Mumbai: The ambitious plan to commission 10 passenger waterways using 75 green boats and 29 passenger jetty terminals in and around Mumbai can be made operational in 28 months once the contract is awarded by securing required permissions, says a report of consultants appointed to do a feasibility study. The network will have a capacity for 1.63 lakh boat trips in a year, to carry nearly 1-1.63 crore passengers by 2031 considering a minimum capacity of 100 per boat. The report suggests that route No.6 i.e Vasai-Marve-Nariman Point (61 km) is potentially the most viable followed by route 9 i.e Belapur-Gateway-Mandwa (38km) connecting Navi Mumbai and the new airport to Mumbai and Alibaug. Vasai-Mira Bhayandar-Gaimukh-Nagale (17 km) and Kalher-Kolshet-Mulund-Airoli-Vashi-Gateway (50km) are seen as the next most viable routes which can ensure an internal rate of return of 20%. Except routes 1, 8 and 10, all are expected to be potentially viable. For route 7, a viability gap fund of 60% has been suggested in the feasibility report by Kochi Metro Rail Ltd (KMLR), a partner in the consortium running the Kochi Water Metro. State ports and waterways minister Nitesh Rane has, however, directed the state maritime authority, the Maharashtra Maritime Board (MMB) to ensure more jetties at Juhu, Bandra, Versova, Mahim, Worli and Kandivli to attract Mumbaikars towards water transport. Based on the study, a final DPR (detailed project report) will be made by MMB before tendering the work to private parties. It will take at least a year to prepare a DPR, secure clearances and award the contract, the report said. The Mumbai Metropolitan Region (MMR), with a projected population of 26.91 million by 2025, spans 6,328 sq km and has a network of 9 major rivers, creeks and coastlines around it. As part of the study, KMLR and MMB teams spoke to boat operators to understand the impediments they faced. According to them, non-profitability on certain routes, difficulties in operation due to tidal variations, siltation on navigation channels due to poor dredging, lack of infrastructure, seasonal interruptions due to rough weather especially during monsoons, and the presence of fishing nets in the sea were the major impediments in making their operations viable. Former additional transport commissioner Satish Sahasrabudhe said water transport will have to be synchronised with transport modes such as metro, locals, buses and taxis. "Last mile connectivity and 24x7 operations throughout the year without monsoon breaks will decide the success of water transport," he said.

A techno-economic feasibility study for water taxis in the Mumbai Metropolitan Region (MMR) was presented to the state government on Monday with a plan of operating 10 routes totalling 252 kilometers with an estimated capital cost of Rs 2,500 crore. During the meeting, a discussion was also held on starting additional water taxi routes on Mumbai's Western seafront. Among the 10 routes proposed in the report include, Narangi – Kharwadeswari near Virar (1 km length), Vasai – Mira Bhayandar– Fountain Junction –Gaimukh– Nagale (16 km), Kalher–Kolshet– Mulund–Aeroli– Vashi– DCT – Gateway (50 km ), Gaimukh-Kolshet– Kalher– Mumbra– Kalyan (31 km), New airport-Belapur-Vashi (14 km), Vasai– Marve– Nariman Point (61 km), Borivali– Gorai– Essel world- Marve- Manori (6 km), Rewas- Karanja- Gateway (19 km), Belapur-Gateway-Mandwa (38 km) and Gateway-Elephanta-Nhava (17 km). The report was drafted by the Kochi Water Metro and presented to state Ports Minister Nitesh Rane. According to an official present at the meeting, the government has decided to increase the number of routes before going ahead with the Detailed Project Report (DPR). 'The study does not include key Mumbai routes such as Worli, Juhu and Varsova. It will be added and the DPR of this project will be prepared,' the officer said. Out of these routes, five are projected to be financially viable after 2029 and two would require Viability Gap Funding (VGF) by the government to turn viable. While Rs 2,500 crore was estimated as the capital cost, for the upgrade of existing water transport terminals, the estimated cost is Rs 5 crore per terminal. As per the report, by 2031, the realistic number of trips on these routes will 2.44 lakh while in 2041, it will be 3.42 lakh. Among the civil infrastructure requirements, the study report has listed terminals or jetties with passenger amenities, floating pontoons and gangways, boatyards for vessel maintenance and repairs, night parking and fueling jetties, development of access roads and parking facilities and non-motorised transport (NMT).

Mumbai: The water metro development plan proposed for Mumbai region by the consultants — Kochi Water Metro — on Monday suggested setting up of a total of 29 terminals and has identified 10 routes, with suggestions to further expand them. The project will also include passenger amenities at jetty terminals, boat procurement, and other facilities. "The Water Metro project is significant in developing an alternative transport system in Mumbai, and its work should begin at the earliest. Additionally, the final development plan for the Water Metro by the state, mainly the MMB, should be submitted within three months," instructed fisheries and ports minister Nitesh Rane soon after state consultants submitted their report to him. Rane instructed that jetties and metro terminals should be developed similar to land metro stations and be integrated with other modes of transport. An estimated budget of Rs 2,500 crore has been projected for the entire project. The Water Metro is expected to significantly reduce travel time in Mumbai, besides decongesting trains, buses and road traffic. While deciding ticket fares, it should be ensured they remain affordable," he added. "The Water Metro will prove to be a good option for commuting from North Mumbai to South Mumbai and from Navi Mumbai to South Mumbai," he said.

A week after the Supreme Court refused to stall the construction of a passenger jetty at Radio Club near Gateway of India, the Maharashtra Pollution Control Board (MPCB) on Wednesday granted approval for its construction The MPCB conveyed this in its letter to the Maharashtra Maritime Board (MMB). State's Ports Minister Nitesh Rane said, 'The government is taking firm and definitive steps towards the completion of the project.' The Rs 229-crore project to develop a passenger jetty and a terminal building at Radio Club near the Gateway of India in Mumbai has drawn flak from Colaba residents who cited damage to the heritage precinct and the increased traffic congestion. According to the local residents, illegal parking is already rampant, with parking along both sides of the Prem Ramchandani Marg between Radio Club and Gateway of India. With the increase in hawkers and vehicular flow in the precinct, residents have aired concerns over the likelihood of heavier traffic jams and inaccessibility to tourists. Opposing the project, several residents had approached the Bombay High Court. Last month, the court had refused to grant an interim stay on construction. While refusing to entertain a plea seeking a stay on the construction, the Supreme Court, too, on May 27, noted that the matter is pending before the Bombay High Court. 'We are not inclined to entertain the matter since the HC has already fixed it for hearing on June 16. However, we would request the HC to take up the matter and decide the same as expeditiously as possible, preferably prior to the end of monsoon 2025,' the order stated. In a bid to uplift the existing facilities at Gateway of India, which is a hub for significant boat traffic, the MMB is slated to develop a new passenger jetty and a terminal near the iconic landmark in Colaba. Expected to be completed within 30 months, the new jetty is expected to reroute all boat traffic from the Gateway of India, in what is pegged to reduce existing congestion as well as upgrade the old facilities. The new jetty will have the capacity to accommodate up to 20 boats at a time, allowing for smoother and more organised operations. Meanwhile, the terminal building will span 80 square metres and will have a 350-person capacity amphitheatre, a berthing jetty, an approach jetty, a fire safety system, and CCTV, besides gardening and beautification works.
