Dubai Police issue safety warning after four scooter riders killed in emirate this year
Dubai Police have called for caution when travelling on scooters or crossing the road after the force announced 13 deaths involving jaywalkers and e-scooter riders in the first five months of 2025. Nine jaywalkers died while crossing roads in non-designated areas and four scooter riders have been killed since January. More than 15,000 e-scooters were confiscated by police in the same period, while more than 28,000 incidents of jaywalking were recorded across the city. 'The force issued 28,027 offences for jaywalkers caught crossing motorways and confiscated 15,029 electric scooters for not following traffic rules,' said Maj Saif Muhair Al Mazrouei, acting assistant commander-in-chief for operations at Dubai Police. He said the scooter riders had been stopped after travelling in non-designated lanes, and for not wearing safety vests or helmets. Ministry of Interior figures show Dubai Police issued 35,233 fines for jaywalkers in 2024. Maj Al Mazrouei said this indicated that many people still endanger others by acting recklessly on the roads. 'Jaywalkers and misusing scooters are among the biggest challenges [in terms of road safety], especially in populated areas,' he said. Under-16s are not allowed to use an electric bike or e-scooter on Dubai roads and anyone riding an e-scooter must have a permit from the Road and Transport Authority. 'Traffic safety is a joint responsibility. Breaching traffic laws can cause accidents," said Maj Al Mazrouei. Police said a Dh300 ($80) fine will be imposed on those caught riding dangerously on electric bikes or e-scooters, or travelling on roads reserved for cars with a speed limit exceeding 60kph. In the UAE, jaywalkers can be fined Dh400 and drivers who do not give way to pedestrians at zebra crossings could receive a Dh500 fine and six black points on their licence. Dubai Police urged the public to report offenders by logging on to their app or by calling 901.

RTA announces new project for Al Wasl Road upgrade
Dubai's Roads and Transport Authority (RTA) has announced the launch of an integrated project for the upgradation of Al Wasl Road. The development spans 15 km, from the intersection with Umm Suqeim Street to the junction with 2nd December Street. According to RTA, the scope of work involves the upgradation of six intersections, comprising enhancements to one junction and the construction of five tunnels totalling 3,850m. The street will be widened from two to three lanes in each direction, it stated. The project is expected to reduce travel times along Al Wasl Road by 50% and increase capacity from 8,000 to 12,000 vehicles per hour in both directions, it added. Mattar Al Tayer, Director General, Chairman of the Board of Executive Directors of the RTA, said: "Al Wasl Road Development Project forms part of a master plan developed by the RTA to upgrade the road network in the area, which also includes enhancements to Umm Suqeim and Al Safa Streets." "These projects are designed with a focus on creative and aesthetic elements, incorporating dedicated pedestrian walkways, cycling tracks, boulevards, and vibrant urban public spaces that promote community interaction. The plan also features decorative landscaping and the creation of dynamic urban environments," he stated. "The project serves a vital district that offers a broad array of modern tourism and lifestyle destinations, including beaches, luxury hotels, fine dining venues, and residential neighbourhoods, home to over one million residents," he added. According to him, the project involves the development of Al Wasl Road from its intersection with Umm Suqeim Street to its junction with 2nd December Street, spanning a total length of 15 km. The street will be widened from two to three lanes in each direction. It also includes the upgrade of six intersections along Al Wasl Road, specifically at Al Thanya, Al Manara, Umm Al Sheif, Umm Amara, Al Orouba, and Al Safa Streets. This will be achieved through the construction of five tunnels with a total length of 3,850m, stated Al Tayer. According to him, the project also includes a 750-m-long tunnel on Umm Al Sheif Street, comprising two lanes in the direction from Sheikh Zayed Road to Jumeirah Street.

Mishaps mount, but blood group still missing in T driving licences
Hyderabad: Telangana records over 25,000 road accidents resulting in 7,000 (approx) deaths every year, but licences in the state continue to lack one vital piece of information – the driver's blood group, which can be crucial in saving time and lives. The licence issued in state contains at least 10 to 15 other details including address, date of issue, validity etc., but the missing blood group remains a concern, especially in cases of medical emergencies, say road safety experts. Though the Central Motor Vehicles Rules provide a framework for states to include the blood group in licences, its implementation is optional and currently only Tamil Nadu, Karnataka, Kerala and Goa follow it. At present, agents often process applications without obtaining this detail. This practice needs to be corrected to improve the effectiveness of emergency responses," said Vinod Kanumala, an expert from India Federation of Road Safety. He said that compulsory inclusion of blood group details in driving licences could be crucial in saving precious 30 minutes during accidents. Every year at least 1,000 fatalities occur due to severe head injuries leading to heavy blood loss, he said. "When accident victims are transported in ambulance, the medical team can quickly identify the blood group from their licence, enabling them to alert hospitals in advance for necessary blood transfusion," he said. Incidentally, in 2018, the then governor of Telangana ESL Narasimhan too had urged RTA to make the blood group information mandatory for driving licences when he had gone to renew his licence. "This is a clear case of negligence by RTA. When applying for a licence renewal or a new driving licence for those who have crossed 40, applicants must submit a medical certificate in Form 1(A) that includes their blood group. Despite this requirement, the RTA has not been updating their system with this vital info. A blood group test costs merely Rs 50, and the RTA should strictly enforce a policy of not issuing a licence without proper documentation of the applicant's blood group," said M Dayanand, general secretary of the Telangana Auto and Motor Welfare Union. RTA officials maintained that the column is unfilled as it is optional. "Since the Act does not mandate this requirement, it is omitted. However, we shall examine this issue and ensure that driving licences display this information when applicants provide their blood group particulars," said Chandrashekhar Goud, joint transport commissioner (IT & Vigilance).
