(File) In a major move to make commuting on national highways easier and more pocket-friendly, the Union Ministry of Road Transport and Highways recently announced the 'FASTag Annual Pass', which would be valid for one year or a maximum of 200 trips, whichever is earlier, for just Rs 3,000. The FASTag annual pass will be launched on August 15, 2024, on the occasion of India's 78th Independence Day, and will enable hassle-free travel for commuters on national highways and NHAI expressways across the country by eliminating the need to repeatedly pay toll at toll booths. According to the Ministry of Road Transport and Highways, the annual FASTag will be valid only for non-commercial private vehicles such as cars, jeeps, and vans. How to avail and activate the FASTag annual pass? The FasTAG annual pass can be availed, activated, and renewed on Rajmarg Yatra App, NHAI website and the Ministry of Transport website, according to the Ministry. 'A dedicated link for activation and renewal will soon be made available on the Rajmarg Yatra App as well as on the official websites of NHAI and MoRTH,' Union Minister Nitin Gadkari wrote on X. Making the announcement, Gadkari said the FASTag annual pass aims to deliver a smoother and hassle-free travel experience private vehicle owners across the country. 'This policy addresses long-standing concerns regarding toll plazas located within a 60 km range and simplifies toll payments through a single, affordable transaction. By reducing wait times, easing congestion, and minimizing disputes at toll plazas, the Annual Pass aims to deliver a faster and smoother travel experience for millions of private vehicle owners,' he said. The Minister noted that the annual passe will make travel on national highways and expressways pocket-friendly, as toll charges on national highways that came to about Rs 10,000 earlier will now come to Rs 3,000 with the annual pass, which means a single toll crossing would cost just Rs 15 on average, from the current Rs 50. FASTag annual pass won't be valid for THESE highways/expressways Notably, the FASTag annual pass will only be valid on toll booths located on the National Highways and Expressways operated by the National Highway Authority of India (NHAI), such as the Delhi-Mumbai Expressway. But it won't work on expressways or highways operated by state governments, like Yamuna Expressway, the Meerut Expressway, the Agra-Lucknow expressway, and the Purvanchal Expressway, among others. The toll booths on these expressways and highways will only accept already existing regular FASTag system, as per officials. How FASTag pass will work? According to details, the FASTag pass will be linked to the RFID-based FASTag system, and will be automatically activated at all toll plazas within a radius of 60 kilometres, opening the the gates after the FASTag is scanned. The pass will be valid only for vehicles with a registered FASTag on the windshield. It is non-transferable and will deactivate if used on another vehicle. Separate vehicles require separate FASTag registration. The annual cannot be issued on FASTag registered vehicles who only have a chassis number. Car owners will need to update the Vehicle Registration Number (VRN) to activate the Annual Pass.

An annual pass for non-commercial private vehicles will make FASTag payments easier and economical when it is launched on August 15, said the government. The FASTag Annual pass costs Rs 3,000. The pass will be valid either for a full year or till the user completes 200 trips, whichever happens earlier. The policy will help benefit frequent travellers who have to pay at toll plazas located within 60 km of each other, an issue that has long been a source of frustration. Where and how to activate FASTag Annual Pass The pass will be available on the Rajmarg Yatra App, along with official websites of the National Highways Authority of India (NHAI) and the Ministry of Road Transport and Highways (MoRTH). A dedicated link for activation and renewal will be provided soon. Only private, non-commercial LMVs like cars, jeeps and vans are eligible. The minister said that the pass would be valid for one year from the date of activation or up to 200 trips — whichever comes first — this pass is designed exclusively for non-commercial private vehicles such as cars, jeeps, and vans. The annual pass will enable seamless and cost-effective travel across National Highways throughout the country. A dedicated link for activation and renewal will soon be made available on the Rajmarg Yatra App as well as on the official websites of NHAI and MoRTH, Gadkari explained. The minister said this policy addresses long-standing concerns regarding toll plazas located within a 60-km range and simplifies toll payments through a single, affordable transaction. By reducing wait times, easing congestion, and minimising disputes at toll plazas, the annual pass aims to deliver a faster and smoother travel experience for millions of private vehicle owners, he added. Meanwhile, the average annual construction of National Highways has jumped by a massive 130 per cent during 2014-2024 as compared to the previous 10 years from 2004-2014. This has taken the length of national highways constructed during the last 10 years to 1,01,900 km, Gadkari informed Parliament recently.

Each crossing of a national highway toll plaza will count as one trip. A round trip will be counted as two trips. New Delhi: From 15 August, non-commercial private vehicle drivers will be able to enjoy a seamless ride across national highways. Nitin Gadkari has said, that for 200 trips, a user has to currently pay at least Rs 10,000 a year. Now, this will come down to Rs 3,000. 'The annual pass will enable seamless and cost-effective travel across National Highways throughout the country. A dedicated link for activation and renewal will soon be made available on the Rajmarg Yatra App as well as on the official websites of NHAI and MoRTH.' The annual pass will, however, not apply to state highway toll plazas. Users can still pay at state and other toll plazas through their FASTag, but money will be deducted from the annual pass account only at national highway toll plazas. FASTag is an electronic toll collection system that uses radio frequency identification (RFID) technology that deducts toll directly from the prepaid or savings account linked to it without requiring the driver to stop for transactions at the toll gate. The FASTag is affixed on the windscreen of the vehicle. Currently, only monthly passes priced at Rs 340 were issued to frequent local commuters for crossing a single toll plaza. Gadkari also said that the policy addresses long-standing concerns regarding toll plazas located within a 60 km range. According to the National Highways Fee Rules 2008, the distance between two toll plazas is 60 km. 'As of now, the average cost of crossing a single toll plaza varies anywhere between Rs 50 and Rs 100. This will now come down to Rs 15,' Gadkari said in a video statement issued by the road ministry. 'By reducing wait times, easing congestion, and minimising disputes at toll plazas, the annual pass aims to deliver a faster and smoother travel experience for millions of private vehicle owners,' he added. A FAQ issued by the Union Road Ministry said that the annual pass will be activated after verifying the eligibility of the vehicle and the associated FASTag. 'Upon successful verification, the user must make a payment of Rs 3,000 for the base year 2025-26 through the Rajmargyatra mobile application or NHAI website,' stated the FAQ. The Union Road Transport and Highways Ministry has been considering introducing annual passes for some time. It had also planned to introduce distance-based toll charges, but no decision has been taken on that yet. The new pass, which will be valid for a year from the date of activation or 200 trips—whichever comes first—is designed exclusively for non-commercial private vehicles such as cars, jeeps, and vans to facilitate hassle-free, faster and smoother travel experience for millions, minister of road transport and highways Nitin Gadkari said in a post on X. Mint reported in February on a plan for annual discounted toll passes for private vehicles on national highways. Travellers will also get a discount on the toll on certain national highway stretches. 'This policy addresses long-standing concerns regarding toll plazas located within a 60 km range and simplifies toll payments through a single, affordable transaction. By reducing wait times, easing congestion, and minimizing disputes at toll plazas, the Annual Pass aims to deliver a faster and smoother travel experience for millions of private vehicle owners,' the minister's post said. The move follows rising concern over high toll charges on Indian highways. Several new stretches have a string of toll booths that make travelling on them extremely expensive for both personal and commercial vehicles. It is estimated that toll charges for a one-way journey on the 1,386-km Delhi-Mumbai expressway, which is still under construction, could range between ₹ 1,000 and ₹ 3,000 depending on the type of vehicle. The toll is determined on the basis of distance as well as the road structure. For instance, it is higher on routes with more railway overpasses. Toll charges grew by over 3% in FY25 and are projected to grow by 3.5-4.2% in FY2026, according to an Icra report. The annual pass has been designed in a way that it does not impact the revenue of concessionaires operating highway stretches. This means that any loss in projected revenue from highway stretches would be covered by the government. The toll pass could significantly reduce travel costs for frequent commuters and enhance ease of movement. Several states, including Maharashtra and Tamil Nadu, have already tried out monthly toll passes, which demonstrated their feasibility. The loss of revenue from discounting is expected to be limited given that private vehicles contribute just about 26% of annual toll collection, while 74% share is with commercial vehicles. The user fee collection or toll collection at plazas on national highways stood at ₹ 55,882.12 crore in FY24. This was a jump over the ₹ 48,032.40 crore collected in FY23 and ₹ 33,928.66 crore in FY22. In FY25, the ministry of road transport and highways is targeting toll collection of ₹ 70,000 crore. As on October, 2024, there were a total of 1,015 user-fee plazas on national highways. A 3-5% traffic growth is likely to see toll collection grow by 7-9% in FY2026, the Icra report said. The ministry will also implement a barrier-less global navigation satellite system (GNSS)-based toll collection system on certain stretches of national highways as an added facility along with FASTag. A GNSS-based toll collection system would do away with the need for toll plazas on those highways stretches, facilitate smooth movement of vehicles and enable distance-based tolling so users pay only for the stretches they have travelled.
