Driver Philip Carr finally wins lengthy court fight to overturn £9,500 fine for parking outside his own home

A driver has won a long-running court battle to overturn a £9,500 fine he was given for parking outside his own home more than six years ago. Philip Carr was hit with the penalty notice while renting an apartment in Altrincham, Trafford in late 2018 and early 2019. But the car parking operator, Vehicle Control Services Ltd, sent the fine to his old address, where his vehicle was still registered by the DVLA. Mr Carr said that meant he didn't receive the letter and was unaware of the fine. He added that as a tenant he was allowed to use the apartment block's car park but despite 'multiple requests' hadn't been given a permit by the landlord. In May 2023, Mr Carr succeeded in getting the fine struck off after an appeal was heard at Manchester Civil Justice Centre. He argued that following suggestions he was parking without a permit he had called VCS in August and October 2018 and told them 'he was a tenant at the premises and had the right to park there'. A district judge ruled that following those calls, VCS didn't take 'reasonable steps to ascertain [Mr Carr's] address'. The judge also ruled that the fine had expired without being served and struck it out. However, in May 2024, VCS won an appeal to overturn that ruling and reinstate the fine after successfully arguing that the judge was 'wrong to decide that service was defective'. Mr Carr then took the case to the London's Appeal Court where, earlier this month, he once again succeeded in getting the fine struck off. Jackson Yamba, representing Mr Carr, argued the District Judge had made a clear factual finding that the serving of the fine was defective and that there had been no failure or error which justified the decision to overturn that original ruling. The Appeal Court judges Lord Justice Bean, Lord Justice Moylan and Lord Justice Phillips, agreed and once again struck off the fine.

Plans to transform two Greater Manchester boroughs have been backed by city Council gave its support to a new development zone that Salford and Trafford along the Manchester Ship Canal. Thousands of jobs could be created as homes and business premises are built, Salford leaders heard. The area is one of six "growth locations" across Greater Manchester boroughs that aim to bring in about £10bn of investment. Salford's mayor, Paul Dennett, said the long-term plan mean "we can secure significant infrastructure investment for this part of the region, while also creating a fairer, greener, healthier and more inclusive city".He added "much-needed homes and high quality jobs that local people deserve" would come from the projects. The Local Democracy Reporting Service reported that the mayoral development zone proposal still needed approval from Trafford Council's executive on 16 June, and from the Greater Manchester Combined Authority on 27 week, Trafford council's executive member for economy and regeneration, Liz Patel, said the development would "see a whole range of opportunities for residents, businesses and visitors, to make the most of our vibrant, well-connected locations and great transport network". Newcastle ready to kickstart summer window with bid for £30m Premier League star

Newcastle United are keen to reinforce their squad for the 2025/26 campaign after securing Champions League football and Eddie Howe has identified a goalkeeper he wants to sign Newcastle have reportedly entered negotiations with Burnley over the signing of James Trafford. The Magpies have made a quiet start to the summer transfer window, with 18-year-old Antonio Cordero the only signing so far, but are ready to step things up. Newcastle will play in the Champions League next season and want to strengthen their squad following an encouraging campaign under Eddie Howe. The team finished fifth in the Premier League and won the Carabao Cup and Howe is keen to kick on in the 2025/26 season. ‌ Like other sides, they are restricted by the profit and sustainability rules and the free transfer of Cordero from Malaga is the only deal they have done in the first 10-day window before the Club World Cup. That is not for lack of trying, with Newcastle linked with Brentford forward Bryan Mbeumo, Brighton striker Joao Pedro and Nottingham Forest winger Anthony Elanga. ‌ None of those players will be the first major summer signing, though, with Sky Sports reporting that the Magpies are in talks with Burnley over Trafford. Howe wants the Clarets keeper to join and challenge Nick Pope for the No.1 spot next season. Talks are still ongoing, with Burnley's valuation of £30million too high for Newcastle, who are keen to negotiate it down. The 22-year-old still has two years left on his Burnley contract and is poised to be the side's first-choice keeper when they begin the 2025/26 season in the Premier League following promotion from the Championship. Trafford played 45 of Burnley's 46 Championship games last season, keeping a staggering 29 clean sheets while playing behind the league's best defence. Scott Parker's side conceded just 16 goals in 46 games and only finished second behind Leeds on goal difference. Unlike Pope, Trafford is currently away with England, having been picked by Thomas Tuchel alongside first-choice keeper Jordan Pickford and Crystal Palace 's Dean Henderson. HAVE YOUR SAY! But of course, as we've said many times, the ability financially to compete the last few years has been hampered by PSR, but those issues aren't there for the coming window. So I don't see any reason why we can't strengthen, not weaken ourselves. 'From my perspective, and I'm not in control of the finances, it all depends on the individual case. There in not a blanket, 'No, we're not going to break that'. Or, 'Yes, we are'. It depends on the individual and if the individual is worth doing that with, then I think you need to consider it and maybe implement it. 'But you have to be aware that every decision you make has a consequence. So, obviously, you have to think that through carefully.' 'The club that I was close to going, it was a good fit for me. It was brilliant for me and I really believed in it. You only prove something by performing and showing people. 'It was just when an opportunity and a situation you think suits you can happen, you should take it and try to go for it, so I wanted to move. It was close but it didn't end up happening. 'The manager was brilliant throughout pre-season. I wasn't the best, I was moody because I'm young and I wanted to move, but in the moment I still worked extremely hard. 'I knew the longer it went on, the reality became I would be playing the first game of the season and I wanted to play. 'I told the manager I'm available if he wanted to select me. If not, I'll sit on the bench but I'm available. He played me in the first game and that was it.'
