Penampang Council headquarters Sabah's first green government building

PENAMPANG (June 20): The Penampang Municipal Council (MPP) headquarters has officially received the green building certification, making it the first government building in Sabah to obtain such recognition. This marks a historic achievement in MPP's efforts to strengthen sustainability practices and innovation within public service. The recognition was announced during an official ceremony officiated by Deputy Chief Minister II and Local Government and Housing Minister, Datuk Seri Dr Joachim Gunsalam, who also launched the MPP e-Adu mobile application and command centre during a joint event today. Dr Joachim said that this achievement clearly reflects MPP's commitment to addressing global challenges related to climate change, energy management and carbon emission reduction. 'This is a proud achievement. The green building certification reflects MPP's commitment to sustainable building management through initiatives such as the installation of solar systems, use of energy-efficient equipment and the implementation of LED lighting,' he said during his speech at the event held at the MPP lobby. Dr Joachim added that the success aligns with the State Government's goal of making Sabah a smart, sustainable and environmentally responsive state that prioritises the wellbeing of its people. The green building certification is awarded to buildings that meet sustainability standards, including energy efficiency, water management, the use of eco-friendly building materials, and designs that promote recycling and natural ventilation. MPP's achievement also corresponds with the Third Pillar of the Sabah Maju Jaya (SMJ) Development Plan, which focuses on people's wellbeing and environmental sustainability, highlighting sustainable development and green technology as key priorities. Dr Joachim also praised the MPP's boldness in adopting new technologies, which not only reduce long-term operational costs but also contribute to global efforts to combat climate change. In addition, the launch of the e-Adu app and the MPP command centre signifies the beginning of a new era in digital governance and data-driven management at the local government level. The command centre is equipped with a CCTV monitoring system, used not only for safety and traffic surveillance but also to assist in disaster management, such as floods and unexpected incidents. The e-Adu app enables the public to submit complaints more easily, transparently and efficiently, in line with the aspiration to develop a responsive, people-centred urban environment. 'This new approach reflects how MPP is progressing towards becoming a smart city, powered by technology and data to enhance efficiency and quality of life,' he said. Dr Joachim also expressed his appreciation to all parties who contributed to the success of the project, particularly former MPP president Francis Chong, as well as Benny Ng and Sabah Housing and Real Estate Developers Association (SHAREDA), who provided significant technical and professional expertise. He called on other local authorities in Sabah to use this achievement as a benchmark to continue innovating and prioritising sustainability in their planning and development implementation. Also present were Kapayan assemblywoman and chairman of the Rural Development Cooperative (KPD), Jannie Lasimbang; Permanent Secretary of the ministry, Datuk Dr Jamili Nais; MPP deputy president Noemi Dyena Johntren; Sabah Digital Government division chief assistant director, Disney Lai; political secretary to the Member of Parliament for Penampang, Carl Masoom; SHAREDA president Datuk Johnny Wong; GreenRE Sdn Bhd executive director Ashwin Thurairaja and Sabah Credit Corporation head of administration, Salina Salimi.

Kaamatan Festival: No beer at traditional houses, stalls cheaper, stricter rules

KOTA KINABALU (May 22): Several changes will be made for this year's state level Kaamatan festival on May 30 and 31 at the Kadazan Dusun Cultural Association (KDCA) compound. KDCA deputy president Datuk Seri Dr Jeffrey Kitingan said they have added the 14th traditional house on the compound, which is from the Tobilung ethnic group. Jeffrey informed that no beer will be served at the traditional houses this year, but those seeking such refreshments can still find them at the commercial stalls. He explained that this is because from May 29 to 30, these houses will instead truly showcase Sabah's traditional food, drinks, outfit and music. In addition, he said the rent for the permanent stalls on the grounds will be reduced to a maximum RM5,000 per stall instead of RM7,000 last year. As for the canopy stalls, the lowest rent starts at RM2,500 each. Jeffrey, who is also the organising chairman for the celebration, said they are also tightening enforcement this year to prevent any unruly behaviour or untoward incidents. He said the stall operators have been warned to cease playing loud music past 1am or risk being fined, following yearly complaints from surrounding neighbourhoods. Last year, six traditional houses were compounded RM1,000 each by the Penampang Municipal Council for the offence. Jeffrey also advised those attending the celebration to practice decorum, in light of an incident a couple years back where attendees were seen dancing on tables. He added that security personnel and People's Volunteer Corps (Rela) will be placed at the site to keep things in check, and their enforcement team will take appropriate action on any wrongdoers caught. 'We do not tolerate unruly behaviours. All the operators have been warned about the matter. 'Do not overdo things when celebrating, be it drinking, eating, dancing or singing. 'Be careful on the road and take care of your safety. Celebrate responsibly,' he told a press conference at the Shangri-La Tanjung Aru Resort here Thursday. Jeffrey also said this year's Kaamatan Festival is an important platform to further enhance the tourism industry, thus boosting the people's economy in Sabah. The state-level 2025 Kaamatan Festival Main Committee chairman expects many industry players and foreign agencies to converge on all the districts in Sabah to jointly enliven its celebration. 'This is what we want the festival to be, a platform to spur Sabah's tourism and economy and our goal has become a reality with an increase in the number of investors during this season,' he said. He added that, so far, all the various programmes implemented in conjunction with the Kaamatan month were running smoothly. 'I can see that the district-level launching of the Kaamatan Festival went smoothly and I want to thank all parties, particularly the main committee which has played a significant role in ensuring the festival runs smoothly. I hope this momentum can be maintained until the festival ends on May 31,' he said. Jeffrey said that this year, the traditional houses at the KDCA would be used as an open house for the public. 'So, we invite everyone to visit the 14 traditional houses so that we can all learn more about our heritage and culture,' he added. Prime Minister Datuk Seri Anwar Ibrahim is expected to officiate the Kaamatan festival on May 30, while Sabah Head of State Tun Musa Aman will close the celebration on May 31.

CM: Curb demand, supply of illicit drugs in Sabah
KOTA KINABALU (April 21): Concerted efforts must be taken to reduce the number of Sabah's drug addicts and substance users by curbing the demand and supply of illicit drugs, said Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor. He said Sabah recorded an increase of 7.5 per cent in drug addicts and substance users, with 9,207 detected last year compared to 8,567 in 2023, but this figure only constituted 4.8 per cent of the national statistics. 'Sabah has recorded a rate of 246 addicts, in line with the national target of not more than 400 drug addicts and abusers for every 100,000 population. 'These figures showed an increase throughout the nation and almost all the states. The increasing trend is worrying and has posed a challenge for all of us. We must step up efforts to address this problem, especially in curbing the supply and demand of drugs in the state,' he said. Chairing the State Drug Eradication Action Council (MTMD) at Menara Kinabalu here today, Hajiji said that for this year, priority would be given to neutralising two high-risk areas, namely Penampang and Balung, Tawau. 'To ensure we can succeed in making Penampang and Balung a green area, the Penampang Municipal Council and Tawau Municipal Council presidents as district MTMD chairmen have been appointed coordinators of the high-risk areas at their respective districts,' he added. He said efforts would also be taken to maintain the 'green' status of seven high-risk areas, namely Likas, Inanam, Luagan, Patikang dan Tuarid Taud, Tanjung Batu and Merotai. During the meeting, two papers were tabled, the 'Kampung Sejahtera Tanggungjawab Bersama' pilot programme by the Sabah National Anti-Drug Agency (AADK). 'I call upon all members in the meeting to take heed and to provide feedback on their efforts to eradicate drug problem in Sabah in order to achieve the Drug Under Control 2025 goal,' he said. He said drug is still the country's Number 1 enemy, therefore all members of the council must work together to eliminate the threat for the sake of the nation's future generation. Also present were Community Development and People's Wellbeing Minister Datuk James Ratib, State Secretary Datuk Seri Panglima Sr Safar Untong, State Police Commissionet Datuk Jauteh Dikun and new Sabah AADK director, Elmariah Chung.
