Kolkata (West Bengal) [India], June 19 (ANI): As West Bengal Chief Minister Mamata Banerjee condemned the idea of observing June 25 as 'Samvidhan Hatya Diwas', Leader of Opposition in West Bengal Assembly and BJP leader Suvendu Adhikari on Thursday said that June 25 is a black day and every 'nationalist citizen' will observe the 'Samvidhan Hatya Diwas'. 'It is a black day. We observe this every year. Not only the BJP but also every nationalist citizen observes it. In West Bengal, many people were jailed during the emergency due to politics and ideology. Every year, we give them a reception. It will happen this year too,' Suvendu Adhikari said. Earlier on Wednesday, CM Mamata Banerjee questioned if democracy prevailed in the country under the current government. 'The Central government says that it will celebrate Samvidhan Hatya Diwas on completing 50 years of Emergency this year. I object to the statement 'Samvidhan Hatya'. The Constitution is the basis of our rights; it is the mother of democracy. How can they call it Samvidhan Hatya?' Mamata Banerjee said. She questioned if democracy prevailed in the country under the current government. I recorded everything on the way and the video will be submitted to Calcutta High Court." "I spoke to the people and assured them of getting justice. In May 2024, the High Court had cancelled OBC reservations awarded to 77 categories, citing a lack of legislative policy within the 2012 scheme to classify any group as OBC. In June this year, the State government tabled a revised list. The Leader of the Opposition Suvendu Adhikari, along with BJP MLAs, distributed sweets outside the State Legislative Assembly premises in Kolkata on Wednesday, chanting slogans such as: 'OBC bill atke gelo (OBC bill got stayed)', and 'Muslim-der OBC korte parlo na (They could not classify Muslims as OBCs)'. The Calcutta High Court on Wednesday ordered that the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), which has been stalled in the state for three years following allegations of corruption, be restarted from August 1. During the hearing, Chief Justice T S Sivagnanam observed, 'No central project can be sent to the cold storage forever. The Centre can impose any kind of conditions to prevent corruption.' The state government has alleged that the Centre withheld wages for the scheme, while the central government claims there was widespread corruption in its rollout in Bengal. The Bench ordered that the Centre can impose special conditions only for West Bengal. The court further observed, 'If the Centre wants, it can send money directly to the account of a specific person through the central portal. The Centre can carry out necessary surveillance to prevent corruption. In addition, the Centre can continue investigations in all districts of the state.' The matter will be heard again after August 15. Alleging that wages had not been paid since December 2021, the West Bengal Agricultural Workers' Association had petitioned the High Court, requesting that outstanding dues be settled. Opposition leader Suvendu Adhikari of the BJP had then filed a case alleging embezzlement in the project. He also requested the court to order a CBI investigation. In March 2022, the Centre announced that it would cease funding by exercising its powers under Section 27 of the MGNREGA Act. In June 2023, the central government's lawyer said that the decision to stop the project was taken after examining the action taken report provided by the state.

KOLKATA: The West Bengal assembly on Tuesday passed the West Bengal Clinical Establishments (Registration, Regulation and Transparency) (Amendment) Bill, 2025 which requires clinical establishments to 'prominently display fixed rates and package charges at a conspicuous place within the facility' to bring transparency into the functioning of clinical establishments. The bill also proposes to make it mandatory for all private hospitals and nursing homes to 'maintain electronic medical records for each patient through approved software'. The bill also said that proper estimates of all treatment charges, which do not fall within the ambit of packages and fixed charges, must be provided to the patient's family before treatment commences. 'Every clinical establishment shall strictly follow the fixed rates and charges, including the package rates, for investigation, bed charges, operation theatre procedures,' the bill passed by the assembly said. Minister of state for health Chandrima Bhattacharya introduced the bill in the assembly on Tuesday. The Bharatiya Janata Party (BJP), however, faulted the bill, saying it should have had provisions for the safety and security of doctors and nurses in the hospitals. 'It seems that the state government hasn't learnt any lesson from the RG Kar Hospital rape and murder case. The bill has nothing on safety and security of doctors and nurses. This bill may suit the bigger hospitals in the cities but not the small establishments in the districts. Where is the infrastructure in smaller private hospitals and nursing homes in the districts for e-prescriptions and e-budget? This will force more patients to go out of the state for medical treatment,' Suvendu Adhikari, leader of the opposition, told reporters. Hospital associations welcomed the legislation, saying it would bring transparency in bills and treatment costs. 'It is a very good initiative. It would bring more transparency and do away with the misunderstanding about packages and treatment costs. But we also have to keep in mind that medical treatment is very dynamic. In many cases, it doesn't follow a set pattern. So, if the treatment costs exceed the package costs, it should be reviewed unbiasedly and scientifically,' Rupak Barua, managing director and chief executive officer of Woodlands Hospital and president of the Association of Hospitals of Eastern India, said in a video message.
