Govt refining efforts to officially recognise PLKN 3.0 certificate
PEKAN: The government is currently refining efforts to officially recognise the National Service Training Programme (PLKN) 3.0 certificate as a benefit for trainees in gaining admission to higher learning institutions or to secure employment. Dewan Rakyat Speaker Tan Sri Johari Abdul said the matter was discussed with the National Service Training Department director-general Major General Datuk Ya'cob Samiran. 'This is a credential that can be accepted by all parties, not just the government but also society at large. (With this certificate) we can confirm that the trainee has been exposed to a range of knowledge upon completing the PLKN training,' he said. He said this in a press conference after attending a dialogue session with PLKN trainees at the 505 Territorial Army Regiment Camp here today. Johari also said that the outcome of the discussions is expected to be announced soon. 'We are working with the Public Service Department and several other parties to ensure that the certificate we issue carries merit. Otherwise, it will be just another ordinary certificate -- we want it to have value,' he added. Meanwhile, Ya'cob said several PLKN 3.0 trainees have successfully qualified to join the Malaysian Armed Forces and will begin training in the next intake at the Basic Army Training Centre. 'If we look at the previous intake, around 60 per cent of those who participated in PLKN 3.0 chose to serve in uniformed forces, either in the regular or reserve units,' he also said.

What's in it for trainees?
Ready, aim, fire: PLKN 3.0 trainees taking their positions during a shooting exercise at Kem Perdana Sungai Besi in Kuala Lumpur, in this file photo. — IZZRAFIQ ALIAS/The Star PETALING JAYA: The new National Service Training Programme needs a better pull factor if it is to attract more trainees. With almost 40% of trainees not showing up for PLKN 3.0, parent groups say the programme must either have better academic incentives or prove itself useful for career growth. Deputy Defence Minister Adly Zahari has revealed that 206 of the 550 trainees did not report for duty on Monday. The timing of PLKN 3.0 has also clashed with the academic calendar of those who had just begun their higher education studies, said Parent Action Group for Education chairman Datin Noor Azimah Abdul Rahim. 'Many students have enrolled in pre-university, foundation or matriculation programmes that run through May and June. 'After years of disrupted education due to Covid-19, students and parents alike may be hyper-focused on academic continuity, making PLKN 3.0 feel like an added burden rather than a developmental opportunity. 'A call-up during this window could disrupt their exam preparations or actual assessments, resulting in them feeling stressed over falling behind their fellow peers, which could in turn cause them to fall ill,' she said. To fix this, Noor Azimah suggested that the government improve academic incentives under PLKN 3.0, like subsidised tuition fees at public universities or TVET programmes post-service. 'Trainees must also be given flexibility on deferment options if they are currently enrolled in higher education. 'They should also be told how PLKN 3.0 can fit into their future career development. 'Employers or institutions must be encouraged to recognise the PLKN 3.0 service as an additional co-curricular achievement,' Noor Azimah said, adding that an increased monthly allowance would also be useful. Melaka Action Group for Parents in Education chairman Mak Chee Kin also suggested that students be provided with special co-curriculum marks of academic value to encourage better turnout. 'This programme should become (one involving) at least mostly voluntary registration, which students can pre-register for from Form Four. 'Those who pre-register can be given co-curriculum marks,' he said. Former PLKN trainees agree. 'While I had a good time in training, I wouldn't say it was beneficial in the long run, as I felt like I could have used that time to do something more productive,' said 33-year-old Nuradeannia. 'Things like taking up a part-time job or enrolling in short courses would have been more useful,' said the business analyst, who completed PLKN in 2010. IT executive Rafiqha Mustaffa, 33, said that PLKN mostly helped her become stronger mentally. 'It helped instil a strong sense of identity and discipline while also making me much braver. 'At the very least, I walked away with better communication skills as I got to mix with peers from many other schools,' she said, adding that she had also completed her PLKN training in 2010.
