Leaders hope what's called the Grappler will cut down on the need to chase in the first place. The Eagan Police Department has had nine pursuits so far in 2025. Last year, they had 23. Administrative Sgt. Rich Evans explains how the Grappler works. "It drops a net in front of the car and that wraps around the tire of the suspect vehicle, immobilizing that tire and bringing the car to a stop," Evans said. It's mounted on the front of a squad and is deployed from behind a vehicle. Officer Chris Roche is trained on using the tool. "It's a relatively simple system," Roche said. When ready, an officer activates the power, then deploys the device. Eagan police demonstrating the new Grappler tool. Eagan Police Department "Initially, you hear a lot of noise with the zip ties, like braking, and the tether stretching so the vehicle stops or begins to stop, and then you apply the brake pressure to create that distance. And then once the vehicle gets to that 30 feet distance, then you can feel sometimes like a jerking motion, or the vehicle like lurching forward from, you know, them not coming to a stop yet," Roche said. Evans worked on the funding to get the Grappler to Eagan. The install is $5,000. Each replacement net costs $400. He says it's a safer option than what the department has been using, a pit maneuver or stop sticks. "The stop stick theory is good because it can deflate tires in a controlled manner, but to do that, you have to put your officers in harm's way. Now we can preemptively work and plan. It's an effective tool to be able to get into position behind a vehicle and limit the risk of the officers and the public," Evans said. The Grappler may be used at low speeds before a chase starts, or to stop someone in a stolen car or trying to flee police. "It's been kind of a known fact for several years that people think it's a free for all, and we want to stop that. We want to actually put people behind bars, hold people accountable, catch violators and enhance public safety the same time," Evans said. Roche says during an already high-pressure situation, the Grappler can make a difference. "The advantage to this is, before we get into a lot of the unpredictability of a pursuit, or potentially before we get into that, we have the opportunity to use this tool to stop it very early on, or before it even starts," Roche said. The Grappler can also be used to stop a car during a medical emergency where there is an immediate risk. The Eagan Police Department is the first agency in Minnesota to use the Grappler. There are only a handful right now in the Midwest.

San Francisco police arrest 2 after overnight pursuit, crash in Financial District
Police in San Francisco arrested two people following a pursuit and crash in the city's Financial District early Monday morning. Shortly before 2 a.m., officers patrolling the area of 6th and Harrison located the vehicle, which they believed to be stolen. Officers attempted to conduct a traffic stop, but the driver failed to yield and a pursuit took place. The pursuit came to an end when the driver struck a parked vehicle near Sutter Street and Trinity place, police said. Officers took the driver and a second person inside the vehicle into custody and arrested them. Both suspects were taken to the hospital for non-life-threatening injuries. Police did not release the suspects' names. Additional details about the incident were not immediately available.

KCSO: 2 pedestrians struck, trapped under vehicle being pursued by deputy
Two pedestrians walking in an Oildale alley were struck and trapped under a vehicle whose driver fled on foot following a slow-speed pursuit Saturday night, according to the Kern County Sheriff's Office. A deputy at about 9:11 p.m. tried to stop the vehicle for an equipment violation and on suspicion that the vehicle was stolen, KCSO reported. But the driver didn't yield and a pursuit began. The driver went south through an alley, went of North Chester Avenue, before turning east, just south of Lincoln Avenue. The driver hit the pedestrians as he turned, KCSO said in a news release. The driver ran away, but was caught by the initiating deputy nearby. More deputies arrived, lifted the vehicle and rescued the two pedestrians, who were taken to Kern Medical with what KCSO said were moderate to serious injuries. Their names were not released. The suspect, whose name was not released, was arrested on suspicion of felony hit and run, resisting an officer and evading, KCSO said.

2 teens arrested after stolen car pursuit in San Bernardino County
Two teen carjacking suspects were arrested after leading deputies on a pursuit in San Bernardino County. The male suspects were only identified as a 16-year-old and a 17-year-old due to their minor status. On June 10, Victor Valley sheriff's deputies responded to a carjacking on the 13000 Block of Cholame Road in Victorville at 3:14 a.m. The teen boys had threatened to shoot the victim before stepping into the stolen car and speeding away. Deputies spotted the vehicle on Palmdale Road, heading east toward the 15 Freeway. When they tried to pull the teens over, they refused to yield, leading authorities on a pursuit. The chase continued for around 10 minutes before the suspects ditched the car and fled the area on foot. They were later found near Palmdale and Sequoia Roads and arrested for carjacking, vehicle theft, failure to yield and more. They were booked at High Desert Juvenile Detention and Assessment Center.
