Trump's envoy Kellogg says Ukrainian strike on Russian strategic bombers could become forcing function for peace
US President Donald Trump's special envoy for Ukraine Keith Kellogg has described the special operation Spider's Web, conducted by the Security Service of Ukraine to destroy Russian strategic aircraft, as an example of effective and bold leadership. Details: Kellogg emphasised that "bold leadership and audacious action can change the nature of the battlefield", citing both his military background and historical examples. Background: On 4 June, Trump held what he called a "good conversation" with Vladimir Putin, though "not one that would lead to immediate peace". The US president stated that Putin "did say, and very strongly, that he will have to respond to the recent attack on the airfields". US media reports indicated that Trump is said to be impressed by the Ukrainian Spider's Web operation, though concerned about Russia's potential retaliation. Ukraine's defence minister: Ukraine and partners establish Ramstein initiative on defence production
Ukraine and its partner countries decided to establish a mechanism for defence production, according to an agreement reached at the 28th meeting of the Ukraine Defence Contact Group (also known as the Ramstein Format) held on 4 June at NATO headquarters. Source: Ukrainian Defence Minister Rustem Umierov at a joint press conference with his UK and German counterparts, as reported by European Pravda Details: Umierov said the idea to create this new format originated in Western capitals, which offered assistance in building a new defence industry owned by Ukrainian defence companies. Quote: "Our partners came to me and asked if Ukrainian companies could build factories for producing their cutting-edge products in their countries. Our partners said that they are willing to fully pay for all the production from these factories." Details: The defence minister stated that output will be sent to Ukraine for as long as the war continues. Umierov added that the initiative has since expanded during discussions and now involves mutual investment. He said that under this initiative, Ukrainian producers can invest in partner countries, while companies from partner states can build megafactories in Ukraine. This is currently a new idea that is still under development. Umierov said it doesn't yet have an official name and they are calling it the Ramstein Investment to Industries Initiative. He did not specify which countries had expressed interest in such investment cooperation. However, one aspect of the initiative – establishing production in Ukraine – received public support from German Defence Minister Boris Pistorius, who expressed support for producing long-range weapons in Ukraine. Background: Ukrainian President Volodymyr Zelenskyy urged partners at the Ramstein meeting to invest more in Ukraine's defence industry. This marks the first time the US secretary of defence has not attended a Ramstein-format meeting. Russian propaganda made up personal meeting between heads of Ukrainian and Russian delegations in Istanbul – Center for Countering Disinformation
The Center for Countering Disinformation has denied reports by Russian propagandists on an alleged bilateral meeting between the head of the Russian delegation, Vladimir Medinsky, and the Defence Minister of Ukraine, Rustem Umierov, before the talks in Istanbul. Putin's aide, Vladimir Medinsky, announced an alleged 'bilateral meeting' with Ukrainian Defence Minister Rustem Umierov before the talks in Istanbul. This information is not true". Details: It is reported that the meeting was actually held in the presence of Turkish Foreign Minister Hakan Fidan, who acted as a mediator. "The statements about the alleged 'secret agreements' reached at this meeting are a manipulation aimed at undermining the credibility of the Ukrainian negotiating team," the Center for Countering Disinformation said. The Center also warned that Russian propaganda is preparing a two-pronged information attack against Ukrainian representatives at the talks in Istanbul. In particular, disinformation about the delegation's alleged personal ties with Russians will be spread within Ukraine. Western audiences will be told that Ukraine is "delaying the peace talks". However, it is Russia that systematically avoids ceasefire agreements. "Russia's goal is to replace reality and impose a narrative in which the aggressor poses as a peacemaker," the Center for Countering Disinformation stressed. Earlier, the Russian propaganda media outlet TASS reported that Vladimir Medinsky, the head of the Russian delegation, and Ukrainian Defence Minister Rustem Umerov had held a bilateral meeting before the talks. Background: The meeting between the Ukrainian and Russian delegations lasted just over an hour and was the second after the negotiations on 16 May. Prior to the talks with the Russian delegation, Ukraine's First Deputy Foreign Minister Serhii Kyslytsia and Oleksandr Bevz, a member of the Ukrainian delegation, met with representatives of three of Ukraine's European partners – Germany, Italy and the United Kingdom. Following the talks in Istanbul, the Ukrainian and Russian delegations agreed on an all-for-all prisoner exchange of seriously wounded and young servicemen. On the evening of 2 June, Russian state news agencies published the text of the Russian "memorandum of settlement", containing proposals for a ceasefire, including Ukraine's neutrality, elections and withdrawal from four oblasts. Prisoner swap and leader-level meeting: Ukraine's defence minister reports on results of talks with Russia
Following a meeting between the Ukrainian and Russian delegations in Istanbul on Monday 2 June, the parties have reached an agreement on the next prisoner exchange of certain categories of military personnel. Source: Ukraine's Defence Minister Rustem Umierov, who heads the Ukrainian delegation, at a briefing, as reported by European Pravda Details: Umierov noted that Monday's meeting was the first time that Ukraine had seen Russia's proposals for a ceasefire and an end to the war. Moscow has still not responded to Ukraine's proposals. "Our teams will have a week to review the documents, after which we will be able to coordinate next steps," he said. The defence minister also said that the parties have agreed to "focus on specific categories rather than numbers" regarding the release of prisoners of war. "We have agreed on an all-for-all exchange of seriously wounded and seriously ill prisoners of war. The second category is young soldiers between the ages of 18 and 25, all-for-all as well. We have also agreed on a 6,000-for-6,000 exchange of bodies of fallen soldiers," he said. Umierov confirmed that Ukraine had given Russia a list of several hundred Ukrainian children who had been deported to the Russian Federation and was waiting for Moscow to take action on this. Another item on the agenda was organising a meeting at the leadership level, possibly involving other leaders, such as the US president. "We believe that further work between the delegations makes sense if it is aimed at preparing a meeting between state leaders. We have proposed to the Russian side to hold a meeting at the level of leaders by the end of this month, from 20 to 30 June. This is very important for the negotiation process," Umierov added. Background: The meeting between the delegations of Ukraine and the Russian Federation, which lasted for just over an hour, was the second after the one held on 16 May. Zelenskyy changes composition of delegation for talks with Russia in Istanbul

Background: On the afternoon of Sunday 1 June, Zelenskyy announced that the Ukrainian delegation, led by Defence Minister Rustem Umierov, would travel to Istanbul for negotiations with Russia. Russian news agencies reported that their delegation had departed for Türkiye. Sources told Turkish news agency Anadolu that the meeting between the Ukrainian and Russian delegations is scheduled to take place at 13:00 in the Çırağan Palace, a five-star hotel in Istanbul. On 28 May, it emerged that Umierov had handed Russia a document outlining Ukraine's position and was awaiting their "memorandum" in response. Kremlin spokesman Dmitry Peskov refused to comment on what conditions Russia will put forward in its draft memorandum for a ceasefire, saying that this should be discussed privately. On 30 May, Peskov said that the Russian delegation will be in Istanbul on Monday morning for peace talks with Ukraine and will show its memorandum there. Ukrainian Foreign Ministry spokesperson Heorhii Tykhyi said Russia's reluctance to officially submit its memorandum for negotiations suggests the document contains unrealistic demands and represents an attempt to stall the peace process. It was previously reported that the Russian delegation set to attend the new round of peace talks with Ukraine in Istanbul on 2 June would be the same group that participated in the previous meeting, which Zelenskyy criticised for its low level.
