1 2 Prayagraj: The Prayagraj Police have installed eight air coolers and 18 fans at their stable in reserve police lines to safeguard horses from intense heat, as temperatures exceed 43 degrees Celsius in Sangam city. The horses receive Glucon D and two varieties of special salt to aid digestion and regulate body temperature. The Prayagraj district police maintain 18 police horses, with each valued between Rs 70,000 and Rs 2 lakhs. The police department has assigned 10 trained mounted policemen, including a Reserve Inspector (mounted police) and hostlers, to care for the horses at the reserve police lines stable. Speaking to TOI, reserve inspector Vinod Kumar Singh said: "A total of eight air coolers have been installed in the stable to offer a respite to the horses in the prevailing heat wave conditions. A veterinary doctor has also been engaged for the horses' healthcare." Singh elaborated on their dietary requirements, stating, "We maintain a special diet for each horse. They are fed chana, jau, chokhar, salt and an adequate amount of grass along with adequate water per day." During winters, the horses receive blankets for warmth, he said. The ED has provisionally attached 10 properties valued at around `3.01 crore in Greater Noida, Patna, and Darbhanga, as part of its probe into the alleged Patna Medical College and Hospital (PMCH) medical supply scam. The attachments were made under PMLA in connection with allegations that PMCH officials, in collusion with various suppliers, procured medicines and equipment at exorbitant rates and in much higher quantities, causing a loss of 'approximately `12.63 crore' to the exchequer. The ED initiated its investigation based on an FIR and chargesheet filed before the Special Vigilance Court in Patna, under various sections of IPC and Prevention of Corruption Act, 1988. The case, originally registered by the Bihar Vigilance Investigation Bureau, named the then PMCH superintendent, Dr Om Prakash Choudhary, among the accused. According to officials, alleged irregularities occurred during the financial years 2008-09 and 2009-10, when hospital authorities, 'in connivance with various suppliers, purchased medicines, chemical reagents, machines, and medical equipment' at inflated prices and in quantities far above actual requirements. Earlier, in November 2020, the ED had attached movable and immovable assets worth `3.14 crore belonging to 'Dr Om Prakash Choudhary, Dr Vinod Kumar Singh, Dr Ganesh Prasad Singh, Amit Kumar Dhandhania, Bimal Dalmia, and their family members'. These assets, including flats, land, luxury vehicles, and bank deposits, allegedly represented proceeds of crime, as per ED officials, who said provisional attachment was confirmed by Adjudicating Authority under PMLA in New Delhi in April 2021. A prosecution complaint was filed before Special Court (PMLA) in Patna, which took cognisance of money laundering offence in April 2022. With the latest order, the total value of assets attached in now stands at `6.15 crore.

Patna: Patna zonal office of the Directorate of Enforcement (ED) on Friday said it has provisionally attached 10 immovable and movable properties of various medical item suppliers, collectively worth Rs 3.01 crore, situated at Greater Noida (UP), Patna and Darbhanga districts under the provisions of Prevention of Money Laundering Act (PMLA), 2002. The money laundering case pertains to various suppliers, who supplied medicine, reagents, machines, equipment at exorbitantly higher rates and in much higher quantities to the Patna Medical College and Hospital (PMCH) in connivance with officials of the Bihar's premier medical ED initiated investigation based on an FIR and chargesheet filed before the Special Vigilance Court, Patna, under various sections of the Indian Penal Code, 1860 and the Prevention of Corruption Act, 1988, against Om Prakash Choudhary, the then superintendent of PMCH, and others. As per the FIR, during the financial year 2008-09 and 2009-10, the officials of PMCH, in connivance with various suppliers, purchased medicines, chemical reagent, machines, medical equipment at higher rates and in much higher quantities than the required quantities which resulted in loss to the state govt's revenue of Rs 12.63 crore (approx). "Earlier, in this case, movable and immovable properties of Rs 3.14 crore (approx) in the name of Om Prakash Chaudhury, Dr Vinod Kumar Singh, Ganesh Prasad Singh, Amit Kumar Dhandhania and Bimal Dalmia and their family members which represented proceeds of crime (POC), were attached vide provisional attachment order dated Nov 5, 2020 which was confirmed by the adjudicating authority, PMLA, New Delhi vide order dated April 30, 2021," the central investigating agency said in a statement on Friday."During the course of further investigation, proceeds accrued to the suppliers on account of supply of medicines, chemical reagent, machines, medical equipment etc at exorbitantly higher rates and higher quantities in connivance with officials of the PMCH, has been identified to the tune of Rs 3.01 crore and the same has been attached under the provisions of PMLA, 2002, the statement said."Further investigation in the case is under progress," the agency in Sept 2013, the state's vigilance investigation bureau filed a case against 15 people, including former PMCH superintendent Dr Choudhary, for serious financial irregularities in purchasing medicines, chemicals, reagents, equipment etc which caused huge loss to the govt Choudhary, the then nephrology department head Dr Vinod Kumar Singh, the then deputy superintendent of the hospital, Dr Ganesh Prasad, storekeepers Raghunath Sharan and Shivendra Prasad, drug inspectors Vikas Shiromani and Ashok Kumar Yadav, office superintendent-cum-accountant Vishnudev Prasad, office superintendents Nand Kishore Prasad and Anand Bihari, accountant Umesh Sharma, equipment purchase clerks Vishnudhari Thakur, Vijay Narayan Rai, Sunil Kumar Gupta and Raj Kumar also were made accused in the case.
