Chandigarh leads Centre's school education index: Check rankings of other states

Chandigarh, Delhi, Punjab, Gujarat, Odisha, Kerala, Haryana, Goa, Maharashtra, Dadra and Nagar Haveli and Daman and Diu and Rajasthan recorded significant improvement in performance among all states and Union Territories (UTs) in the latest Performance Grading Index 2.0 report. The report published by the Union Ministry of Education for 2022-23 and 2023-24 on Thursday details the assessment of school education across various indicators, such as learning outcomes and infrastructure. Chandigarh recorded maximum improvement and achieved a score of 703 out of 1,000, corresponding to Prachesta 1 grade. Emerging as the best-performing Union Territory, it improved its score from 687.8 recorded in the 2022-23 session. The education sector evaluation report is based on six key domains, namely, learning outcomes and quality, access, infrastructure, equity, governance processes, teacher education and training. It features data from Unified District Information System for Education Plus (UDISE+), National Achievement Survey (NAS), PM POSHAN portal, PRABAND portal and Vidyanjali Portal. It is important to note that none of the states featured in the top-scoring range, which is above 761. A total of 24 States and Union Territories improved their scores in 2023-24 compared with the previous year's data. Notably, Chandigarh leads in only two of the six domains, which are infrastructure and facilities and equity. Delhi, Punjab and Gujarat recorded a score above 600. Delhi's score stood at 623.7, indicating marked improvement from the previous 579.3. Punjab and Gujarat, other top performers, recorded scores of 631.2 and 614.4, respectively. On the other hand, Meghalaya registered least improvement in performance indicators and recorded the least score of 417.9, as per Performance Grading Index report. All of northeastern states, including Nagaland, Mizoram, Arunachal Pradesh recorded a score below 500, except for Sikkim, Tripura and Assam. Chandigarh's school education director, Harsuhinderpal Singh Brar, said, 'At the heart of this success are our teachers and the encouragement by the UT administrator and chief secretary, along with the integration between various departments,' HT reported.

Chandigarh: Chandigarh has secured the top position in the Government of India's Performance Grading Index (PGI) 2.0, an annual assessment of school education systems across states and union territories, for two consecutive years — 2022-23 and 2023-24 — emerging as the only state or UT to reach the Prachesta-1 grade in either year. No other region crossed into even the next higher grade band, making Chandigarh's lead both significant and solitary. Its overall score improved from 688 in 2022–23 to 703 in 2023–24, driven by gains in infrastructure, access, and governance. However, the data also reveals specific areas where Chandigarh did not lead the country, particularly in governance processes, teacher education, and learning outcomes—domains where other states and UTs outperformed it. In governance processes, it scored 76.7 out of 130, remaining in the Prachesta-1 band. In comparison, Gujarat scored 87.8, while Odisha and Haryana also performed better in this domain. These governance indicators include digital fund transfers, student and teacher attendance systems, and timely data reporting—areas where Chandigarh still has room to strengthen implementation. This suggests scope for further enhancement in teacher qualification standards and in-service training in Chandigarh. Even in access, where Chandigarh had previously achieved the Daksh grade (2022–23), its score marginally declined from 72.9 to 72.4 in 2023–24, falling into the Utkarsh range. By contrast, Puducherry retained the Daksh grade in access this year. Nonetheless, Chandigarh's overall leadership reflects robust progress across most domains. It scored 148.0 out of 190 in Infrastructure & Facilities and 216.5 out of 260 in Equity, placing it in the Atti-Uttam and Utkarsh grades respectively. This success builds on several initiatives: 100% retention at all levels, 450 co-located Anganwadi centres, expanded vocational training, kitchen gardens in all government schools, and the installation of sanitary pad vending machines in previously uncovered institutions. The UT also leads in digital readiness, having implemented digital attendance in all government schools and seeded over 98% of student records with Aadhaar in the UDISE+ system. Social audits were introduced under the PM POSHAN scheme in 2023–24, and all children with special needs (CWSN) were provided with assistive devices. Importantly, Chandigarh maintained a consistent score of 103.6 in Learning Outcomes for three consecutive years, though no state or UT showed improvement here due to the reliance on NAS 2021 data. While the PGI 2.0 results are not directly comparable to earlier PGI formats, Chandigarh has ranked first nationally for three years in a row under the updated methodology. The next round may bring further movement, as results from the 2024 PARAKH national assessment—expected in July 2025—will inform updates in the Learning Outcomes and Equity domains. PGI 2.0 continues to serve as a powerful tool for states and UTs to monitor school education quality, push reforms, and work toward the goals set by the National Education Policy 2020 and Sustainable Development Goal 4. The centerpiece North Lakhimpur Eco Park, with an investment of Rs 4.25 crore, promises to become the town's environmental showcase. The innovative facility will house a museum dedicated to extinct and endangered tree species, alongside a dense Miyawaki forest designed to maximize biodiversity in minimal space. The park will also feature carefully curated sections of fruit and medicinal trees, complemented by traditional bamboo groves that reflect Assam's ecological heritage. "This urban forest will provide green lungs to Lakhimpur town," Sarma said during the foundation stone laying ceremony at Chandmari. The ambitious project will distribute 8.7 million litre per day of treated piped water to 7,013 households through an extensive 1,11,108-metre network once completed. The CM also inaugurated a new two-story zila parishad building, constructed at a cost of Rs 4 crore. The modern facility, equipped with contemporary amenities, aims to streamline public services and improve grassroots governance. The Chief Minister also inaugurated multiple facilities at the Lakhimpur College of Veterinary Science. The Rs 10.7 crore investment encompasses a professional training institute, indoor stadium, gymnasium cum canteen building, and guest house, significantly enhancing the institution's capacity to train veterinary professionals. The project, estimated to cost Rs 25 crore, is designed to serve nutritious midday meals to one lakh schoolchildren across Dibrugarh district. The community kitchen complex will feature comprehensive facilities spread across multiple structures. The main kitchen building, spanning ground and first floors, will cover 1,718 square metres and serve as the primary food preparation hub. Supporting infrastructure includes administrator and senior manager's quarters covering 760 square metres, ensuring on-site management and oversight. To enhance operational efficiency and community engagement, the complex will house a staff training centre and multipurpose hall spanning 698 square metres. The facility will focus on skill development in food planning and management while promoting awareness about food safety and nutrition among community members. A utility and security block of 94 square metres will complete the project is expected to be completed by September 2026. Beyond its primary objective of feeding school children, the initiative is expected to generate significant economic and social benefits for the people. The facility will create substantial employment opportunities, ranging from food preparation and management roles to administrative and support positions. The emphasis on skill development will enhance local capacity in food planning and management, creating a skilled workforce that can contribute to broader nutrition and food security initiatives.
