One wouldn't want to deprive Albanese of any credit he deserved, but...
Anthony Albanese is falling back into the sort of bad habits that could bring him down as Labor leader. The value of American guarantees, promises and understandings (including ANZUS and AUKUS) is much diminished, as is the idea of one-in, all-in if someone breaches the peace. And who knows how Israel's adventures into Iran have changed the strategic map of the Middle East. If America is to have its druthers, future trade arrangements between nations will be based on bilateral arrangements, not multinational ones. Alternatively - and more likely - new regional and political alliances will form around multilateral agreements which do not include the United States. The trans-Pacific partnership - quite possibly including China, Canada and Europe - might well be a model. America may make an individualised deal with each nation, but even if it draws back from initial tariffs settings, most nations will see the wisdom of seeking markets anywhere but in the US. For many countries, a primary market will be China, preferred as a buyer or a seller ahead of the unreliable US. Australians can hardly help but be aware that the whole system of our international relationships is changing, and that Australia itself may have little influence on the final wash-up. We are not a big enough player to be invited into all the big-boys' clubs. When the US thinks of its alliances, Australia is not the first country that comes to its mind: we are probably 12th in the queue. Albanese, presumably, has rehearsed his reaction to many of the propositions that Trump can be expected to put. Is discussion to be an invitation-only jamboree, or can every parrot in every pet shop have a go? Is there a soldier in the land (or for that matter a spook) to whom the political, social and military problems should be consigned without the popular will being engaged? Is there a place at the table for Paul Keating, Malcolm Turnbull, Gareth Evans or Bob Carr, or any of the third of the electorate who vote, not for Labor nor the Liberals but for parties such as the Greens, the teals, or independents such as David Pocock? Is productivity, for which a conference of insiders is planned, more important than the place of Australia among the nations of the world? One has to hope that Albanese's silence about a time and a place for public discussion and debate is not for want of a plan to engage the population. But so far, on form, one has to expect that he lacks a plan. He has no model for public discussion, and no apparent appetite for it. This could involve reverting to the style of government that he delivered in his first term. Secretive. One thing is for sure. No one can say that Albanese has a popular mandate, arising from the landslide election, to do what he wants on such a fundamental change in our circumstances. Australia needs to develop an understanding of Australian nationality which has moved on, a bit at least, from when white men flew a flag containing a Union Jack at Gallipoli 110 years ago. It's a debate that embraces Australians whose ancestors were not here at the time of Gallipoli but are in every sense citizens nonetheless. A debate that involves Aboriginal Australians, whose interests were usually ignored while compiling patriotic encomia and pap. A debate involving young Australians who will have to live in a harsher, hotter and more hostile world because of pragmatic decisions made by current politicians on both sides of the fence. It's not for Albo to run Australians inside or out of the arena. Some within a smug party, having won the election more comfortably than anyone expected, have come to think that the election was won by Albanese's calm, patience and political genius. That the very landslide is a refutation of suggestions that first-term Labor was a "disappointment", with an inarticulate leader too timid to go far or fast, or to take ordinary voters into his confidence. Any prime minister who wins a second, or third, term will see it as a vindication of his or her personality, governing style and methods. But it is just possible that a sizeable proportion of the increased vote for Labor came more from fear of what sort of leadership or policies a MAGA-Down-Under Peter Dutton might have delivered than from enthusiastic re-endorsement of Albanese and his team. Or embrace of Albo's vision - whatever it was - of old alliances, new alliances, and how we trade with, talk with and share with our neighbours. Anthony Albanese is falling back into the sort of bad habits that could bring him down as Labor leader. Despite talking of national conversations about productivity, about tax, and about Australia's sense of itself, he seems to think discussions can take place behind closed doors, with selected participants working off his agenda, and with the general public unable to see, hear, or get even a smell or a taste of what it was all about until it has come to its predetermined conclusion. That's not a way to build a national consensus or a common understanding of how the nation will face the future. While backroom deals and fixes may see him through some of the economic problems, a failure to have a wide consultation could do him great damage when it comes to Australia's reorienting itself to current circumstances in our neighbourhood, and in whatever remains of the Western alliance. It may be that the AUKUS deal can survive, in one form or another, the big shifts brought on by Donald Trump. Australian ministers, from Albanese down, are pretending, or hoping, it can, even as NATO and other Western alliance defence arrangements seem headed for collapse. Some seem to think that the US can maintain a system of alliances around the western Pacific - involving Japan, Korea and Australia - even as European relationships implode. Perhaps, but, whether in the Pacific or the wider world, there cannot be any reversion to the situation before Trump arrived, or the situation after Trump imposed unilateral tariffs on all of his allies. No post-Trump president will be able to pretend that nothing happened during the Trump Reich, and that normal service can quickly be resumed. Trump has fractured the Bretton Woods system of international trade - what Richard Marles insists on calling "a rules-based international order" long after the game has changed. He has repudiated much of the web of relationships around Europe and the Middle East, particularly over the future of Ukraine. The value of American guarantees, promises and understandings (including ANZUS and AUKUS) is much diminished, as is the idea of one-in, all-in if someone breaches the peace. And who knows how Israel's adventures into Iran have changed the strategic map of the Middle East. If America is to have its druthers, future trade arrangements between nations will be based on bilateral arrangements, not multinational ones. Alternatively - and more likely - new regional and political alliances will form around multilateral agreements which do not include the United States. The trans-Pacific partnership - quite possibly including China, Canada and Europe - might well be a model. America may make an individualised deal with each nation, but even if it draws back from initial tariffs settings, most nations will see the wisdom of seeking markets anywhere but in the US. For many countries, a primary market will be China, preferred as a buyer or a seller ahead of the unreliable US. Australians can hardly help but be aware that the whole system of our international relationships is changing, and that Australia itself may have little influence on the final wash-up. We are not a big enough player to be invited into all the big-boys' clubs. When the US thinks of its alliances, Australia is not the first country that comes to its mind: we are probably 12th in the queue. To the extent that America-First recognises old obligations, the deals in squaring off the 11 higher in priority will severely pinch what is available to us. It will be worse if the US picks off its "allies" one by one in the manner of the supplicants (Australia included) seeking to negotiate individual deals for themselves. I am always reminded of what a senior American official once said to Margaret Thatcher when, in Washington, she spoke of the bonds of kinship and special relationship. The official said, "Madam, you may be right about this common history and so on, but I assure you that when the US is thinking of its national interest, it thinks of Britain about as often as when Britain, considering its own interest, thinks of the Isle of Wight". Polls show that Australian trust of the US has plummeted. Our distrust of Trump's America is higher than almost any other country, even Canada, and we haven't been threatened with an imperial takeover. A majority rate China as more trustworthy, even in spite of the freeze in relationships and trade sanctions after China was consciously baited by the Morrison government. Other polls show that Australians well understand the difference between a national leader and his policies, and the temper of the general population. But after the Trump election, there is also unease about his constituencies, the authoritarian, even fascist push, the influence in policy of racism, bigotry and anti-immigration feeling and the increasing influence of the Christian fundamentalist right. Much goodwill has evaporated. In contrast, the defence and intelligence establishment has not wavered in preferring the US even to Australia itself. But politicians on both sides of the fence are increasingly conscious that there is no automatic Australian mood to support the US if there were an attack on Taiwan. Nor is there any Australian instinct to see the world through American eyes. National unease is hardly helped by war in the Middle East, the reduction of Gaza and the massacre of its population, by events in Ukraine and by the apparent incapacity of Europe to unite militarily if the US is not an active partner. There is no shortage of information in public forums, much of which is highly critical of the US. Anyone can have a well-informed opinion. But that opinion is hardly being guided by Albanese or the Australian government. Very little is emerging officially canvassing possibilities about what could or should happen. Ministers seem to be denying that anything much is happening. Albanese seems to think that public comment or discussion by official figures should be avoided, lest it cause offence to Trump and inspire or incite some violent reaction. In Canada, Britain, Germany and France, ministers are openly discussing the brave new world. But not here. It is unlikely that Trump or the official US will judge that the comparative silence from Australia means that there is no discussion occurring here. But they may well deduce that the silence from the politicians, and from military and intelligence figures, suggests that the docile ally will not make much fuss. Or that it is unlikely to shift towards our own view of the world, rather than America's. An obvious example might be the American trade war with China, or in making it clear that Australia is not planning on getting involved in any measures to defend Taiwan. But there are also other issues - for example, over the nuclear submarine purchases, or vital US intelligence gathering and command equipment at Pine Gap and elsewhere. Albanese is mouthing polite nothings, other than insisting that he is not about to double our defence spending just because an American media figure-cum Secretary of Defence says we should. Marles, the weakest link in the Australian chain, is a dead letter in any argument, even or particularly when he seems to be parroting a position that has originated in the US. It cannot be expected that significant change to the relationship will occur only incrementally. Or that it will evolve naturally from events in the control of others. Nor can we assume that Albanese, or Marles, or for that matter Penny Wong, have the wit and the speed to shift American opinion. There has not even been any sort of softening-up process. The turning point, perhaps, will be when Albanese finally gets his meeting with Trump. Even there, more likely than not, it will be statements from Trump rather than Albanese to which even Australians will pay most attention. We are not leaving "home". It's the US throwing us out. In Minnesota, America's Luck Ran Out
Early this morning, a gunman apparently impersonating a police officer targeted two Democratic Minnesota state lawmakers in their homes. First, he shot State Senator John Hoffman and his wife, who were seriously wounded. Law-enforcement officials believe the same gunman then shot Melissa Hortman, who served as Minnesota's speaker of the House from 2019 to 2024. She was killed, along with her husband, Mark. In September 2023, shortly after Donald Trump yet again encouraged direct political violence against his opponents, I wrote this: 'As a political scientist who studies political violence across the globe, I would chalk up the lack of high-profile assassinations in the United States during the Trump and post-Trump era to dumb luck … Eventually, all luck runs out.' That luck has now run out, in an idyllic Minneapolis suburb. Although details are still emerging, law-enforcement officials are searching for a former appointee of Democratic Governor Tim Walz in connection with the killings, which Walz called 'politically motivated.' The gunman reportedly had a manifesto and a list of targets that included the names of other Minnesota politicians as well as abortion providers in the state. Law-enforcement authorities intercepted but were not able to arrest the shooter shortly after he assassinated Hortman. Had they not, it's possible that he would have made his way to the homes of other Minnesota officials, trying to murder them too. Political violence—and assassinations in particular—are notoriously difficult to predict, precisely because the violence is often carried out by 'lone wolf' attackers. Just one deranged zealot is sufficient to carry out an act of consequential violence. In a country of 340 million people and even more guns, there will always be a small pool of potential killers eager to wreak havoc on the political system. That's why researchers who study political violence, including myself, try to understand what elevates or reduces the risk of violence, even if it can never be fully eradicated. In a context such as the United States, three key factors stand out: easy access to deadly weapons, intense polarization that paints political opponents as treasonous enemies rather than disagreeing compatriots, and incitements to political violence from high-profile public figures. When you combine those three social toxins, the likelihood of political violence increases, even as it remains impossible to predict who will be targeted or when attacks might be carried out. Again, law-enforcement officials still don't know the attacker's precise motivations, and trying to draw conclusions from any single act of political violence is foolish. Because they are rare, randomness plays a role in these instances, and many perpetrators are mentally unwell. But consider this comparison. Although we can't say that climate change caused a specific hurricane, we know that climate change produces stronger hurricanes. Similarly, we may not be able to draw a direct link from rhetoric to a specific act of violence, but we do know that incitements to violence make killings more likely. The United States has repeatedly refused to do anything about easy access to deadly weapons, despite having, by far, the highest rate of mass killings among developed democracies. As a result, the only feasible levers are reducing polarization and stopping high-profile incitements to commit violence. Instead, during the Trump era, polarization has sharply increased. And over the past decade, Trump himself has been the most dangerous political actor in terms of routinely inciting violence against his opponents, including against specific politicians who could become assassination targets. Such incitements matter. When a person with a massive public platform spreads information that encourages violence, attacks become more likely. From the April 2023 issue: Adrienne LaFrance on America's terrifying cycle of extremist violence From the beginning of his first campaign for president, Trump encouraged supporters to beat up hecklers at his rallies, saying he'd cover their legal bills if they ' knock the crap ' out of them. He floated the ideas of shooting looters, shooting shoplifters, and shooting migrants crossing the border. Trump also targeted the press, sharing a variety of violent memes involving specific outlets. He endorsed Greg Gianforte, now the governor of Montana, specifically because he violently attacked a reporter. ('Any guy that can do a body slam, he is my type,' Trump said, to cheers.) And, at the end of his first term, Trump's speech on the National Mall on January 6 doused an already incendiary environment, culminating in a violent attack on the U.S. Capitol building. Trump's rhetorical incitements to violence extend to politicians, too. He has called his political opponents ' human scum.' Even more worrying are Trump's endorsements of violence against specific Democrats. In 2016, he suggested that maybe there was something that ' Second Amendment people ' could do to deal with Hillary Clinton. In October 2022, when a QAnon disciple who had peddled Trump's lies about the 2020 election attempted to assassinate then–Speaker of the House Nancy Pelosi—and fractured her husband's, Paul's, skull with a hammer—Trump made light of the incident. (His son Donald Trump Jr. posted a photo on Instagram of a hammer and a pair of underwear like the ones Paul Pelosi had been wearing during the attempted murder, with the caption: ' Got my Paul Pelosi Halloween costume ready.') Less than a year later, Trump openly mused that Mark Milley, the former chairman of the Joint Chiefs of Staff, should be killed. When such language becomes normalized, deranged individuals may interpret rhetoric as marching orders. In 2018, Cesar Sayoc, a die-hard Trump supporter, mailed 16 pipe bombs to people who frequently appeared as targets in Trump's tweets. (Nobody died, but only because Sayoc wasn't skilled at making bombs.) In 2020, Trump tweeted that people should 'LIBERATE MICHIGAN!' in response to its COVID policies. Thirteen days later, armed protesters entered the state capitol building. A right-wing plot to kidnap the governor, Gretchen Whitmer, was narrowly foiled months later. It also matters that Trump is one of the biggest vectors for spreading conspiracy theories and misinformation in the United States. When a major political figure disseminates lies about shadowy plots and treasonous acts carried out by the 'human scum' on the other side of the aisle, that can increase the likelihood of violence. (Several followers of QAnon, which Trump has repeatedly amplified himself, have carried out political violence based on the conspiracy theory.) Trump often makes a brief show of condemning political violence—as he has with the killings in Minnesota. While trying to play both the arsonist and the firefighter on social media, his actions in power make clear where his true loyalties lie, sending much stronger signals. One of his first official acts at the start of his second term was to pardon or grant clemency to people convicted for their involvement in the January 6 riots, including those who had violently attacked police officers and were targeting lawmakers. In recent weeks, Trump has floated the possibility of pardoning the far-right zealots who sought to kidnap Governor Whitmer in Michigan. The message is unmistakable: Use violence against my political opponents and there may be a pardon waiting. Joe Biden abused his pardon power to protect his son from tax-evasion charges. Donald Trump abused his pardon power to condone those who attacked cops and hoped to murder politicians. Both abuses were bad. But they are not the same. Trump, more than anyone, should be aware of the risks of political violence. After all, he narrowly escaped an assassin's bullet last summer. He would be dead, but for a gust of wind or a slightly different tilt of his head. But when that assassination attempt happened, Biden didn't mock it; Kamala Harris didn't float the idea of pardoning the assassin; and House Minority Leader Hakeem Jeffries hadn't previously mused that Trump should be executed, or that he was human scum, or that Jeffries would pay the bills of people who used violence against Republicans. Neither party has a monopoly on the risks of political violence. Democrats and Republicans in public office are targets who face credible threats in a hyper-polarized political climate. Likewise, supporters of Democrats and supporters of Republicans are both capable of carrying out political violence. (There have also been a small number of statements by Democrats that could be interpreted as incitements to violence, including some by Representatives Maxine Waters of California and Dan Goldman of New York. Goldman apologized for his phrasing the following day.) The difference is that only one party is led by someone who uses his megaphone to routinely normalize and absolve acts of political violence. Do Trump's hardline tariffs and travel bans put off Brits from visiting the US?
Tariffs, travel bans, mass firings – if there's one thing you can be sure about with Donald Trump, it's that he'll make news. Constantly . That's even the case here in the UK, where most of his decisions have no direct impact. But is all that coverage having an effect on Brits hopping across the pond for a vacation? If you look at the dry numbers from the US National Travel and Tourism Office, you might think the answer is no. In January, the month of Trump's second inauguration, the number of UK visitors to the US was 5% higher than the previous January. February and April also saw more Brits going to the US than the same months in 2024, suggesting that far from putting people off, we may even be more keen to visit the country when it's run by Trump. ABTA, the British trade association for the travel industry, tells a similar tale. They 'haven't seen any significant changes in terms of UK-US travel post-Trump administration', a spokesperson told Metro, with 'no noticeable shifts away' from the States. But that may not be the full story. Australia-based tour company Intrepid Travel offers small-group trips to destinations as diverse as Nepal, the Galápagos Islands, Antarctica – and the United States. However, the latter has had a significant fall in interest over the past five months, with bookings from UK customers down 12%. That decline appears to be driven by one age group in particular: 21 to 30-year-olds, with whom bookings have fallen by almost a quarter. There was less of an impact for customers above that age bracket. Joanna Reeve, Intrepid's General Manager for the UK & Ireland, told Metro: 'While there is no way to know for sure what is causing the dip, negative perception of the US under the new administration could be playing a part in people's travel choices. 'New immigration rules and travel restrictions could be off-putting for potential visitors.' The country still remains popular overall, she said. According to the Office for National Statistics, the US was the sixth most popular country visited by UK residents in 2023 – though it wasn't far off Portugal and Greece in fifth and fourth place respectively. A survey for ABTA taken in summer last year – before Trump was elected, but while the presidential election campaign was in full swing – found the US came third after only Spain and France when people were asked where they planned to visit in the next 12 months. Even those who disagree with the direction of the Trump administration might want to consider visiting the US in order to mitigate its impact, Joanna suggested. She said: 'There are ways to travel there in a way that supports local people, like through supporting indigenous-led experiences. More Trending 'We're also encouraging people to visit and support the National Parks as they are facing huge cuts to their funding.' Interestingly, the attitude of young travellers with Intrepid – if they are indeed being put off by Trump – does not appear to reflect the broader UK. An Ipsos poll from just before Inauguration Day in January found 18 to 34-year-olds were the most likely age group in the UK to have a favourable view of the US President. However, 47% of Brits between those ages still disliked him compared to 31% who felt the opposite. Those aged 35 to 54 were 64% unfavourable, while 72% of those aged 55 or over felt the same.
