our intelligence service. If he did know, then he would be complicit," he said.

[인터뷰] 이성권 "北, 절반 가까운 전력 손실에도 추가 파병...청년들, 징집 피하려 자해"
[코리아헤럴드=김아린 기자] "북한은 쿠르스크 전선에서 일시적으로 후퇴할 정도의 큰 규모의 전사자가 발생한 이후에도 러시아에 손실된 병력만큼을 추가로 파병한 것으로 나타났습니다. 징집 대상이 되는 북한 청년들이 파병을 피하려고 자기 자신의 신체 일부를 훼손하는 정황까지 파악되고 있습니다." 이성권 국민의힘 정보위원회 간사는 26일 코리아헤럴드와 인터뷰에서 "국가정보원이 가장 최근까지 확인한 바로는, 러시아로 파병된 북한군 1만 1천여 명 중 최소 4천여 명이 넘는 북한군이 숨지거나 다친 것으로 파악됐다"며 이같이 말했다. 이는 지난 1월 국정원이 정보위에 보고한 북한군 사상자 규모인 3천여 명을 크게 웃도는 수치이다. 국정원은 북한이 총 파병 병력의 절반에 가까운 손실이 발생하자, 전력 보강을 위해 3천에서 4천여 명을 추가 파병한 것으로 보고 있다고 이 간사는 전했다. 이 간사는 북한군이 지난 쿠르스크 전선에서 한때 후퇴한 배경에는 전투 수행이 어려울 정도의 병력 손실이 작용한 것으로 국정원이 파악했다고 했다. 이 간사는 국정원이 북한이 우크라이나 전장에서 전사자들의 시신을 회수하며 노출을 줄이려는 동향도 감지된다고 보고했다고 말했다. 이 간사는 "북한은 전사한 병사들을 그대로 방치하기 보다는 시신을 최대한 회수하려고 하려는 경향을 보이고 있는데, 이는 외부 노출을 꺼리기 때문으로 파악된다"고 했다. 이 간사에 따르면, 국정원은 북한 당국이 파병에 따른 내부 동요를 막기 위해 사망한 병사의 유가족들에게 별도의 선물을 주는 등 보상을 제공하는 징조도 있다고 했다. 이 간사는 "북한 당국이 파병된 군인들, 특히 사망한 군인들의 가족들에게 위로 차원의 선물을 주는 등 내부 동요를 차단하기 위한 조치를 하고 있다고 보고받았다"고 했다. 국정원은 징집 대상 자녀를 둔 부모들 사이에 상당한 불안감이 퍼지는 조짐도 보고했다고 이 간사는 전했다. 이 간사는 "징집 대상 자녀를 둔 부모들이 '얼마를 주더라도 절대 못 보낸다'고 하는 얘기들이 북한 내부에서 회자되고 있다는 게 국정원에서 파악한 내용"이라고 했다. 이어 "심지어는 파병을 피하려고 의료기관에서 판정을 받기 전 북한 청년들이 자신의 신체를 일부 훼손하는 정황도 있다"고 했다. 국정원은 북한군 투입이 러시아의 쿠르스크 지역 수복 작전에 크게 기여하지는 못 한 것으로 판단한다고 이 간사는 전했다. 이 간사는 "북한 병사들은 돌격부대로 희생하는 소모적인 역할로 보내졌기 때문에 쿠르스크 전투에서 북한군의 비중이 컸다고 볼 수 없다고 보고받았다"고 설명했다. 그러면서 트럼프가 들어서면서 미국이 정보 공유 지원을 중단하고, 러시아도 빠른 수복을 위해 정예부대 위주로 전투에 투입하기 시작한 것이 우크라이나가 불리한 상황을 맞이하게 된 결정적인 원인으로 국정원은 본다고 했다. 한편 앞서 미국 국가정보국(DNI)에서 언급한 올해 북한이 7차 핵실험을 단행할 가능성에 대해서는 "북한은 핵실험을 하기 위한 모든 조건이 완비돼 있으나, 그 시점에 관해서는 판단하기 어렵다는 것이 국정원의 입장"이라고 이 간사는 전했다. 아울러 이 간사는 국정원이 김정은 국무위원장의 딸 김주애가 유력한 후계자라는 판단을 유지하고 있다고 전했다. 또 국정원은 김 위원장에게 주애 외에도 성별 미상의 자녀가 있을 것으로 추정하고 있다고도 덧붙였다. Interview: NIS tally of North Koreans killed or injured in Ukraine war rises to over 4,000 Seoul spy agency says North Koreans inflicting self-mutilation to avoid conscription The total number of North Korean troops killed or injured fighting for Russia in its war in Ukraine has risen above 4,000, according to the National Intelligence Service's latest update, ruling party Rep. Lee Seong-kweun said. Lee, the People Power Party's deputy chair of the National Assembly's intelligence committee, told The Korea Herald that the NIS' figure as of mid-March indicates more than 4,000 North Korean troops have either been wounded or killed in Russia's war. This is an increase from the total of around 3,000 -- nearly one-third of the 11,000 troops North Korea sent for Russia -- that the NIS released in January. "The latest we have is that more than 4,000 members of North Korean forces in the Ukraine war have either been killed or wounded," the lawmaker said. Lee said the NIS believes North Korea sent another 3,000 to 4,000 more troops to make up for the losses after a brief withdrawal from the Kursk front line in February. "North Korean troops have disappeared from the Kursk front briefly as a result of losing some 30 percent of their men to casualties, but they have since been replenished with additional dispatches of troops," he said. Lee said the NIS suspects that those killed or wounded could include senior-ranking officers of the North Korean forces, which was tricky to ascertain as North Korea was "covering up tracks" of its military deployment in Ukraine. "North Korea recovers the bodies of its dead soldiers as much as they can, rather than leaving them behind, in an effort to cover up any signs of their involvement in the war," he said. According to what the NIS has learned from its Ukrainian counterpart, North Korean troops were also instructed to take themselves out with a grenade if they come close to capture. "They have guidelines telling the troops to opt for self-destruction and suicide to evade capture," Lee said. The NIS does not think Ukraine has North Korean prisoners of war in its custody other than the two that had been captured in January. While Ukrainian authorities have said North Korean troops were tipping the balance in favor of the Russian side in the Kursk battles, the NIS does not think the North Korean contribution has been significant, according to Lee. "North Korean troops were mostly used like expendables in the battles, and they are not believed to have played a decisive role in Russia's recent gains in the Kursk region, which is more attributable to the US ending intelligence-sharing with Ukraine under Trump," the lawmaker said, citing the NIS. Although North Korea does not officially recognize its military deployment to Russia and has made no acknowledgement of it to its own people, the NIS finds anxiety about further conscription to be spreading, Lee said. Many young people in North Korea are only children, making the families more reluctant to send them into war. "Some are taking extreme measures such as self-inflicted mutilation of their bodies to dodge conscription, with North Korean authorities providing gifts and other consolatory offerings to families of deployed soldiers to prevent unrest," Lee said. As for the possibility of North Korea carrying out a nuclear weapons test this year, Lee said the NIS believes they are "prepared to conduct another test at any time." "The NIS has been saying for some time now that North Korea is ready to test a nuclear weapon, the only question is when," he said. The NIS' intelligence assessment with regard to Ju-ae -- the daughter of North Korean leader Kim Jong-un -- being his likely heir has not changed, according to Lee. "Ju-ae is still the most likely heir apparent, although the NIS does think the North Korean leader has other children of unknown age and sex," he said.
