To change that, the govt must show political will and strong administration,' said T Papi Reddy, former chairman of the Telangana State Council of Higher Education. He suggested creating one cluster-based school for every four to five villages and semi-residential schools to ensure equal access to quality education. 'This model would not overburden and would level the playing field for rural students,' he said. Chandigarh: Chandigarh has secured the top position in the Government of India's Performance Grading Index (PGI) 2.0, an annual assessment of school education systems across states and union territories, for two consecutive years — 2022-23 and 2023-24 — emerging as the only state or UT to reach the Prachesta-1 grade in either year. No other region crossed into even the next higher grade band, making Chandigarh's lead both significant and solitary. Its overall score improved from 688 in 2022–23 to 703 in 2023–24, driven by gains in infrastructure, access, and governance. However, the data also reveals specific areas where Chandigarh did not lead the country, particularly in governance processes, teacher education, and learning outcomes—domains where other states and UTs outperformed it. In governance processes, it scored 76.7 out of 130, remaining in the Prachesta-1 band. In comparison, Gujarat scored 87.8, while Odisha and Haryana also performed better in this domain. This suggests scope for further enhancement in teacher qualification standards and in-service training in Chandigarh. Even in access, where Chandigarh had previously achieved the Daksh grade (2022–23), its score marginally declined from 72.9 to 72.4 in 2023–24, falling into the Utkarsh range. By contrast, Puducherry retained the Daksh grade in access this year. Nonetheless, Chandigarh's overall leadership reflects robust progress across most domains. It scored 148.0 out of 190 in Infrastructure & Facilities and 216.5 out of 260 in Equity, placing it in the Atti-Uttam and Utkarsh grades respectively. This success builds on several initiatives: 100% retention at all levels, 450 co-located Anganwadi centres, expanded vocational training, kitchen gardens in all government schools, and the installation of sanitary pad vending machines in previously uncovered institutions. The UT also leads in digital readiness, having implemented digital attendance in all government schools and seeded over 98% of student records with Aadhaar in the UDISE+ system. Social audits were introduced under the PM POSHAN scheme in 2023–24, and all children with special needs (CWSN) were provided with assistive devices. Importantly, Chandigarh maintained a consistent score of 103.6 in Learning Outcomes for three consecutive years, though no state or UT showed improvement here due to the reliance on NAS 2021 data. While the PGI 2.0 results are not directly comparable to earlier PGI formats, Chandigarh has ranked first nationally for three years in a row under the updated methodology. The next round may bring further movement, as results from the 2024 PARAKH national assessment—expected in July 2025—will inform updates in the Learning Outcomes and Equity domains. PGI 2.0 continues to serve as a powerful tool for states and UTs to monitor school education quality, push reforms, and work toward the goals set by the National Education Policy 2020 and Sustainable Development Goal 4. Outperforming all other states and union territories (UTs), Chandigarh has claimed the numero uno position in the school education index, revealed Performance Grading Index (PGI) 2023-2024 by the Union Ministry of Education. Chandigarh scored 703 points, achieving Prachesta-1 — the highest grade achieved in the latest PGI. Chandigarh scored 703 points, as opposed to 687.8 in 2022-2023, to emerge as the only state or UT in the Prachesta-1 grade that has the score range of 701 to 760. Launched in 2017 by the Ministry of Education, PGI assesses the performance of school education in states and UTs across India, and the assessment is out of 1,000 points. The indicators of evaluation include learning outcomes and quality, infrastructure and facilities, equity, governance processes, teachers' education and training. Reflecting on the top rank, H Brar, Director, School Education, said, 'Chandigarh's impressive performance in the PGI is a proud moment for the city. Brar lauded teachers, saying their 'dedication and hard work' have laid the foundation for this achievement, along with the UT Administrator and Chief Secretary and Departments of Education, Engineering, Finance, Social Welfare and MC. 'This kind of interdepartmental teamwork, a shining example, anchored by a shared commitment to student success, is what transformed plans into results. Chandigarh's PGI success is more than a statistical accomplishment — it is a story of unity, purpose, and the belief that quality education is a shared responsibility. Together, we have set a new benchmark — and together, we will continue striving for even greater heights in education,' he added. Brar highlighted several initiatives undertaken by the Department of School Education, UT Chandigarh, for the improvement of domain-wise scores of PGI over 2021-22, like improvement of adjusted net enrolment ratio at secondary level from 76.41 per cent (2021-22) to 106.8 per cent in 2023-24 and improvement of net enrolment ratio at higher secondary level from 56.87 per cent (2021-22) to 71.2 per cent in 2023-24. He added that Chandigarh schools also maintained a retention rate at 100 per cent at all levels in all the years. ICT labs/smart classrooms established in all government schools, 38 government schools in 2021-22 to 47 in 2023-24, free textbooks provided to all students at the elementary level before the start of the academic year, were some other improvements mentioned by the official.

Kerala has retained its grade but seen its scores dip in the Performance Grading Index (PGI) 2.0 for States and Union Territories report released by the Union Ministry of Education recently. The State, along with nine other States and Union Territories, has received the grade 'Prachesta-3' (for 31% to 40% of total score of 1,000) in both the 2022-23 and the 2023-24 academic years, but is among the 12 States and Union that have seen their scores decline during the period. The State had a score of 601.9 in 2022-23 but saw it fall to 594.2 in 2023-24. While Haryana, Delhi, Maharashtra, and Rajasthan improved their scores to enter Prachesta-3 grade, among States than retained the grade only Kerala saw its scores fall by 7.7 points. Punjab improved its performance by 17.1 points from 2022-23 to achieve the highest score in this grouping at 631.2 points. Chandigarh performed the best in the PGI securing the grade Prachetsa-1 in 2023-24. It improved its score from 687.8 in 2022-23 to 703 in 2023-24. No State attained scores in the range of 761-1,000. Kerala's score in the learning outcome and quality domain remained unchanged in 2023-24 from that in the previous year. It scored 60.2 points out of 240, tied with Gujarat. Punjab had more than twice Kerala's score – 113.4. Chandigarh had 103.6 points and Rajasthan 98.8. In access, Kerala scored 72.1 points out of 80. Puducherry had the highest score in this domain with 73.7 points. In the infrastructure and facilities domain, the State scored 107.7 points. Odisha was close behind with 107.5. Chandigarh had the highest score – 148. Delhi had 117.9 points. The State scored 220.7 in the equity domain. Delhi secured the highest points – 239.1. Neighbouring Tamil Nadu had 234.9 points and Maharashtra 234.3. In governance processes domain, Kerala had 42 points, while Gujarat had 87.8 points. Chandigarh followed with 76.7 points. The State improved its performance in 2023-24 from that in the previous year in the teacher education and training domain to secure the highest score of 91.4 points, securing the Daksh grade in this domain. It is also one of three States to secure a Daksh grade in any domain. Tamil Nadu and West Bengal both of which secured Akanshi – 1 grade (21% to 30% of the total score) were among the States that saw their scores dip in 2023-24 from that in the previous year. In the PGI report for districts, 10 districts of the State had secured Uttam -3 grade (61% to 70% of the total score of 600 points) in 2022-23, with only Kozhikode, Kasaragod, Palakkad, and Wayanad getting the Prachesta-1 grade (51% to 60% of the total score). A year later, the number of districts graded Uttam-3 had dropped to four, while 10 districts achieved Prachesta-1. In all, 40 districts in the State secured Uttam-3. The main categories for PGI-district report include outcomes; effective classroom transaction; infrastructure and facilities; school safety and child protection; digital learning; and governance processes.

New Delhi: Chandigarh has emerged as the best-performing region in the country in the Union Education Ministry's latest Performance Grading Index (PGI) 2.0 report on school education. While Meghalaya ranked lowest at the tenth and lowest category. The UT scored 703 out of 1,000 and was placed in the fifth performance band, known as Prachesta-1, making it the only state or Union Territory in this category. Meghalaya with 417.9 points finds itself in the Akanshi-3 category despite a slight improvement over the previous year. The PGI 2.0, a revised framework introduced in 2021, evaluates all 36 states and UTs based on six key domains such as, learning outcomes and quality, access, infrastructure and facilities, equity, governance processes, and teacher education and training. Each domain contributes to a cumulative score out of 1,000, with the goal of highlighting both achievements and areas needing policy intervention. This latest edition of the report covers both academic years 2022–23 and 2023–24 and is based on multiple data sources, including the National Achievement Survey (NAS) 2021, UDISE+ data, and PM-POSHAN (mid-day meal) scheme information. Despite improvements in some areas, the overall picture shows that no state or UT crossed into the top four grading bands that of, Daksh, Utkarsh, Ati Uttam, and Uttam, which require scores above 761. 'The top-most grade attained is 'Prachesta-1', i.e., score range 701–760, indicating that there is huge scope for improvement in performance by states,' the report noted. Following Chandigarh's top position, Punjab (631.1) and Delhi (623.7) were the next highest performers, both placed in the Prachesta-3 band (score range: 581–640). Other states and UTs in this band included Kerala, Gujarat, Odisha, Haryana, Goa, Maharashtra, and Rajasthan. These results, while relatively strong, still reflect a nationwide underperformance against the highest possible benchmarks. On the lower end of the spectrum are Arunachal Pradesh with 461.4 points, Mizoram at 464.2, Nagaland at 468.6, and Bihar at 471.9—all falling into the bottom two bands. In total, 10 states and UTs fell into the ninth band, Akanshi-2 that has a score range of 461–520. Overall, the report found that 25 of the 36 states and UTs improved their scores in 2023–24 compared to the previous year. Chandigarh improved from 687.8 to 703, while Punjab moved up from 614.1. However, 11 states and UTs including Karnataka, Tamil Nadu, West Bengal, Jharkhand, and Andaman & Nicobar Islands, saw a drop in their overall scores. In terms of individual domain performance, Chandigarh again stood out as the only region to reach the third band, Ati Uttam with a score range of 821–880 in infrastructure and facilities. Delhi and Dadra & Nagar Haveli followed in the next lower band, Uttam with a score range of 761–820. For learning outcomes, considered the most critical domain, only Chandigarh, Punjab, and Puducherry made it to the sixth band of Prachesta-2 score range of 641–700. While Haryana and Jammu & Kashmir were placed in the seventh band Prachesta-3. Most other states ranked lower, pointing to widespread challenges in student learning achievements. Odisha topped the access domain, reaching the highest band, Daksh (941–1,000 score range). States like Goa, Tamil Nadu, Karnataka, and Telangana followed in the Utkarsh band (881–940 score range), indicating significant strides in school availability and enrolment. Bihar and Jharkhand were specifically noted for improving their access scores, moving up from the sixth to the fifth band between 2022–23 and 2023–24. In equity, all states and UTs performed within the top three bands, suggesting a more balanced distribution of educational access and outcomes across gender, social, and economic groups. The ministry cautioned, however, that changes in grading and methodology in PGI 2.0 mean the results cannot be directly compared to earlier PGI versions. Yet, the broad trends remain consistent, with Chandigarh, Punjab, and Delhi maintaining their top spots over recent years. 'Since the grading and the indicators have undergone changes, the results of PGI 2.0 are not strictly comparable with the previous PGI reports, though the pattern of achievement seems to be like the previous PGI results,' the report stated. The PGI 2.0 is intended as a diagnostic tool to help states and UTs identify critical areas for policy focus. With no region crossing into the top four bands, the report sends a clear message: much more needs to be done to improve the quality and equity of school education across India.
