29-year-old dies after tree fall in Bengaluru, Eshwar Khandre orders safety drive
Karnataka Forest Minister Eshwar Khandre has directed officials to launch an urgent campaign to identify and trim dangerous trees across the state. This comes as heavy rain and wind toppled trees and branches across Bengaluru, leading to injuries and at a tree protection event near Bengaluru Cantonment, where he helped remove concrete encroachments around roadside trees, the minister said, 'Tree roots are weakening due to slabs, tiles and cement being placed around them. This has to stop.'advertisementKhandre reiterated that all urban local bodies, highway authorities, horticulture department and social forestry divisions must act immediately to remove concrete and asphalt around trees, as already directed in a government order. Khandre also expressed sorrow over the recent death of 29-year-old Akshay Shivaram, who suffered fatal skull injuries after a tree branch fell on him while riding a an HR executive who had been battling for life after a tree branch fell on his head on June 15 while he was riding his scooter, died on Thursday, police officials confirmed. BMC's Tree Authority seeks Supreme Court approval to cut trees for Goregaon-Mulund Link Road project in Mumbai
Mumbai: BMC's Tree Authority (TA) filed an application with Supreme Court seeking directions to fell 1,134 trees in Film City for the Goregaon-Mulund Link Road (GMLR) project. Pointing out that in Jan, SC had directed that no tree could be cut in Aarey without its permission, the Tree Authority submitted that while the project falls in Aarey village, it is not in the Aarey Milk Colony. The GMLR project envisages developing road connectivity from Western Express Highway to Eastern Express Highway to reduce travel time by almost an hour between Mulund and Goregaon. The trees to be felled are for the 6.2km twin tunnels, which are part of the 5.3km GMLR between Film City, Goregaon, and Khindipada (Amar Nagar), Mulund. "The project involves development of a road through a tunnel to preserve the green space on the ground," stated the Tree Authority, while seeking permission to cut the trees. The Authority informed that Tunnel Boring Machines and launching of shaft work were crucial for the tunnel works. "For digging the pit structure, it is required to clear ground space and, in the process, a certain number of trees are required to be felled," the application read. Furthermore, the shifting of the launching shaft location resulted in an increase in the number of trees to be felled by 40. The shaft was shifted to avoid the relocation of a tribal hamlet, Habalepada. The excavation would require the felling of 95 trees, and the authority requested permission to fell these trees in phase I. It also submitted a letter from the Aarey Colony chief executive officer stating that the tunnels do not fall within the area of the Aarey Dairy Development department. "It is reiterated that the land under consideration for the GMLR project does not fall under the Aarey Colony, however as a matter of abundant caution and in due deference to the orders passed by this court, the applicant has filed the present application seeking leave of this court to proceed with felling of 95 trees in the first phase and seeks liberty to approach this court for the felling of trees in the second phase keeping in mind the requirement for the said public project," said the Tree Authority in its application.

Mysuru: Environmentalists seek amendment to Karnataka Tree Preservation Act
Underlining lacunae in the Karnataka Tree Preservation Act in vogue in the State, an action committee to Save Environment (Parisara Ulivigagi Kriya Samithi), an umbrella organisation of various environmental groups in the city, has urged the government to make suitable amendments to strengthen it. In a letter addressed to Chief Minister Siddaramaiah, members of the group led by activist Parashurame Gowda have called for abrogation of the clause that indemnifies government officials by providing a degree of protection from legal proceedings arising from their actions under the said Act. In addition, the powers to permit tree felling should be revoked from the Deputy Conservator of Forests and vested with officials of the rank of CF or above, said the letter. The environmentalists also called for declaration of a green zone around Chamundi Hills, Kukkarahalli Lake, Lingambudhi Lake etc and sought a ban on tree felling in a radius of 2 km to 5 km from these natural ecosystems. Calling for a long-term vision for road widening and other linear infrastructure works, the Government was asked to take up afforestation three years ahead of scheduled civic works which entail tree felling. Underlining the imperatives of the involvement of local people on environmental conservation issues, the Chief Minister was urged to appoint four senior persons, who are also interested in environment conservation, to the Tree Authority by bringing in a suitable amendment to the Tree Preservation Act. Members of the Committee said that it should be made compulsory to take permission of the Tree Authority in future to fell trees more than 10 years old within a radius of 5 km of a city or town. The amendment to the Act should ensure that all land - be it private or government land including gomal land, be brought under the purview of the Authority. Pointing out that at present the Tree Authority existed only on paper and it was inactive, the Committee suggested to the Chief Minister to revamp it and constitute new tree authorities at the ward level. The government was urged to identify trees that were on the verge of collapse and ensure that new saplings are planted ahead of their felling for public safety. In a bid to address the growing population of Mysuru and the accompanying vehicular density, the government was urged to develop satellite centres to decongest the existing city. The letter to the CM is a fallout of the tree felling incident in which 40 trees, each more than 40 years, was axed on the Hyder Ali Road for widening it and which triggered outrage among the public.

29 palm trees axed in New Panvel 5 months ago, but work yet to begin, says activist
Panvel civic body felled 29 mature palm trees five months ago for a road widening and drainage repair project, but the work is yet to commence NAVI MUMBAI: Five months ago, 29 mature palm trees, two decades old, were felled in New Panvel (E) by the Panvel civic body . The reason given was the necessity for a civic project involving road widening and drainage repair, as the trees were planted on the pavement covering the drainage channel. However, the civic body has not yet commenced the work. A local tree activist wrote to the civic chief on April 15, alleging that the project was merely an excuse to remove the palm trees to meet the demands of some societies in the area. These societies allegedly influenced the Tree Authority to grant the necessary permission with the support of an ex-corporator. When the trees were axed in December last year, the tree activist complained to the Panvel civic body's Tree Authority, claiming it was an unjust action that destroyed the area's greenery. The complainant, tree activist Parshuram Vogety, stated, "I submitted the written complaint to the Panvel civic chief on April 15 after I saw that the civic project of road widening and drainage repair, for which 29 palm trees were axed five months ago, had not started. But the concerned Tree Authority has not responded to the complaint even after a fortnight." He added, "The hacked Palm trees grew majestically to 14 metres in height over the last 25 years. There was not even a centimetre of space left for road widening. Also, when trees are planted on the footpath covering the drainage channel, there is always a possibility that when the trees grow, they will damage the drainage channel as the tree roots penetrate the ground. The Panvel civic body has planted trees on the pavements in Khanda Colony and New Panvel (E). What is the point in planting trees if they are not allowed to grow freely or are hacked for selfish reasons? Trees are hacked before and during the monsoon by societies and municipal corporation employees, by MSEDCL officials, during festive occasions such as the Ganpati festival by pandal owners, by shopkeepers who see them as a hindrance to their signboards, by builders, etc. The stretch of road on which the Palm trees exist is frequented by scooters and cars only, and has very little traffic. I have never seen flooding on this road during the monsoon. Instead of concentrating on cleanliness and other high-priority works, PMC is the first in hacking and trimming trees." Panvel civic body's assistant municipal commissioner (Tree Authority) Swarup Kharge said, "The road widening and drainage repairing work was proposed by Panvel civic body's engineering department. The proposal mentioned the necessity to cut down 29 Palm trees creating obstacles for the project. Hence, in May, a notice was published in local Marathi newspapers for objections or suggestions, if any, within one week. As there was no response, the trees were felled. However, the felled trees will be compensated by planting the same number of trees in the vicinity for which the engineering department has demarcated an area." An official from Panvel civic body's engineering department informed that, on March 26, the tender estimated at Rs 98.91 lakhs was invited for the drainage repairing (RCC slab) work in sector 4, New Panvel from Madhumati CHS till Krishna Arcade CHS. As the drainage RCC slab will occupy less area, the road will get widened. After the technical and financial bidding is finalised, the drainage RCC slab work order will be issued to the contractor who bags the tender.
