Bahrain signs Host Country Agreement with Permanent Court of Arbitration
The Kingdom of Bahrain signed a Host Country Agreement with the Permanent Court of Arbitration (PCA), becoming the first Arab and Middle Eastern country to host a representative office of the PCA, which was established in 1899 and is headquartered at the Peace Palace in The Hague, Netherlands. The agreement was signed on behalf of Bahrain by Nawaf bin Mohammed Al Maawda, Minister of Justice, Islamic Affairs and Endowments, and on behalf of the PCA by Dr. Marcin Czepelak, Secretary General of the PCA. The agreement provides for the establishment of a PCA office in Bahrain, facilitating the administration of international dispute resolution proceedings, including arbitration, mediation, conciliation, and fact-finding. It also sets out the privileges and immunities applicable to the PCA, its assets, personnel, and participants in proceedings. Minister Al Maawda said that the agreement underscores Bahrain's international standing in the field of arbitration. He noted that as a signatory to the 1907 Hague Convention for the Pacific Settlement of International Disputes, Bahrain's selection to host the PCA reflects its commitment to peaceful dispute resolution and its active engagement in international legal frameworks. He added that the signing follows an invitation by the PCA Secretary-General for Bahrain to serve as a host country for arbitration, mediation, conciliation, and fact-finding commissions administered by the PCA, further strengthening the Kingdom's effective role in international legal mechanisms. BNA(R) The PCA handles a wide range of disputes, including those between states, state entities, intergovernmental organisations, and private parties, particularly in matters involving sovereignty, boundaries, and investment, the Minister added. Professor Marika Paulson, Secretary General of the Council for Developing Mechanisms for Resolving International Commercial Disputes, highlighted the importance of the agreement in strengthening cooperation between the PCA and Bahrain. She noted that the PCA Secretary General's visit opens new avenues for joint work in the field of international dispute resolution. Hosting the PCA is expected to bolster Bahrain's position as a regional and international hub for arbitration and alternative dispute resolution, in line with Bahrain's economic vision to enhance global competitiveness through the adoption of best practices in commercial and investment arbitration.

China's military conducts patrols in South China Sea, warns Philippines
China's military held joint sea and air patrols in the South China Sea on Saturday (June 14, 2025), a spokesperson for the People's Liberation Army's Southern Theater Command said. Spokesperson Tian Junli said in a statement on Sunday (June 15, 2025) that the Philippines has courted countries outside the region to organise 'joint patrols' and 'raised security risks' in the region. 'The theater command forces remain on high alert, resolutely safeguarding China's national sovereignty and maritime rights,' he said, adding that 'all military activities that seek to stir up trouble in the South China Sea or create flashpoints are fully under control.' The Philippine embassy in Beijing did not immediately respond to an emailed request for comment. The Philippines and the United States conducted joint maritime drills in the South China Sea for a seventh time earlier this month. Tensions have continued to run high between China and the Philippines over territorial disputes in the South China Sea, a conduit for more than $3 trillion of annual ship-borne commerce. China claims almost the entire South China Sea, including parts claimed by Brunei, Indonesia, Malaysia, the Philippines and Vietnam. In 2016, the Permanent Court of Arbitration in Hague ruled that China's claims were not supported by international law, a decision that Beijing rejects.

The Battle Over the World's Richest Shipwreck and its $16 Billion Treasure
Researchers have finally confirmed that a long-sunken hulk off the coast of Colombia is none other than the San José. The legendary Spanish galleon, which vanished beneath the waves of the Caribbean 300 years ago, has been dubbed the 'world's richest shipwreck.' Now the big question is, who does the treasure belong to? The San José was first launched in 1698 and was the flagship of the Spanish treasure fleet. In 1708, it was carrying gold and jewels from Peru to Spain that would help fund the War of Spanish Succession. As the ship approached Cartagena, Colombia, British naval forces attacked. During the melee, the gunpowder stores on the San José ignited, sinking the ship. Nearly 600 crew members perished as the ship went down with its vast cargo of gold, silver, emeralds, pearls, and other treasures. For centuries, the wreck remained lost beneath the sea. Two groups claim they discovered the famous shipwreck. U.S. salvage company Glocca Morra (now Sea Search Armada) insists that it first found the location of the ship in 1981. Then, in 2015, the Colombian navy, working with marine archaeologists, located the actual remains of the galleon using underwater drones. At a depth of around 600m, it is too deep for divers to access. This made it hard for researchers to confirm that it is definitely the San José. The Colombian navy has been using remotely operated vehicles to survey the wreck. The key to proving that it is the San José has been the gold coins scattered on the ocean floor. The lead author of a new study, Daniela Vargas Ariza, explained how these coins allow dating of the wreck and its demise through a process of elimination. These particular coins, known as "cobs," show mint marks from Lima, dated 1707. They also have castles, lions, Jerusalem crosses, and other Spanish imperial symbols imprinted on them. 'The finding of to a vessel navigating the Tierra Firme route in the early 18th century," said the paper. "The San José galleon is the only ship that matches these characteristics.' This Holy Grail of shipwrecks is now at the center of a legal battle. Colombia claims it is the sole owner of the wreck under its national heritage laws. They argue that as the ship lies within its territorial waters, it belongs to them. But others want to stake their claim over the ship and its $16 billion of treasure. Spain contends that the San José is a Spanish ship and so it is Spanish state property. Sea Search Armada says it was the first to identify the general location of the wreck in the 1980s and so should receive some of the compensation. Indigenous communities from countries like Peru and Bolivia are also asserting claims to the treasure since most of it was pillaged from them when they were under Spanish colonial rule. After hearings in Colombia and the U.S., the decision about who owns the most valuable shipwreck in the world will lie with the Permanent Court of Arbitration at the Hague.

DY Chandrachud takes key role in German energy firm vs Russia dispute
In a significant development in the ongoing arbitration between German energy company Wintershall and Russia, former Chief Justice of India DY Chandrachud has been designated as the appointing authority under the Energy Charter Treaty, a multilateral pact that works under a framework for cooperation in the energy Chandrachud, who demitted office as the Chief Justice in November 2024, is widely regarded for his contributions to constitutional law and international philosophy of law. His appointment signals the continued involvement of eminent jurists from diverse legal traditions in resolving high-stakes international investment development came following the resignation of Eduardo Siqueiros as the appointing authority on May 22, 2025.
