1 2 Bhubaneswar: Development of the state's 40% tribal and SC population is vital for making Odisha prosperous by 2036, chief minister Mohan Charan Majhi told a gathering at Chhau Padia in Mayurbhanj district's Baripada on Wednesday. Addressing the Adivasi Shakti Samavesh, which was held to mark the BJP govt's one-year anniversary, the CM emphasised the crucial role of tribal communities in Odisha's cultural fabric. "Tribal empowerment is not just a slogan or vote bank politics; it's our govt's commitment," Majhi said. He announced several initiatives, including a Rs 732.48 crore allocation for new hostels for ST, SC and OBC students and Rs 100 crore for the Shaheed Laxman Nayak Model Ashram School scheme. Highlighting that the state govt also launched the PM-JANMAN scheme, targeting 2,94,712 Particularly Vulnerable Tribal Groups across 14 districts, the CM said projects worth Rs 150 crore were also initiated for a tribal culture and heritage building and a tribal language institute. Bhopal: The state cabinet, headed by chief minister Mohan Yadav, on Tuesday approved the Madhya Pradesh Public Service Promotion Rules, 2025, ensuring the representation and protection of interests of the reserved categories. After nine years, the state govt on Tuesday opened the doors for the promotion of govt employees. Briefing the media after the cabinet meeting, the minister for urban administration, Kailash Vijayvargiya, said, "In the last nine years, there were many hindrances in the way of promotion of state govt employees. This time, we found a way for giving promotions." He further stated, "With promotions, the lower rank posts will get vacant, making way for fresh recruitments." He mentioned that the govt has taken all precautions to maintain and respect the high court and other court orders, so that there are no legal complications with the promotions. Provisions have been made to include 20% reservation for scheduled tribes (ST) and 16% for scheduled castes (SC). SC and ST public servants will also have the opportunity for promotion based on merit, the minister said. A state govt release explained, "Departmental Promotion Committees may meet in the current year to prepare selection lists for the next year's vacancies. Due weightage will be given to seniority, and among senior officials, those obtaining the minimum qualifying marks will be eligible for promotion. For Class I officers, a merit-cum-seniority principle will apply." For Class IV employees, there will be no marks system; they will be promoted solely based on suitability. Even partial service in a year will be considered as full qualifying service. Provisions have also been made to allow promotion against posts vacated by officers on deputation who will not be available in the promotion year. The rules ensure that posts available on a particular day are filled, based on merit and representation of reserved categories. Approximately 2 lakh new posts will be created with the promotions, leading to enhanced administrative efficiency and effectiveness. In another decision, the cabinet approved the establishment, operation, and construction of 459 new anganwadi centres in special tribal areas under the PM-JANMAN (Pradhan Mantri Janjatiya Nagarik Mahaabhiyan) scheme. Approval was also given to create 459 honorary posts for anganwadi workers, another 459 posts for anganwadi helpers, and 26 regular supervisory posts. E xpenditure on the scheme from fiscal year 2025–26 to 2030–31 will be made as per the approval received by the Centre. The total estimated cost of implementation is Rs 143.46 crore, of which the Central share will be Rs 72.78 crore and the state's share Rs 70.68 crore. The cabinet also approved a total estimated expenditure of Rs 5,163 crores for ongoing and upcoming capital projects of Madhya Pradesh Power Transmission Company Limited (MPPTCL) for the period 2025–26 to 2029–30. The funding will comprise 20% equity from the state govt and 80% as loans from financial institutions and banks. Key allocations include Rs 1,154 crores for construction and upgradation of transmission systems approved by the central transmission unit, Rs 185 crores for power infrastructure for Simhastha–2028, Rs 1,015 crores for construction of new extra-high-voltage substations, Rs 54 crores for new EHV (Extra High Voltage) lines for uninterrupted power to Morena Division HQ and northern Gwalior, and Rs 1,280 crores for capacity enhancement of existing EHV transformers. In yet another decision, the cabinet approved the establishment of district treasuries in the newly formed districts of Pandhurna, Maihar, and Mauganj.

The Ministry of Tribal Affairs has rolled out a large-scale outreach campaign for the implementation of its welfare schemes in over 500 districts of the country, aiming to cover 1 lakh tribal dominated villages and habitations. The outreach has been pegged as 'benefit saturation' camps, aimed at doorstep delivery of two key flagship schemes – Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN), launched in 2023, and Dharti Aaba Janjatiya Gram Utkarsh Abhiyan, which was launched in 2024. While PM-JANMAN was launched with a focus on particularly vulnerable tribal groups, the Dharti Aaba scheme was launched as an umbrella initiative aimed at implementation of welfare measures, with the convergence of 17 line ministries. Each line ministry has been allocated budget and targets under the scheme. Construction of hostels, rural electrification, building of homes under the Pradhan Mantri Awas Yojana, livestock support and fisheries support are some of the welfare benefits being implemented through the Dharti Aaba umbrella scheme. The scheme has been named Dharti Aaba (father of the earth) after anti-colonial tribal leader Birsa Munda. Prime Minister Narendra Modi had launched the scheme during the Jharkhand elections last year. In the Union budget, the scheme was allocated Rs 79,156 crore over five years with a central share of Rs 56,333 crore, and state share of Rs 22,823 crore. Officially launched on June 15, the outreach campaign will run for a fortnight. Among its focal points are providing basic documentation to tribal communities in the form of Aadhaar cards, Ayushman Bharat cards through enrolment, grant of titles under the Forest Rights Act, and opening of pension accounts as well as Jan Dhan accounts. Ministry sources said that one of the key objectives of the outreach programme was last-mile awareness on the flagship JANMAN and Dharti Aaba schemes, down to hamlets and the block level. With an outlay for Dharti Aaba provisioned only in this year's budget, the Centre hopes to popularise uptake of the scheme through the outreach programme. The outreach is also part of the Centre's ongoing year-long celebration of the Janjatiya Gaurav Varsh. The Centre began this celebration on November 15, 2024, the birth anniversary of Birsa Munda, and the celebrations are a tribute to the contributions of the tribal leader and the tribal community to the freedom struggle. As India strengthens its resolve for inclusive development, the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) has emerged as a transformative initiative. Launched by Prime Minister Narendra Modi on November 15, 2023, coinciding with Janjatiya Gaurav Divas, the mission aims to uplift Particularly Vulnerable Tribal Groups (PVTGs), communities historically excluded from the mainstream. PM-JANMAN targets 75 PVTG communities across 18 states and one Union Territory, intending to extend essential services to over 22,000 remote tribal habitations. These groups, often residing in forested and hilly regions, face challenges like low literacy, poor healthcare, and inadequate infrastructure. To address these issues, the mission spans 11 core development areas - housing, drinking water, road connectivity, electrification, mobile access, healthcare, education, nutrition, skill development, community centres and social security. These services are delivered through joint efforts by nine central ministries and corresponding state departments to ensure effective and integrated implementation. With a budget of Rs 24,104 crore - Rs 15,336 crore from the Centre and Rs 8,768 crore from states, the scheme is being implemented from 2023 to 2026, aiming for full saturation in the identified areas. Odisha: A Model State for PM-JANMAN Odisha plays a leading role in this national mission. The state is home to 13 of the 75 recognised PVTGs, including the Bonda, Dongria Kondh, Juang, Kutia Kondh and Lanjia Saora. The programme covers 1,751 habitations across 14 districts, benefiting nearly 68,605 households. What distinguishes Odisha is its convergence of the central scheme with state-level tribal programmes, ensuring saturation across all intervention areas. Each habitation has a tailored micro-plan created with local participation and aided by GIS mapping, drone surveys, and mobile data collection, ensuring development is both relevant and respectful of local contexts.
