Rayner ‘wants council tax rise in the south to fund the north'
Council tax bills will rise in the south to fund investment in the north, it has been reported. Angela Rayner, the deputy prime minister, is to announce plans for a 'progressive' funneling of Government grants to authorities in deprived areas. According to The Times, Ms Rayner will set out a new formula which will see the grants redistributed depending on local needs. The changes are expected to reduce the grant funding received by wealthier local authorities in London and the south east, which experts said would likely prompt council tax hikes to make up for any shortfalls. Approximately half of council incomes currently come from Government grants. Ms Rayner will reportedly cite discrepancies in council tax levies between richer and poorer areas. A three-bedroom semi-detached house in Hartlepool, Co Durham, comes with a higher levy than an £80 million mansion in Westminster. David Phillips, of the Institute for Fiscal Studies, told the newspaper that reform was overdue. 'It's been 20 years since we've had an effective system to allocate funding between councils so it is out of whack and the changes are going to be big,' he said. 'We would expect urban areas in the Midlands and north to benefit, and maybe some of the east London boroughs. But the Westminsters and Wandsworths of this world, which set very low council tax, will lose.

These historical fictions mix dukes and lords with magic, fictional faraway lands and isekai. It's a perfect blend of fantasy, historical fiction and romance. The tell-tale signs of one of these comics start with an almost always reincarnated or reborn female lead and a tyrant she is destined to be with. However, there are exceptions to this rule. Sometimes, the genders are switched for these, where both are reincarnated, or no one is reincarnated. The most constant element is that at least one of the love interests is a misunderstood tyrant. Here are five tyrants that WEBTOON made me fall in love with. Calcion Landbird – Charming the Duke of the North How do we describe the tyrant in this webtoon? No one says it better than the author in the first chapter. 'A cold-hearted man … with looks that kill!' Charming the Duke of the North features Calcion Landbird as the duke and Rin as the reincarnated female lead. The catch in this webtoon is that Calcion desperately needs someone to pretend to be his lover, and Rin happens to be a successful actress back in the modern world. Donning the name Selina, Rin acts the role of a seductress who seduces the duke. It's just acting, right? Her acting defends him from nobles, maids and whatever may come their way. Seeing this supposedly cold-hearted man at the mercy of a modern-day actress is indescribably precious. Every time Rin skillfully plays her part as the seductress, the duke gets completely flustered, showing his inexperience for such an esteemed duke. Duke Zeronis – The First Night With the Duke The First Night With the Duke stars Ripley, a modern gal reincarnated as a side character in her favorite novel. She swears not to let the plot deviate and to enjoy her days in this fantasy world, but accidentally gets drunk and seduces the two love interests. OOPS. The main love interest is the tyrant Duke, Zeronis. RELATED: 10 More Creative Women Behind Incredible WEBTOON Series Zeronis is the complete opposite of Calcion when it comes to romance. This guy isn't here to get flustered; he does the flustering. He is good-looking, knows it and flaunts it unapologetically to the female lead. While he is possessive, it doesn't cross the line of creepy. Though, he is extremely pushy, insisting Ripley marry him. He stops at no cost to seduce and threaten Ripley into marriage. I know 'threaten' is a bit harsh, but this is a list of tyrants, after all. Duke Luave – The Duke's Cursed Charm Duke Luave, like many of these comic tyrants, has a terrible curse: his irresistible charm. Not kidding. People fall madly in love with him and are extremely possessive due to his affliction. It is so problematic that women are literally throwing themselves in front of his carriage. Due to this curse, he is much more independent than dukes in similar stories. Bathing, dressing and primarily tending to his needs to spare servants from his curse. He uses magic to suppress the devilish power at all costs. That isn't to say he doesn't use his curse on purpose in a pinch… He is quick-witted, difficult to please, harder to seduce and an entertaining character. He has quite the personality. While a tyrant in his own right, using his curse only so slightly to his advantage, he isn't as stone-faced as the rest. However, he is twice as cold-blooded. Though everything changes when he meets the female lead. Who, surprise, is immune to his charm. Now he will have to learn how to seduce someone. Therdeo Lapileon – My In-Laws Are Obsessed With Me My In-Laws Are Obsessed With Me has the typical broody duke, but there is more to him. Therdeo is, you guessed it, a cursed duke. But not the fun kind of curse like The Duke's Cursed Charm. His curse doesn't draw the ladies in but rather does them in. Therdeo has poisonous blood, as well as everyone in his family's bloodline. As a result, he is highly protective of his family and wants to create a better life for his nephew. Wow, huge father potential. Or, well, we know that after he killed the female lead. It is complicated; you'll have to trust that things look up in the romance department after the first few chapters. Dorothy – The Tyrant Wants to Be Good You read that right, and yes, Dorothy is a woman and a tyrant. Finally! Though being the tyrant didn't save her from the born-again trope. She has a second chance at life. Before, she was a ruthless princess who would do anything to get the crown, even killing her brother. But now? She is destined to live her life as a good person, which is tricky because she had a terrible life. Watching her slowly change and learn what it means to be good charmed me in a way a curse couldn't. Freeman looks to North for inspiration ahead of Lions' trip Down Under
Tommy Freeman was a 12-year-old kid still learning his rugby apprenticeship at the remote Culford School in Sussex when George North rampaged his way around Australia and etched his name into the padded pages of British and Irish Lions history. It started at Suncorp Stadium in Brisbane, in the first Test against the Wallabies, when the Welsh wing blitzed his way from the tourists' own 10m line, beat four players and wagged his finger at a flailing Will Genia before touching down. 'If I could do what he did it would be pretty good,' said Freeman who will join Scotland's Duhan van der Merwe and England counterpart Marcus Smith in an exciting Lions back three against Argentina in Dublin on Friday night. North didn't stop there in 2013. A week later and he was picking Israel Folau up and carrying him like a dumper truck would a pile of sand while ploughing ahead with the ball. Seven days later and he scored again as the Lions sealed a 2-1 series victory. Of all the players Freeman could have chosen when asked for his formative Lions memories, none seem so relevant given North, like Freeman now, was a Northampton Saints player at the time and a guy who could put in a hell of a shift at centre if required. 'For him it was similar to me with the size. I don't think he was looked at as a centre, it was 'if he could have a go and try it', and he happened to be pretty handy there. There are probably similar aspects to our games and when he was flying he was pretty unstoppable and pretty awesome to watch. 'There are definitely bits of the game but he could back it up as well. The game has changed massively. You have got the out and out wingers who stay out on their wings and run pretty fast and chase pretty hard whereas now it is just a centre playing on the wing these days, I would say.' Chris Boyd, the former Saints director of rugby who worked with Munster as a consultant last season, once said that Freeman could operate anywhere along a back line apart from No.10. He's clearly a handy man to have around right now. The player himself has spoken about the advantages that come with being able to slot into different roles and how this allows him to be a better teammate for those around him. There are others who bring versatility to the table but, when it comes to the two wing positions, it is Freeman, van der Merwe and the Irish pair of Mack Hansen and James Lowe who will be jostling for the starts come the first Wallaby Test in Brisbane. The Irish pair has the benefit of so much face time with Farrell and so many of the Lions coaching staff, but Freeman has built up an eye-catching body of work with his club and with England where his poaching instincts are only part of the package. Some of his assists have been more spectacular than his tries and there is ample evidence of a relish for the defensive game in the form of some thundering and critical tackles. This is a player who has overcome adversity too. Diagnosed with epilepsy as a kid, he was rejected by Leicester Tigers aged 16 and before a growth spurt that took him to 6' 2'. Eddie Jones took him off at half-time in his last game with England. And it's less than two years since he failed to make the World Cup. Freeman's Dublin audition won't be hurt by the presence of eight other Englishman in the first XV, and the fact that he will be operating off a half-back axis of Alex Mitchell and Fin Smith that he knows so well from their experiences together at Franklin's Gardens. That sort of in-built understanding has the potential to paper over what are sure to be some cracks in the early stages of this Lions operation with Freeman serving notice of a commitment to play some heads-up rugby now and in the weeks to come. "The intention, he says plainly of the approach, is to score lots of tries. 'Instinctive playing. We're not going to be there to set stuff up and go through phases for the sake of going through phases. We went to score off the back of anything we can.
