New Delhi [India], June 18 (ANI): The Indian Youth Congress will be organising a job fair in New Delhi tomorrow (June 19), on the occasion of Rahul Gandhi's birthday. IYC president Uday Bhanu Chib, while criticising the Central government over unemployment, said that over 100 companies would conduct on-spot interviews and offer jobs. 'BJP's figures are saying that unemployment is the highest in the last 50 years. So currently Congress is not governing the centre, so that we can have policies for government jobs, but this is our effort that more than 100 private companies will come, and the youth can get offer letters on the spot after the interview. People whose registration is not yet complete can also come here and do on-spot registration,' Chib told ANI. Chib mentioned that people who have just passed their 12th class or even postgraduates are eligible to participate in the job fair. 'Those who have passed the 10th to 12th grades can also come, all types of companies will be coming here. Whether it is a graduate, undergraduate or postgraduate, there is a job for them. I urge people to come to Talkatora stadium and participate.' The job fair is set to happen at Delhi's Talkatora Stadium on June 19. The IYC claims that the job fair will bring together over 100 companies and MNCs, which will offer over 5000 jobs to the people. Earlier on June 17, Chib mentioned that apart from organising job fairs, other events will also be held in various states on the occasion of Rahul Gandhi's birthday. IYC is also going to hold blood donation camps and seminars on the caste census. 'There will be joint job fairs, and apart from that, there will be blood donation camps and in multiple states, seminars on caste census will be held. We know that the issue of the caste census has been raised because of Rahul Gandhi. The lying BJP also had to agree that they will conduct a caste census, when they do that, then we will see,' Chib said in a press conference earlier. As the IYC president continued his attack at the centre over the caste census, he added, 'Even the BJP had to agree that caste census is necessary, when they didn't believe in it and opposed it. When Congress government comes in, then the real caste census will be conducted, which will benefit the people.' The Central government on June 16 notified the Population census, the process of which will begin in March 2027. Along with the population enumeration exercise, the caste census will be conducted too. The census will be in 2 phases; With phase 1 collecting House Listing Operation (HLO), the housing conditions, assets and amenities of each household. In the second phase, Population Enumeration (PE), the demographic, socio-economic, cultural and other details of every person in each household will be collected. In the Census, Caste enumeration will also be done. For Census activities, about 34 lakh enumerators and supervisors and around 1.3 lakh Census functionaries would be deployed. This is the 16th Census since its beginning and the 8th since independence. The ensuing Census will be conducted through digital means using mobile applications. Provision of Self-enumeration would also be made available to the people. (ANI)

Bhubaneswar (Odisha) [India], June 17 (ANI): Odisha Census Director Nikhil Pawan Kalyan said preparations have begun for the enumeration exercise, including officer training and enumerator appointments, aiming for 100 per cent accuracy using digital tools. The Centre officially notified the launch of the 16th Census of India, including caste enumeration, with March 1, 2027, as the reference date. The Odisha Census Director further appealed to the citizens to cooperate and stay informed about the whole process. Speaking to ANI on Monday, Kalyan said, 'The Registrar General and Census Commissioner of India has issued a notification today announcing the launch of the upcoming population census across all the states and Union Territories, including Odisha... The reference date for the census is 12 AM, 1st March, 2027, meaning all enumeration and data-related activities must be completed based on this reference point. We will initiate our activities from now on... This includes training of officers, appointment of enumerators... We want to ensure a 100 per cent accurate census as data is the basis of all policies in the country... I appeal to all the citizens to cooperate and stay informed. We will share timely updates as operations progress... We plan to leverage advanced digital tools - including mobile applications for data collection, storage and other analytics...' On Monday, the central government notified the population census, the process of which will begin in March 2027. As per a gazette notification released by the Ministry of Home Affairs, 'In exercise of the powers conferred by Section three of the Census Act 1948 and in suppression of the notification of the Government of India in the Ministry of Home Affairs dated March 26, 2018, the Central Government declared that a census of the population of India shall be taken during the year 2027, as per a circular released by the Ministry of Home Affairs. 'The reference date for the census shall be March 1, 2027, except for the Union territory of Ladakh and the snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the states of Himachal Pradesh and Uttarakhand. Furthermore, the reference date for the Union Territory of Ladakh, snow-bound non-synchronous areas of the Union Territory of Jammu and Kashmir, and the states of Himachal Pradesh and Uttarakhand will be October 1, 2026. The Census will be conducted in two phases. In phase 1, House Listing Operation (HLO), the housing conditions, assets and amenities of each household will be collected. Subsequently, in the second phase, Population Enumeration (PE), the demographic, socio-economic, cultural and other details of every person in each household will be collected. Caste enumeration will also be done during the census. For Census activities, about 34 lakh enumerators and supervisors and around 1.3 lakh Census functionaries would be deployed. This is the 16th Census since its beginning and the 8th since independence. The ensuing Census will be conducted through digital means using mobile applications. Provision of Self-enumeration would also be made available to the people. Very stringent data security measures would be kept in place to ensure data security at the time of collection, transmission and storage. (ANI)

The notification Monday came hours after the Union Home Minister Amit Shah chaired a high-level meeting to take stock of the preparations for the Census. New Delhi: The Narendra Modi-led central government Monday notified the Census to estimate the population of the country and demographic details in 2027. This census, initially set to take place in 2021, will also have data on caste identities of the population. In the first phase, a Houselisting Operation (HLO) will be carried out, during which enumerators will record all buildings, houses, and households in a specific area along with data on housing characteristics, amenities, and assets. In the second phase, there will be Population Enumeration (PE), under which the government will store the data concerning the demographic, socio-economic, cultural and other details of every person throughout the country. 'The ensuing Census will be conducted through digital means using mobile applications. Provision of self-enumeration would also be made available to the people,' the MHA had said Sunday. The government said it will deploy about 34 lakh enumerators and supervisors along with nearly 1.3 lakh Census functionaries for the process, that will involve more than 140 crore people. 'In exercise of the powers conferred by section 3 of the Census Act, 1948 (37 of 1948), and in supersession of the notification of the Government of India in the Ministry of Home Affairs (Office of the Registrar General, India) number S.O. 1455(E), dated the 26th March, 2019 published in the Gazette of India, Extraordinary, Part II, section 3, sub-section (ii), dated the 28th March, 2019, except as respects things done or omitted to be done before such supersession, the Central Government hereby declares that a census of the population of India shall be taken during the year 2027,' the Registrar General of India said in a gazette notification Monday. 'The reference date for the said census shall be 00.00 hours of the 1st day of March, 2027, except for the Union territory of Ladakh and snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand,' it further said. 'In respect of the Union territory of Ladakh and snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand, the reference date shall be 00:00 hours of the 1st day of October, 2026,' the notification concluded. Census to begin from March 1, 2027; Centre issues official notification

The Union Home Ministry on Monday announced the dates for India's long-awaited population census — the first since 2011 — setting the stage for a two-phase digital exercise scheduled for October 1, 2026, and March 1, 2027. For the first time, the nationwide headcount will go digital, allowing citizens to respond from their homes via smartphones or digital platforms. What happens in each phase? The first phase, known as the Houselisting Operation (HLO), will begin on October 1, 2026. It will focus on collecting detailed data on households — including assets, income, housing conditions, and access to basic amenities like water, electricity, and toilets. The second phase, Population Enumeration (PE), will start on March 1, 2027. This phase will gather personal and demographic details — such as age, gender, education, occupation, religion, and language — of every individual living in the household. The upcoming census will also include caste-based enumeration, the first such exercise since Independence. Union Minister Ashwini Vaishnaw confirmed the inclusion of caste data in April, making it one of the most comprehensive censuses ever conducted in India. Digital and inclusive: A first for India This will also be India's first digital census, a step aimed at increasing accuracy and efficiency. With the option to self-enumerate from home, the process is expected to be more accessible and transparent than ever before. The last census was conducted in 2011. The 2021 exercise was postponed due to the Covid-19 pandemic, making this the longest gap between censuses in independent India. What it means for policy and politics The announcement of the Census 2026-27 also sets the stage for key legislative changes, including the implementation of the Women's Reservation Bill and the long-pending delimitation exercise. The Women's Reservation Bill — which seeks to reserve one-third of all seats in the Lok Sabha and state legislative assemblies for women — can only take effect after a fresh census, followed by delimitation. Delimitation refers to the redrawing of electoral constituencies based on population shifts. While it was last carried out based on the 1971 Census, the process was frozen by the 42nd Constitutional Amendment in 1976 until 2000. Later, the 84th Amendment Act of 2001 permitted limited boundary adjustments within states based on the 2001 Census, but the total number of Lok Sabha and Assembly seats remained unchanged. This amendment, in a way, also extended the freeze on full delimitation till the first census post-2026.
