Ayodhya administration set to revise circle rates

AYODHYA | LUCKNOW: People looking to invest in property in Ayodhya will have to pay more to execute transactions as the district administration is set to revise the circle rate of the land upwards. According to officials, the benchmark rates of residential properties in prime areas could increase by about 40%, while agricultural land on the outskirts would be increased by 10-30%. The new rates will take effect from Saturday, and buyers will need to pay increased stamp duty. The circle rates in Ayodhya were not revised since 2017. Noting the increased value of properties mentioned in sale deeds, the local administration initiated the process of revising the stamp duty last year. Divided into five tehsils (administrative subdivisions) — Sadar, Sohawal, Milkipur, Bikapur, and Rudauli — the benchmark value of agricultural, non-agricultural, and commercial plots and vacant land will increase substantially. A senior officer from the district administration said that after conducting local surveys and collating the value of the plots and buildings mentioned in the sale deeds, the new rates were fixed after addressing objections and suggestions of residents. State minister of stamps and registration (independent) Ravindra Jaiswal said, "The increased rates will not only help the department generate more revenue but will also benefit local farmers and property owners who are going to be impacted due to development projects. The value of the land being acquired by govt agencies and private players will also increase proportionately." Giving an example, a senior administrative officer said that for buying land in Ramkot, the locality situated in the vicinity of Ram temple, stamp duty had to be paid at the rate of Rs 4,100 per sq mt (about Rs 380 per sq ft). However, the actual rate of properties has increased by 15-20 times. Assistant inspector general of stamps and registration department, Yogendra Pratap Singh, said that the increased stamp duty would have to be paid from June 7. "New rates will be publicised by the district administration and also put up on the notice board in the office of sub-registrars where the registry takes place," he said. The average hike in non-agricultural (residential) land value across localities will be 10%-40% while that in commercial properties will be 20%-50%. Similarly, the increase in agricultural land will be around 10%-30%. Maximum hike in three property segments will be imposed in localities situated within Sadar tehsil, followed by Sohawal, officials said.

LUCKNOW : A major relief in the registration of rent agreements is on the cards. The department of stamp and registration is working on a proposal to reduce and cap the registration amount for lease deeds. The changes are being considered in light of the existing rules, under which registration is an expensive exercise. This often leads people to not register deeds, making them ineligible for relief under the Rent Control Act. Govt is now proposing to cap the registration amount at Rs 500 if the annual rent is less than Rs 2 lakh, Rs 5,000 if the rent is between Rs 2 and 5 lakh, and Rs 20,000 if it is above that. Ravindra Jaiswal, minister of state (independent) stamp and registration, told TOI that currently the stamp duty for registering a rent agreement for commercial or residential property is 4%. Given that a property is rented for three years at a monthly rent of Rs 20,000, the stamp duty of 4% on the total rent of Rs 7.20 lakh for this duration would be Rs 28,800, he stated. "Now, the issue would often be of who would pay this amount. People often found it expensive. However, the drawback of this would be that in case of any dispute between tenant and owner, nobody would benefit from the provisions of the Rent Control Act of 2021 if the lease was unregistered. To make this entire process simple, we are looking at the possibility of capping this amount," the minister said, adding if the proposal was accepted, the stamp duty in the example provided by him would be only Rs 5,000. The other proposal under consideration, after a meeting with Chief Minister Yogi Adityanath a few days earlier, is to allow a rebate of 1% on the registration of properties to women. This rebate would be applicable on properties with a value of up to Rs 1 crore. Till now, this rebate was on properties with a value of just Rs 10 lakh. The move is expected to see a rise in the registration of properties in the name of women, giving them more financial independence. The CM also proposed capping the stamp duty on the division of ancestral immovable property among family members, which includes a living person and their three preceding generations, to a maximum of Rs 5,000. Jaiswal said that the department was preparing a detailed note on the proposed changes and that it would be sent to the Cabinet for approval within the next couple of months.
