Ukraine and US launch Reconstruction Fund under minerals deal

Source: Yulia Svyrydenko on X (Twitter), as reported by European Pravda Details: Svyrydenko confirmed the final step, a diplomatic note from the United States, which she received on Friday morning from US Chargé d'Affaires Julie S. Davis. "The fund is now officially launched," Svyrydenko said. She noted that the agreement establishes a true partnership based on equality, respect for Ukraine's national interests and joint management with the United States. "The Fund is a symbol of long-term strategic commitment. Together, Ukraine and the United States will invest in the recovery and growth of our country – on terms that protect our sovereignty and empower our future," Svyrydenko wrote. Background: On 8 May, the Verkhovna Rada (Ukrainian Parliament) voted to ratify the agreement on establishing a joint investment fund between Ukraine and the United States. All 338 MPs voted in favour, with none of them abstaining or voting against ratification. On 13 May, Ukraine signed two commercial agreements with the US International Development Finance Corporation to advance the ratified agreement on the fund's creation. Zelensky rejects Russia's ‘theatrical' 3 day truce, says won't Putin's ‘games'
Ukrainian President Volodymyr Zelensky on Friday rejected a three-day ceasefire ordered by Russian President, describing Vladimir Putin's move as a theatrical performance, reported AFP. Also Read: United States 'will not be the mediators' in Russia-Ukraine peace talks: Department of State Zelensky's conservation with reporters, which took place on Friday, was released on Saturday, where he stated, 'This is more of a theatrical performance on his part. Because in two or three days, it is impossible to develop a plan for the next steps to end the war." He added that Ukraine would not be "playing games to create a pleasant atmosphere to allow for Putin's exit from isolation on 9 May". Moscow had proposed the three-day truce to begin on May 9, coinciding with World War 2 commemorations, seeking to test Ukraine's 'readiness' for long-term peace. They also claimed that Zelensky had made direct threats against events on the holiday. Volodymyr Zelensky stated that several countries had asked Ukraine to ensure their safety while they attended World War 2 commemoration events in Russia, but stated that they were not responsible for what happened in the country. "They are ensuring your safety," Zelensky added, stating that Russia was capable of arson, explosions and more which would be blamed on Ukraine later as well. 'He is threatening the physical safety of veterans who will come to parades and celebrations on the holy day. His statement is, of course, a direct threat,' said Russia's foreign ministry spokeswoman Maria Zakharova said on Telegram, as quoted by AFP.

Zelensky praises ‘truly equal' US
Ukrainian President Volodymyr Zelensky on Thursday praised the recent mineral deal with the United States as a 'truly equal agreement,' reported AFP. During his daily address, Zelensky hailed the re-worked agreement which had been in the pipeline for months, and had been delayed due to a spat with US President Donald Trump. There is no debt in the deal, and a fund, a recovery fund, will be created that will invest in Ukraine and earn money here," he said. Both parties signed the deal on Wednesday, which will seek to develop the critical mineral resources in Ukraine. The agreement had changed significantly with compromises on both ends. However, President Zelensky denied that there was any clauses on debt or repayment in the new agreement. Washington has argued that boosting business interests in Ukraine would automatically act as a deterrent for Russia. The mineral deal, which has been in the works for a long time, gives the United States priority access on investment projects involving Ukraine's aluminium, graphite, oil and natural gas resources, reported Bloomberg. Further, through a reconstruction fund, most of the profits of these projects will go towards rebuilding infrastructure in Ukraine that has been destroyed by Russian missile strikes and military action. The deal also aligns with Ukraine's aspirations to join the European Union, a non-negotiable condition for Kyiv.
