Child protection among key focus areas in RMK13, says minister

KOTA SAMARAHAN (June 23): Child protection will be a key focus for the Ministry of Women, Family and Community Development in the upcoming tabling of the 13th Malaysia Plan (RMK13), scheduled for next month. Federal Minister Datuk Seri Nancy Shukri said that inter-ministerial discussions are already underway, with child protection expected to play a significant role in the ministry's proposed initiatives. 'We need to look at the overall framework when it comes to RMK13. Tomorrow (June 23), we will have a meeting to finalise our proposals, but the discussions will not be limited to matters under our ministry alone,' she said. She added that the discussions will also include topics such as the wellbeing of senior citizens and community health, including safe food supply practices, in line to promote holistic social welfare. 'All ministries have submitted their proposals. Further discussions will be held before a final decision is made,' Nancy explained. 'Insya-Allah, we will deliberate further before finalising everything tomorrow. What matters most is that the outcome will be for the good of Malaysia, especially for the people,' she said, adding that the Cabinet-level discussions will be chaired by Prime Minister Datuk Seri Anwar Ibrahim. Nancy made these remarks after officiating the 'Program Advokasi Perlindungan Kanak-Kanak: Kasih Kanak-Kanak Peringkat Bahagian Samarahan Tahun 2025', an advocacy programme focused on children's protection rights, held at Universiti Malaysia Sarawak (Unimas) yesterday. She highlighted the need to raise public awareness about child protection and to ensure communities understand the existing legal frameworks and support systems available for victims of abuse. 'This is the first time we are organising a programme that merges information on child protection with creative arts,' she said, referring to a powerful dance-drama performance by Unimas students, which depicted the emotional and psychological impact of child abuse. 'Although it's not a legal talk, the actions portrayed reflect the reality faced by children out there. 'The performance really touched me and it showed how students internalised these issues through their artistic interpretation,' she said. Nancy added that the ministry typically holds advocacy programmes focused on legal knowledge and standard operating procedures, but this time the creative approach was intended to raise awareness in a different and impactful way. She also reiterated the importance of reporting abuse, noting that many cases remain unknown because they are not reported. 'There are cases that go unreported, which is why I urged in my speech for society to be more aware, and programmes like this help create awareness so people know there are laws and protections in place,' she emphasised. She reminded the public that children have the right to live as part of universal human rights, and urged Malaysians to speak up. 'If we know of any abuse happening to someone, we must report it. We have our Talian Kasih at 15999,' she said. "A technocrat buffer now would also allow ruling parties to focus on campaigning for 16th General Election, rather than fending off accusations of dynastic politics or intra-party feuds," he said. Political analyst Associate Professor Dr Syaza Shukri from International Islamic University Malaysia (IIUM) agreed that Malaysia has 'a limited pool of MPs' suited to lead such a critical ministry. "The public wants the best, but to be honest, we have a limited pool of MPs among PKR and Umno, which makes it difficult," she said.

KK's deadly highway needs urgent upgrade
Phoong KOTA KINABALU (June 8): Jalan Lintas has become a traffic accident black spot in Kota Kinabalu following multiple fatal accidents, said Luyang assemblyman Phoong Jin Zhe. 'As one of the city's busiest highways, the authorities can no longer turn a blind eye,' said Phoong when responding to recent viral reports of multiple fatal accidents along Jalan Lintas. He pointed out that the current traffic situation of Jalan Lintas is severely outdated and no longer meets the needs of the public, creating major safety risks. He stressed the urgent need for upgrading works and once again called on the federal government to include the improvement project for Jalan Lintas in the upcoming 13th Malaysia Plan (RMK13) as a targeted solution. Phoong, who is Industrial Development and Entrepreneurship Minister, explained that while Jalan Lintas was originally designed to expressway standards, rapid urbanization in Kota Kinabalu, especially in surrounding areas such as Luyang, Sembulan, Kolombong and Lintas has led to the mushrooming development of residential and commercial zones. 'This has resulted in the uncontrolled addition of exits and U-turn points, increasing hazards and causing safety lapses,' he stated. He added that the road can no longer handle the current volume of traffic in Kota Kinabalu. Not only is it severely congested during peak hours, but the abundance of U-turns, exits, and traffic lights also disrupts smooth traffic flow, effectively defeating the purpose of an expressway. 'These conditions have led to frequent accidents, especially in the areas near Khidmat and Iramanis Starbucks, now infamously known online as 'death U-turn' zones, with horrifying accident videos frequently surfacing online and alarming road users,' Phoong shared in a statement today. He noted that the last major improvement project on Jalan Lintas was undertaken during the 11th Malaysia Plan, a full decade ago when the government built two U-turn flyovers in front of Luyang clinic and two intersection flyovers between Lido and Lintas. 'Since then, Jalan Lintas's population and vehicle count have doubled, with surrounding areas rapidly developing. Therefore, further upgrades to Jalan Lintas and the construction of additional U-turn flyovers must now keep pace with progress, without further delay,' he urged. Phoong revealed that he has actively engaged with relevant agencies to propose a comprehensive upgrade of Jalan Lintas under the 13th Malaysia Plan. 'This includes eliminating hazardous U-turns, building elevated U-turn flyovers, creating express lanes and interchanges, and reorganizing exit layouts to separate residential and commercial zone access points — aiming to reduce traffic conflict zones,' 'This includes the idea to construct an express lane from the Inanam flyover directly to Kota Kinabalu International Airport to avoid the constant merging of fast and slow lanes, thereby reducing accident risks — something commonly seen in Kuala Lumpur and Selangor,' he urged Phoong, who is also the DAP Sabah chairman, is strongly advocating for the Jalan Lintas upgrade project to be listed as a high-priority item in the 13th Malaysia Plan and has called on the Sabah Public Works Department (JKR) to push for it with firm justification. He also emphasized that the upgrading of Jalan Lintas must go hand in hand with public transport planning, which must be addressed immediately to keep up with the rapid pace of development in the surrounding areas.

Chieng: Phase 1 of Bukit Assek drainage, road project to be completed by August

He mentioned that the project was originally scheduled for completion in May, but it encountered a minor delay due to the rainy weather earlier this year. Chieng revealed that he raised the funding for Phase 2 during the recent State Legislative Assembly (DUN) sitting. 'As we are set to complete hase 1 of the project in August, we require phase 2 to bring the project to fruition. The design, proposal, and working paper originate from the Department of Irrigation and Drainage (DID) Sibu and have received approval from DID Sarawak. 'During the (recent) DUN sitting session, I brought up this topic, and Deputy Premier Datuk Amar Dr Sim Kui Hian responded, stating that for the second phase of this project, the DID is putting up the submission under the Sarawak government (for) RMK13 (13th Malaysia Plan), Rolling Plan 1 in 2026, with the project costing RM56.6 million,' he said. Chieng made the remarks to reporters during a sacrificial meat distribution programme at Masjid Al-Muhajirin Sentosa, attended by SUPP Bukit Assek chairman Datuk Chieng Buong Toon and mosque chairman Ramli Hussin.
