Changes in engineering admission rules announced, institutional admissions to follow merit

Additionally, institutional-level admissions will only take place after all four CAP rounds and be strictly based on merit. For the first time, students can also apply for institutional admission through the CET Cell portal if a college refuses their application. Vinod Mohitkar, director of the directorate of technical education, provided detailed information about these updated rules. He clarified that these changes would apply not just to engineering but also to all unaided private professional courses across Maharashtra.

Institutional round applications for engg, mgmt via CET cell too
Mumbai: Aspirants seeking admission in the institutional round for engineering, management and pharmacy courses can now apply centrally through the state's CET cell too. Previously, candidates only had the option of approaching individual colleges directly and often faced the risk of being turned away on various pretexts. To bring in more transparency in admissions to institutional quota seats across technical courses, including diploma, undergraduate and postgraduate, the state govt has decided to step up precautionary measures. For instance, the govt has now removed the ambiguity in the definition of 'NRI', paving the way for only genuine candidates to secure seats under the quota. Additionally, the state's Fees Regulatory Authority (FRA) also fixed fees for institutional quota seats for the first time in technical colleges—private, unaided colleges can now charge up to five times the fees for merit seats from NRI students and three times from students taking admission in management seats. The govt issued a notification bringing in amendments in the Maharashtra Unaided Private Professional Educational Institutions (Regulation of Admissions and Fees) Act, 2015 on Friday. One of the provisions in the notification stated, "In case a candidate is unable to submit the application directly to the concerned institute for any reason, the candidate shall have the opportunity to apply through the website of the CET cell till the date of allotment of final admission round. " These applications will be forwarded to the respective institutions after the allotment process of round four and will be considered for merit, it mentioned. Vinod Mohitkar, director, directorate of technical education, said the govt is not overstepping on the rights of management to conduct the institutional round. "We receive some complaints from students about certain institutions refusing applications for the institutional round. We are, therefore, only offering students an additional platform to apply. These applications will be compiled and sent to respective institutions and they will include these names, while preparing their merit list," said the director. Some of the admission rules were also modified in the notification, but were announced before. The state's cabinet, in a meeting this week, also announced aspirants seeking admission under the NRI quota for any courses will have to submit a certificate from respective consulate offices or documents mentioned in Guardians and Wards Act, 1890. A department official said even local students claimed admissions under NRI quota by submitting affidavits. Higher and technical education minister Chandrakant Patil had announced revision in admission process for more transparency.

Engineering aspirants can now apply through state CET cell for admission under institutional quota
Engineering aspirants seeking admission under the 20% institutional quota in Maharashtra can now apply through the Common Admission Process (CAP) conducted by the state CET Cell. While colleges will retain the right to issue their own merit lists, this new option aims to give students an alternative to apply if direct applications to colleges is not possible due to any reason. With MHT-CET results out, engineering admissions in Maharashtra are expected to start soon. The Higher and Technical Education Department announced revised rules on Friday. The government has already declared clear eligibility criteria for NRI candidates—who will occupy 5% of institutional quota seats. Additionally, colleges are already informed about fee-related guidelines for these seats. They charge up to three times the regular fees for management quota seats and five times more for NRI quota seats. All this streamlining is expected to bring greater transparency to engineering admissions, including those under institutional quota. The notification declaring amendment to the Maharashtra Unaided Private Professional Educational Institutions (Regulation of Admission to the Full Time Professional Undergraduate, Post Graduate, Integrated or Dual Degree Technical Courses) states, 'in case candidate is unable to submit the application directly to the institution concerned for any reason, the candidate shall have the opportunity to apply through the website of the Competent Authority till the date of allotment of final CAP Round. These applications will be forwarded to the respective institutions after the allotment process of CAP Round-IV. The concerned institution shall consider such applications while preparing the Inter-Se-Merit.' Traditionally, 80% of engineering seats are filled through CAP, with the remaining 20% filled by colleges under the institutional quota. As per information shared by the Directorate of Technical Education (DTE), while this process remains unchanged, students now have the CAP portal as an optional route for institutional quota applications. Director of DTE, Vinod Mohitkar, said, 'There is absolutely no intrusion on admissions done at the institutional level. We are only providing an optional platform for students to apply for those seats. This is only because we would receive random complaints from students that certain institutes are not taking their application of admission under institutional quota. In such cases they will have another option to apply. These applications will be sent to colleges to consider while declaring merit list.' Another significant change is the introduction of a fourth CAP round, as opposed to established practice of three CAP rounds. This is expected to allow students one additional chance to secure admission through CAP before the institutional round begins. Furthermore, there will be stricter rules for admission confirmation. Previously, confirmation was only mandatory if candidates were allotted their first-choice college. Now, in Round 2, confirmation is required if the allotted college is among the top three choices, and in Round 3, if it is among the top six.

Highest package, Dubai placement on cards: Three from Govt Polytechnic Nagpur secure Rs 12.72 lakh package after engg diploma
In a first, three Diploma students from government polytechnic, Nagpur have secured an annual package of Rs.12.72 lakh by Voltas limited. All three of them, including one girl, are students of Diploma in Mechanical Engineering and will be placed as technicians outside of India, most probably in Dubai. Calling it to be 'historic placement record by any polytechnic' Dr. Vinod Mohitkar, Director at the DTE said, 'This proves that diploma students with quality education can also bag high-paying jobs with skill-oriented and industry-relevant training. This development is opening major opportunities for rural students through diploma education. Industry is looking for relevant talent having focused training.' According to Mohitakar, on an average, Diploma students from Polytechnic get approximately Rs.3 lakh per annum. And the Government Polytechnic in Nagpur has been one of those institutes which have shown good placements for their students for the past few years. This polytechnic also allows other institutes from nearby localities to participate in placements. Principal of the government Polytechnic in Nagpur Dr. Rajendra Mogare, emphasized the importance of the strong existence of Training and Placement Office (TPO) at their institute for effective relations with potential recruiters. 'Additionally, thanks to DTE, in the past few years, various changes have been brought to the curriculum of Diploma in engineering to make our students ready to work in industry. Irrespective of the branch of Diploma a student is pursuing, they are given knowledge of artificial intelligence. Furthermore, we have a Centre for Excellence at our institute where real-time industry projects are worked upon allowing a great exposure to our students,' said Mogare adding that out of approximately 600 students from the institute 582 participated for placements and all of them were placed successfully. 'Students have bagged pay-packages in range from Rs.1.82lakh to Rs.3.3lakh per annum. These three students bagged the highest pay-package offered. After taking additional training by the company in thier Mumbai office for a few days, these students will then head to Dubai for jobs. The company required trained mechanics who have all new-age skills,' said Mogare. The Government Polytechnic in Nagpur also has a unique tie-up with companies such as Tata Motors and Wipro wherein select students from their institute are hired by these companies and get to pursue engineering degree in relevant branches at a reputed engineering institute.

Engg admission: Soon, four CAPs and seat confirmation by round 3
Mumbai: For admissions to engineering institutions in Maharashtra, state govt plans to conduct four centralised admission process (CAP) rounds, instead of three, and impose a stringent rule for seat confirmation in the first three rounds from this academic year. While a govt resolution (GR) to this effect is yet to be released, state higher and technical education Minister Chandrakant Patil announced the change in the engineering admission process during a media interaction on Thursday. Engineering admissions are likely to commence after MHT-CET results are out by mid-June. These changes will ensure more engineering seats are filled through the centralised admission rounds and to prevent students from blocking seats until the last admission round, said officials. Seats blocked until the end of the centralised rounds are filled at institutional level, thereby denying a fair chance to students with lower merit ranks. In this year's admission process, if students are allotted seats in the college of their first choice in the first round, they will have to secure them. "Several students hold on to the seats they get in the initial rounds by using the 'float' option and continue to wait for a betterment chance, thereby blocking the seats until the end of all the rounds. These seats later get converted to management seats, which are filled at the institutional level. Since students continue to block CAP seats, many with lower merit ranks do not get a fair chance in the centralised rounds," said Vinod Mohitkar, director of technical education. He added that the state used to follow this process about a decade ago, which was changed in the later years. In the fourth round, students will have to take any seat that is allotted to them. Institutional rounds are conducted to fill the remaining vacant seats. Patil said they want to bring in more transparency in the admission process and also ensure a majority of seats in colleges are filled through the state's centralised process before going to the institutional round. He added that the changes are similar to the ones introduced for polytechnic admissions a few days ago.
